On the morning of May 27th, the People's Committee of Ho Chi Minh City organized a workshop to gather feedback from businesses on the draft Law on Special Urban Areas, aiming to further refine the draft law before reporting it to the Government, the Prime Minister, and the Ministry of Justice for comments and submission to the National Assembly for consideration.
Speaking at the workshop, Chairman of the People's Committee of Ho Chi Minh City, Nguyen Van Duoc, stated that this was a very important workshop in the process of building and finalizing the draft Law on Special Urban Areas, because the businesses, business associations, state-owned, private, and foreign economic corporations operating in the city are the forces directly involved in production and business, creating material values for society, and making significant contributions to the city's development, especially to the goal of double-digit economic growth in 2026.
Mr. Nguyen Van Duoc emphasized that on May 19, 2026, the Politburo issued Resolution No. 09-NQ/TW "on building and developing Ho Chi Minh City in the new era" with a 100-year vision. This is the important political basis for building a Special Urban Law for the city.
Resolution 09, along with the Law on Special Urban Areas, presents a great opportunity, bringing about outstanding mechanisms and policies to enable the city to make further breakthroughs and achieve rapid and sustainable growth.
The Law on Special Cities will also provide a solid foundation, creating a stable mechanism and building confidence for businesses and investors coming to the city.

Sharing the same view, representatives of business associations and economic corporations highly appreciated the issuance of Resolution 09 at a time when the Law on Special Urban Areas for Ho Chi Minh City was being drafted, considering it a "once-in-a-century opportunity" for the city to realize its goal of becoming a global, smart, modern, comprehensively developed city on par with developed cities around the world by 2075 - the 100th anniversary of the liberation of the South and the reunification of the country.
Mr. Le Hoang Chau, Chairman of the Ho Chi Minh City Real Estate Association, emphasized that Resolution No. 09 serves as the political basis for the National Assembly, the Government, and Ho Chi Minh City to draft a Law on Special Urban Areas for the city. This aims to focus on perfecting comprehensive, groundbreaking, and superior institutions and policies, promoting thorough decentralization and delegation of power, and creating conditions to propel Ho Chi Minh City, a special urban area, to become a symbol of dynamic development in Vietnam in the 21st century.
In its comments on the draft Law on Special Urban Areas, the Ho Chi Minh City Real Estate Association proposed amendments and additions to clarify the social housing policy for officials, civil servants, and members of the People's Armed Forces whose workplaces are located far from their residences (proposed distance of 20km or more), giving them priority to purchase, rent, or lease-to-own social housing; as well as the mechanisms and policies for investing in and constructing social housing in the city.
Many businesses and business associations have also proposed adding or clarifying policies to incentivize and support businesses and attract investment in the draft law.
The Ho Chi Minh City Supporting Industries Association proposes considering a basis for the city to allocate resources to support supporting industries from the local budget and other legitimate sources, focusing on technological innovation, digital transformation, R&D, human resource training, inspection and certification, databases, shared technical infrastructure, and enhancing capacity to participate in supply chains.

According to the Ho Chi Minh City Supporting Industries Association, support should be linked to specific output results. Furthermore, the draft law needs to more clearly define the role of supporting industries within the priority sectors and fields of Ho Chi Minh City; and consider appropriate support policies for key supporting industry product groups, green supporting industrial park models, multi-story factories, shared standard factories, shared technical infrastructure, and supporting industry technical centers.
The draft Law on Special Urban Areas, currently being developed by Ho Chi Minh City, comprises 9 chapters and 46 articles as of the latest update (May 25th).
The draft law is expected to be shortened to 9 chapters and 45 articles. The city will continue to consult with former leaders, prominent intellectuals, representatives of various social strata, as well as seek input from ministries, departments, provinces, and cities, especially those sharing the development space of the Ho Chi Minh City region and the Southern key economic zone, to finalize this draft law.
