Floods rise, many hydroelectric plants simultaneously release floodwaters

Due to the impact of heavy rain over the past two days, water from upstream has continuously poured in, causing the water level of hydroelectric reservoirs to rise. Many hydroelectric plants have announced the release of floodwaters from their reservoirs.

Accordingly, at 10:00 p.m. on September 29, Bac Ha Hydropower Joint Stock Company announced that the discharge flow through the spillway was 671.66 m3/s; the flow through the generator was 187.20 m3/s; the total discharge flow downstream was 858.86 m3/s.

Along with Bac Ha Hydropower Plant, on the evening of September 29, hydropower plants on the Chay River basin, including Bao Nhai Hydropower Plant Level 1, Bao Nhai Hydropower Plant Level 2, Nam Luc Hydropower Plant, Vinh Ha Hydropower Plant, Phuc Long Hydropower Plant, and Thac Ba Hydropower Plant also announced an increase in flood discharge to the downstream compared to previous days.

The large hydroelectric reservoirs of Hoa Binh and Thac Ba simultaneously opened their spillway gates.

Specifically, Bao Nhai Hydropower Plant Level 1 announced at 9:53 p.m. that the total flood discharge to the downstream was 752 m3/s. The plant is operating normally, ensuring safety. Bao Nhai Hydropower Plant Level 2 announced at 10:03 p.m. that the total discharge to the downstream was 817 m3/s.

Nam Luc Hydropower Plant announced at 22:00 that the total discharge to the downstream is 1,008 m3/s. Vinh Ha Hydropower Plant announced at 22:03 that the total discharge to the downstream is 1,155 m3/s. Phuc Long Hydropower Plant announced at 22:06 that the total discharge to the downstream is 1,295 m3/s. By 0:30 on September 30, the discharge will increase from 1,600 m3/s to 2,650 m3/s.

Thac Ba Hydropower Plant announced that at 10:00 p.m., the total water flow to the lake was 4,110 m3/s, the total flow downstream was 366 m3/s.

Faced with the situation of hydropower plants simultaneously releasing floodwaters, causing the water level on the Chay River to rise, localities downstream of hydropower plants are urgently deploying, checking, and reviewing, while continuing to propagate and instruct people on how to prevent and avoid, ensuring the safety of life and property.

At 9:00 p.m. on September 29, 2025, the upstream water level of Tuyen Quang Lake was at 119.09 m, the downstream water level was 51.80 m, the flow to the lake was 2,278 m3/s, the total flow to the downstream was 1,209 m3/s; the upstream water level of Hoa Binh Lake was at 115.39 m, the downstream water level was 12.56 m, the flow to the lake was 11,247 m3/s, the total flow to the downstream was 3,905 m3/s.

Implementing the inter-reservoir operation process on the Red River basin, the Minister of Agriculture and Environment ordered the Director of Tuyen Quang Hydropower Company and the Director of Hoa Binh Hydropower Company to open 1 more bottom spillway gate of Tuyen Quang Hydropower Reservoir at 3:00 a.m. on September 30, 2025; and open 1 more bottom spillway gate of Hoa Binh Hydropower Reservoir at 3:00 a.m. on September 30, 2025.
