The reception of opinions from National Assembly Deputies has been carried out very seriously and carefully. All issues have been carefully considered and discussed. Difficult issues with many different opinions, where optimal solutions have not yet been proposed and the full impact has not yet been fully assessed, continue to be proposed and sent to National Assembly Delegations, agencies and organizations for comments to continue perfecting the draft Land Law for consideration at the 6th session.
The Draft Land Law (amended) has been accepted and revised with each consultation, with many contents, especially some contents that Yen Bai province had previously commented on at the 5th session of the 15th National Assembly, which have been accepted, thus resolving and removing many difficulties and problems specific to mountainous provinces.
In which, the problem group Regarding planning, the land use plan has eliminated the requirement: Land use planning is shown for each plot of land, only determining the area of land types that need to change the purpose of use for land types that require permission in the year. Regarding land recovery and land prices: Listed in detail "Land recovery for socio-economic development for national and public interests", this is an important content and has received many interested opinions, especially from state management agencies and investors; decentralization of authority to the Provincial People's Council through the list of works and projects requiring land recovery; projects that must change land use purposes with areas of rice fields, special-use forest land, protective forest land that is natural forest, production forest land that is natural forest without being controlled on area scale.
