Positive signs in many areas.
According to the report presented at the meeting, in the first quarter of 2025, the province's economic situation still faced certain difficulties and challenges. However, with decisive leadership from the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, along with the efforts of various sectors and levels, the socio-economic situation has shown many positive signs in most areas.
Specifically, the estimated growth rate of gross regional product (GRDP) in the first quarter of 2025 is 7.2%. This is the highest first-quarter economic growth rate since 2021, higher than the national average (6.93%). Long An ranks 5th out of 13 provinces and cities in the Mekong Delta region.
Agricultural production maintained positive growth momentum, with rice output reaching 0.8 million tons, a 0.12% increase compared to the same period last year, and aquaculture production increasing by 11.74%. Long An also recognized an additional 6 communes as meeting the standards of new rural areas and 2 communes as model new rural areas.
In the industrial sector, production recovered strongly, with a growth rate of 10.27%. Investment promotion and business support were intensified, with 511 new businesses established and 54 projects (25 domestic and 29 FDI) newly approved.
As of early April, disbursement of public investment capital reached VND 1,130 billion, equivalent to 11.71% of the plan assigned by the Prime Minister, higher than the national average (9.53%). Total state budget revenue up to April 2nd reached VND 7,864.4 billion, corresponding to 32.07% of the provincial budget estimate.
Trade and service activities continued to develop strongly, with total retail sales of goods and services revenue in the first quarter increasing by 13.73% compared to the same period last year. Import and export activities also recorded significant improvements, with exports reaching US$2.03 billion, up 17.61%, while imports reached US$1.27 billion, up 13.59%. These results demonstrate a positive recovery and development in the trade sector. The credit institution system in the area operated smoothly, and the non-performing loan ratio was under control.
In the first quarter, socio-cultural tasks were implemented according to plan. Disease outbreaks were strictly controlled; dangerous diseases generally decreased; medical examination and treatment, and public health care were given attention and carried out effectively; food safety and hygiene were ensured, with no cases of food poisoning.
Despite the achievements, the socio-economic situation of Long An province in the first three months of 2025 still faced some limitations and difficulties. These included: unfavorable agricultural product consumption compared to the same period last year; a downward trend in prices for most agricultural products (crops); and lower disbursement rates for public investment and budget revenue compared to the same period last year.
At the meeting, departments, agencies, and localities focused on evaluating and analyzing these shortcomings and proposing solutions to implement key tasks for the second quarter of 2025.

Focus on carrying out assigned tasks decisively.
Concluding the meeting, Chairman of the Long An Provincial People's Committee Nguyen Van Ut highly appreciated the sense of responsibility, leadership, and guidance of the leaders of departments, agencies, and localities in the past period, who have strived to overcome many difficulties and challenges to achieve many positive results.
Mr. Nguyen Van Ut emphasized: The tasks for April and the second quarter of 2025 are very challenging, requiring determination from departments, sectors, and localities. It is necessary to resolutely implement the tasks, ensuring they align with the province's economic growth plan.
Accordingly, departments and localities should focus on implementing the assigned key tasks; accelerate the disbursement of public investment capital, especially for transitional projects and items, striving to achieve a disbursement rate of over 50% in the second quarter of 2025. At the same time, they should concentrate intensely on collecting state budget revenue, meeting the targets set in the resolution.
The Chairman of the Long An Provincial People's Committee also emphasized the need to strengthen support and development activities for businesses, promoting production and business... This includes focusing on thoroughly removing barriers to investment and business activities; implementing effective solutions to improve the business environment and enhance the province's competitiveness; monitoring progress and promptly proposing to the Provincial People's Committee to direct the resolution of difficulties and obstacles for key investment projects; and strengthening investment promotion and support.
In particular, he requested that all sectors and localities urgently review and compile a list of important projects and major provincial projects that meet the requirements for commencement and inauguration in April, simultaneously on the same day as the rest of the country, as directed by the Government, in order to celebrate the 50th anniversary of the Liberation of the South and the reunification of the country.
In addition, it is necessary to carry out tasks to successfully complete the reorganization of administrative units and implement the "two-tier" local government model.
Leading the Mekong Delta provinces in administrative reform.
At the meeting, representatives from the Long An Provincial Department of Internal Affairs reported on the results of the Public Administration Reform Index (PAR INDEX) and the Citizen Satisfaction Index with the Services of State Administrative Agencies (SIPAS) for 2024.
According to the 2024 PAR INDEX assessment results, Long An achieved 89.68%, an increase of 0.46% compared to 2023 (89.22%). The province ranked 16th out of 63 provinces and cities nationwide and was the top-ranked province in the Mekong Delta region.
For the SIPAS index in 2024, Long An achieved 82.71%, ranking 41st out of 63 provinces and cities nationwide. This index increased by 16 positions compared to 2023 (57th out of 63) and by 4.05% compared to 2023 (78.66%), ranking 8th out of 13 provinces in the Mekong Delta region.
