Over the past years, the national defense and security work in Military Region 7 has always faced new requirements, with many advantages and opportunities intertwined with difficulties and challenges. The world and regional situation has changed rapidly, complicatedly and unpredictably; hostile and reactionary forces have promoted the strategy of " peaceful evolution", promoted "self-evolution", "self-transformation", and increased sabotage activities in all fields. Natural disasters, epidemics, and non-traditional security issues are always present. Faced with the above situation, the Party Committee and the Military Region Command have thoroughly grasped the motto "All people build national defense, taking the armed forces as the core", focused on leading and directing the comprehensive and synchronous implementation of many activities to strengthen the strong national defense and security in the area, achieving many outstanding results, namely:
Regularly thoroughly grasp and effectively implement the Party's guidelines and policies, the State's laws, resolutions and directives of the Central Military Commission and the Ministry of National Defense on military and defense tasks.
Thoroughly grasping the Resolution of the 8th Central Committee, 11th and 13th tenures on the Strategy for protecting the Fatherland in the new situation; strategies, resolutions, directives, conclusions on military and national defense, such as the Vietnam National Defense Strategy, Vietnam Military Strategy, National Border Protection Strategy, Strategy for protecting the Fatherland in cyberspace, etc., the armed forces of the Military Region always proactively grasp, assess, and forecast the situation on borders, islands, inland and foreign lands; advise and closely coordinate with functional forces to promptly and effectively handle situations, avoiding being passive or surprised. There are still many complicated points in the area, especially in industrial parks, export processing zones, ethnic minority and religious areas, etc., but when situations arise, the armed forces of the Military Region always work with Party committees, authorities, departments, branches, unions, and local police at all levels to promptly resolve arising issues; create favorable conditions and environment for localities to develop socio-economy.

The entire Military Region strictly implements the combat readiness regime (SSCĐ), prepares forces, weapons, equipment, means and SSCĐ plans and schemes. Regularly builds and completes the system of SSCĐ documents, especially adjusting and supplementing the system of combat documents in accordance with the 2-level local government model; organizes close coordination and regularly practices with forces according to the plan. Implements the motto "3 readiness " (1) , "4 on-site" (2) , promoting the core role in helping people prevent, combat, overcome, and mitigate the consequences of natural disasters, search and rescue. Typically, at the end of April 2021, the COVID-19 pandemic broke out in the area, severely affecting socio-economic development, directly threatening the lives and health of the people, thoroughly implementing the viewpoint of "fighting the epidemic like fighting the enemy", the Military Region launched a peak campaign, launching a special emulation movement "fighting the epidemic to save the people"; implementing the policy of "Rear-line units and localities supporting front-line units and localities", "Localities and units outside the epidemic area support and help localities and units in the epidemic area", "Areas with low epidemics support and help areas with high epidemics"..., the Party Committee and the Military Region Command focused on leading and directing the synchronous and drastic implementation of epidemic prevention and control measures; Closely coordinated with local Party committees, authorities and functional forces, highly promoted the combined strength, mobilized over 812 billion VND to support the people. More than 100,000 officers and soldiers of the military directly joined with all levels, sectors and forces to actively fight the epidemic, contributing to gradually preventing and repelling the epidemic, protecting the health and lives of the people, bringing social activities back to the "new normal state". With its outstanding achievements, the Military Region's Armed Forces were awarded the First Class Military Exploit Medal by the State. These are vivid proofs of the core role of the Military Region's Armed Forces on all fronts, in peacetime as well as in wartime.
Focus on building a strong national defense, building a solid defense of the Military Region and defense areas.
The Party Committee and the Military Region Command always closely coordinate with provincial and municipal Party Committees in the area in leading and directing local military and defense work, building a national defense and security posture associated with the people's security posture, building a solid defense zone; correctly implementing the principles and mechanisms of leadership, command, and coordination in performing local military and defense tasks and handling situations related to national defense and civil defense. The new policies and viewpoints of the Ministry of National Defense and the Military Region are all highly agreed upon and agreed upon by local Party committees, authorities and people. Understanding the viewpoint that "each step of socio-economic development is a step to consolidate and strengthen national defense and security potential", in the period of 2020 - 2025, the Military Region and localities have mobilized all resources to the maximum with a total budget of over 15,200 billion VND to ensure military and defense tasks. In particular, focusing on investment in building a system of defense works; basic command posts, logistics and technical bases at all levels; border patrol roads; purchasing military equipment and means of transport; building, repairing, upgrading barracks, training grounds, warehouses, stations, etc.; ensuring weapons and equipment, reserves for combat readiness and national defense needs in the first years of the war.
