(Baothanhhoa.vn) - In the context of restructuring local armed forces towards a "lean, efficient, and strong" direction, the newly established regional defense command boards under the Provincial Military Command have quickly focused on leadership and direction, bringing the units into stable operation.

The Command Center of Zone 4 - Hoi Xuan organized forces to be ready to respond in key areas during typhoon number 3 (Wipha).

The Party Committee and commanders of the regional command units clearly defined their roles and responsibilities, focusing on leadership and guidance, fostering a spirit of unity and determination to overcome difficulties, and quickly bringing the units into stable and effective operation from the very beginning.

Observations at the Command Post of Military Region 4 - Hoi Xuan clearly show the high morale and determination in building a regular and strong unit. The barracks are meticulously cared for by officers and soldiers, neat, spacious, and with a green, clean, and beautiful environment. From the command building to the work areas and living quarters, everything is arranged logically, ensuring optimal living and working conditions. Along with establishing a regular and disciplined system, the unit places special emphasis on combat readiness.

Lieutenant Colonel Nguyen Van Cao, Political Commissar of the Command of Military Region 4 - Hoi Xuan, said: “Immediately after its establishment, the unit proactively advised and arranged stable working and living spaces, building a standardized agency to ensure smooth and coordinated operations from the very beginning. The unit also implemented the development of working regulations, assigned tasks within the command and agencies, built a system of combat readiness documents, and developed a strict garrison and guard plan... Emphasis was placed on maintaining strict adherence to regulations and discipline among the troops; organizing marching and training exercises to help officers and soldiers improve their physical fitness, endurance, and mobility to meet the requirements and tasks assigned.”

According to Decision No. 2786/QD-BQP dated June 14, 2025, of the Ministry of National Defense , the dissolution of district-level military commands is part of the roadmap for restructuring the local government apparatus, reducing it from three levels to two: province and commune. This is a consistent step to realize the spirit of the Central Resolution on streamlining organizations and improving the effectiveness and efficiency of state management. Reducing administrative levels does not mean reducing defense levels. Without preparing a suitable organizational model, when a national defense and security situation arises, the local authorities will be caught off guard and reactive. Therefore, along with the dissolution of 26 district-level military commands, five new regional defense commands were simultaneously established, placed under the direct command of the Provincial Military Command, including: Regional Defense Command 1 - Trieu Son, Regional Defense Command 2 - Ha Trung, Regional Defense Command 3 - Ngoc Lac, Regional Defense Command 4 - Hoi Xuan, and Regional Defense Command 5 - Tinh Gia.

To ensure a tight, synchronized, unified, and effective implementation, the Provincial Military Command directed the newly established Regional Military Commands to strictly adhere to the Party's guidelines and policies, the directives of the Central Committee, the Central Military Commission, the Ministry of National Defense, and local Party committees and authorities regarding the reorganization of the political system's organizational structure; the rearrangement and reorganization of administrative units at all levels; and the establishment of a two-tiered local government organizational model. A comprehensive review of the legal documents related to local military organization was conducted, and amendments and additions were proposed to ensure synchronization and uniformity in implementation.

The units quickly stabilized their organizational structure and personnel, assigning specific tasks; consolidating Party organizations, command structures, and mass organizations; and ensuring that agencies and units operated according to their functions and duties. They built strong organizations that contributed to the excellent fulfillment of all assigned tasks. Agencies and units adjusted their defense plans and operational strategies according to the new administrative boundaries, submitting them to competent authorities for approval; they clearly defined the functions, tasks, and roles of local military organizations in building and training reserve forces and militia to meet the requirements of national defense.

The regional command units must ensure that dissolution, transfer, and mergers do not disrupt or affect the quality and progress of assigned tasks; Party committees and commanders at all levels do a good job of ideological and policy work for officers, soldiers, and personnel, ready to accept and strictly comply with assignments and transfers from the organization. They proactively understand the thoughts and aspirations of officers and soldiers, and promptly advise and propose to the Provincial Military Command to effectively resolve issues related to policies and support for the military. In addition, units quickly develop and issue regulations and rules for leadership, direction, command, and operation in each aspect of work. Focus on building truly clean and strong Party committees and organizations at all levels, and take care to build a team of officers and personnel capable of fulfilling immediate and long-term tasks...

Colonel Vu Van Tung, Standing Committee Member of the Provincial Party Committee and Commander of the Provincial Military Command, stated: "The Regional Defense Command is not a new administrative level, but a specialized force – an 'extension' of the provincial level, playing the role of commanding the armed forces in areas with large populations and strategically important locations. It represents a strategic transition, moving from an old organizational model to a new, streamlined, efficient, and highly combat-ready armed forces organization. The task of defending the Fatherland is a sacred order that cannot be neglected. It is also a call to arms for every officer and soldier of the local armed forces in any situation, maintaining the all-people national defense posture from the grassroots level to meet the requirements of the mission in the new situation."