With the determination to make a breakthrough in "Improving the quality of local military and defense work, focusing on building a strong local armed force right from the grassroots", the Party Committee and the Military Region Command coordinated with local Party committees and authorities to propose many policies, projects, and creative models that are strategic, practical, and have profound political and social significance (3) . Currently, 100% of regional defense commands have invested in building their own headquarters. Localities have 483/483 commune-level administrative units in the area with military party cells, 100% of the party cells have party committees. The work of developing party members in the militia and self-defense force annually exceeds 6.26%, and party members in the militia alone exceed 7.25%; organizing 8 standing militia companies at the provincial and municipal levels, 1 standing militia squadron ready to handle situations, contributing to ensuring political security, order, and social safety.
In addition to completing 593/630km of patrol roads and completing the planting of border markers at 172/194 points, the Military Region, together with localities and enterprises, invested more than 3,000 billion VND to build and solidify 63/72 permanent militia posts on the mainland border; 58 residential areas adjacent to militia posts and border posts and stations with 722 houses, and 2 kindergartens at residential areas adjacent to border militia posts... Thanks to that, the army and people coordinate to protect the border, work and produce with peace of mind; form villages and hamlets along the border, creating a solid fence to protect the Fatherland.
The Party Committee and the Military Region Command pay special attention to training and education on national defense and security for cadres and party members in the political system and the people. Every year, in addition to the subjects according to regulations, the Military Region and localities have expanded training for religious dignitaries, officials, monks and nuns; union members, members of departments, branches, socio-political organizations; heads of households along the border; owners of boats at sea; village elders, clan leaders, prestigious people in the community; business owners, landlords in the area, etc. From 2020 to present, training, dissemination and updating of national defense and security knowledge have been organized for nearly 338,000 people to raise the sense of responsibility of the political system and people regarding military, national defense and national defense tasks.
To promote the role of village elders, village chiefs, dignitaries, officials, monks, nuns, believers and Buddhists in building a "people's heart position" and connecting religions, the Party Committee and the Military Region Command have advocated "Connecting, being friendly, supporting and helping ethnic and religious people". In 2024, with self-mobilized resources, the Military Region has built and donated more than 1,511 military-civilian houses of gratitude to policy families, ethnic minorities and religious people; 30 cultural, physical training and sports facilities in religious establishments and ethnic minority areas; 1 community cultural house and 80 comrade houses and military-civilian houses of gratitude in Dien Bien province; mobilized more than 29 billion VND in time to help people affected by storm No. 3... Thanks to good propaganda, mobilization, and assistance to the people, especially ethnic minorities and religious people, the local socio-political situation is always stable; the people trust the Party, support the government, and make every effort to help the Military Region's Armed Forces successfully complete their tasks.
From the policy of “Building a core political force of reserve soldiers working in industrial parks and export processing zones”, currently, the Military Region and localities have built more than 4,000 core nuclei out of the total number of reserve soldiers. This force has promptly grasped and reflected the thoughts, aspirations and public opinions of the people; provided valuable information, advised the Party Committee and government and closely coordinated with functional forces to effectively handle situations.
The work of selecting and calling citizens to join the army ensures regulations and quality. The annual results of military transfer and reception reach 100% of the target, in accordance with the law; the rate of official party members joining the army exceeds the target by 0.64%. The implementation of creating sources, registering, managing, and arranging reserve soldiers and technical means of the national economy exceeds the target by 30.51%. Regularly supplement documents and plans for building, mobilizing, and receiving reserve forces; maintain the training, drills, and mobilization readiness inspection routine; ensure the regime and policies for reserve soldiers are in accordance with regulations.
Continuously improve overall quality, strength, level, and combat readiness to meet the requirements and tasks of protecting the Fatherland in the new situation.
Implementing the policy of building a "refined, compact, strong" Army in the spirit of Resolution No. 05-NQ/TW, dated January 17, 2022, of the Politburo; Resolution No. 230-NQ/QUTW, dated April 2, 2022, of the Central Military Commission and Plan No. 1228/KH-BQP, dated April 25, 2022, of the Ministry of National Defense, on the organization of the Vietnam People's Army for the period 2021 - 2030 and the following years, the Standing Committee of the Party Committee and the Military Region Command lead, direct the deployment, organize synchronous, cautious, tight, and serious implementation; focus on combining organizational work with ideological and policy work... with the highest goal that after merging and dissolving an organization, establishing a new organization must be truly refined, compact, and capable of fulfilling assigned functions and tasks well.
In 2024 and 2025, the Party Committee and the Military Region Command implemented decisions to establish, dissolve, rename, reorganize, issue organizational and staffing tables for units under the Military Region; dissolve Division 317, Vocational College No. 7; reorganize the Logistics - Technical Department of the Military Region, Brigade 657; receive Division 7, Division 309, Engineering Battalion, Military Hospital 4 of the 4th Corps; Dak Nong Provincial Military Command to Military Region 7. Merge military commands of provinces and cities; establish 19 regional defense commands; reorganize 4 Border Guard commands under the military commands of provinces and cities to ensure tightness, safety, maintain stability, and not affect training results, combat readiness and unit building.

The Party Committee and the Military Region Command focus on leading and directing the improvement of the overall quality, qualifications, and combat readiness of the Military Region's armed forces; taking care of building a clean and strong Party organization associated with building a comprehensively strong "exemplary" armed force; improving the quality of training, ensuring "3 realities" (4) ; mastering existing weapons and equipment, ready to receive and master modern weapons and equipment. Participating in competitions and sports events at the Ministry of National Defense level, the Military Region's armed forces always achieve high results, many of which exceed targets. In 2024, the Military Region organized a good Southern female guerilla bloc in commemorating the 70th anniversary of the Dien Bien Phu Victory, and in 2025, it contributed a lot to the success of the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025). The above results are an important driving force, creating a solid foundation for each officer and soldier of the Military Region's armed forces to continue to make achievements towards celebrating the 80th anniversary of the successful August Revolution and the National Day of the Socialist Republic of Vietnam.
Continue to promote and enhance defense diplomacy activities, contributing to protecting the Fatherland early and from afar.
In recent times, the Military Region has been assigned by the Party Central Committee, the Central Military Commission, and the Ministry of National Defense to be the core in maintaining friendly and cooperative relations, assisting units of the Royal Cambodian Army; welcoming international delegations to visit and operate in the area. From the Military Region Command to localities, the unit has established twinning relationships with 87 units of the Royal Cambodian Army. Sharing and helping our friend both materially and spiritually, contributing to building the relationship between the Military Region in particular, our army in general and the Royal Cambodian Army, speeding up the process of demarcation and marker planting; coordinating well in handling defense and security issues on the border; preventing and fighting crimes; searching for and collecting the remains of Vietnamese martyrs who died on the land of our friend and returning home; creating conditions for Cambodians of Vietnamese origin to stabilize their lives..., thereby building a peaceful, stable, cooperative and developing Vietnam - Cambodia border. Every year, the Military Region supports our friend with tens of billions of VND. In the COVID-19 pandemic alone, the Military Region has supported over 19 billion VND to the Royal Cambodian Army and 700 million VND to Laos to fight the pandemic. In 2023, the Military Region Command signed a twinning cooperation agreement with the Eastern Army Group/Ministry of the Revolutionary Armed Forces of Cuba. In 2024, the Ho Chi Minh City Command signed a twinning cooperation agreement with the Santiago de Cuba Military Region/Eastern Army Group.

Promoting the achieved results, the Military Region's armed forces continue to maintain and enhance their core role in building the national defense and security, closely attached to the people, taking the lead in advising and organizing the implementation of military and defense tasks; resolutely, synchronously, and effectively implementing Resolution No. 05-NQ/TW of the Politburo on the organization of the Vietnam People's Army and Resolution No. 230-NQ/QUTW, dated April 2, 2022, of the Central Military Commission, on leading the implementation of the organization of the Vietnam People's Army in the period of 2021 - 2030 and the following years. At the same time, thoroughly grasp and strictly implement Resolution No. 57-NQ/TW, dated December 22, 2024, of the Politburo; Resolution No. 3488-NQ/QUTW, dated January 29, 2025, of the Central Military Commission, on breakthroughs in science and technology development, innovation and digital transformation in the military, striving to become a bright spot in the entire military in applying science and technology, digital transformation and administrative reform in the military and defense fields... The activities of the armed forces of Military Region 7 have brought about practical results, contributing to building a national defense posture associated with a people's security posture and building a solid security zone, which is the foundation and decisive factor for the armed forces of Military Region 7 to promote their combined strength and successfully complete the military and defense tasks entrusted by the Party, State and people./.
