Some solutions to develop human resources for marine tourism in Quang Ninh province

TCCS - Quang Ninh province has diverse, rich and unique tourism resources with many distinct potentials and outstanding advantages. To fully exploit the potentials and turn opportunities into new fortunes, Quang Ninh has identified developing human resources for tourism as one of the breakthroughs to turn tourism into a spearhead economic sector, aiming to make Quang Ninh an international tourist destination in the near future.

With a coastline of more than 250km and more than 2,000 islands, many beautiful beaches, Quang Ninh province has great strengths and potential to develop sea tourism. According to the Quang Ninh Provincial Planning for the period 2021 - 2030, with a vision to 2050, Quang Ninh is oriented to become an international tourism center, a multimodal transport gateway connecting with China, Northeast Asia and Southeast Asia. To achieve that goal, Quang Ninh province has issued many policies and guidelines to develop human resources, such as policies to attract high-quality human resources, encourage the development of education , training and preparation of human resources for industries with strengths such as tourism. However, human resources serving sea tourism in Quang Ninh still have some limitations, lack of high-quality human resources, professional qualifications, professional skills and foreign languages of a part of the workforce do not meet the requirements. Some tourism human resource training facilities have not met the market demand in terms of both quantity and quality. Tourism businesses and establishments have not yet properly recognized the role of human resources in the overall development of the enterprise, resulting in limited service quality.

To address the above challenges, Quang Ninh province needs to implement synchronous solutions to build and develop high-quality tourism human resources to meet the development requirements of the tourism industry in the new period.

First, raise awareness of subjects in developing human resources for marine tourism.

Resolution No. 30-NQ/TW, dated November 23, 2022, of the Politburo, on "Socio-economic development and ensuring national defense and security in the Red River Delta region to 2030, with a vision to 2045", sets the goal of developing Quang Ninh province into a tourism center connecting the region and the world; Hai Phong - Quang Ninh region becomes a modern, international, leading maritime economic center in Southeast Asia, a gateway and driving force for development of the region. This is a major goal, requiring close coordination from the correct policies of the Provincial Party Committee, the management of state agencies to specialized training programs of training institutions, linked to the practical needs of businesses and other social and professional organizations.

Quang Ninh thoroughly understands the viewpoint that developing human resources for marine tourism is an important task, not only for the leadership and management agencies, but also the task of the entire political system. This viewpoint is thoroughly understood by the Party committees and authorities at all levels to each cadre and Party member, widely propagated and disseminated to the people and businesses, contributing to raising awareness of the role of human resources in the socio-economic development of the province in general and the tourism industry in particular. The position, role and tasks of each agency and unit in developing human resources for tourism are clearly and specifically defined to avoid overlapping functions and tasks.

To raise awareness among people and businesses, Quang Ninh province has strengthened propaganda activities through media, seminars, forums, and community activities, thereby helping people and businesses understand the role of human resources in business development, as well as economic benefits and job opportunities in the tourism industry. Human resources serving tourism with professional qualifications and full skills such as information technology, foreign languages, communication, behavior, etc. will contribute to improving service quality and increasing the competitiveness of businesses. Especially in the context of tourism technology and strong digital transformation today, qualified and skilled human resources will be a competitive advantage, attracting domestic and international tourists. From clearly recognizing the requirements of reality, people have a clear orientation in studying, working, and doing business, creating a rich and long-term human resource for serving marine tourism.

Second, develop the quantity and improve the quality of human resources for marine tourism.

With its existing potential and advantages, Quang Ninh province is determined to transform its development method from a “brown” economy to a “green” economy, with tourism and services as its key economic sectors. Therefore, high-quality human resources for the tourism industry are an urgent requirement in the current period.

In the province's development strategy, by 2030, Quang Ninh strives to welcome at least 28.5 million tourists, including about 8 million international visitors; total revenue from tourism is expected to reach over VND 82,000 billion, creating jobs for 255,000 workers, including 110,000 direct workers. This goal requires Quang Ninh to have a policy to create human resources for the tourism industry, attract human resources from other industries and young people entering working age. Increase the number and scale of schools and training facilities on tourism, associated with investment in building modern facilities, advanced equipment and improving the quality of counseling, career guidance, enrollment... In addition, it is necessary to diversify the types and majors of training to suit the needs of learners. In addition to traditional professional majors (reception, housekeeping, restaurant, tour guide), develop new majors such as event management, tourism marketing, community tourism, ecotourism, smart destination management... Strengthen links and cooperation with prestigious universities and colleges at home and abroad to exchange students and lecturers, and access the most advanced knowledge in the tourism industry.

To attract workers to the tourism industry, it is necessary to innovate the way of promoting and building an attractive image of tourism careers on mass media. Cooperate with celebrities and influencers so that they can experience tourism services in reality, share stories and beautiful images of the tourism industry, especially on social media with great influence. Organize tourism career orientation days, tourism service experience workshops, awards and competitions to honor talented and creative professionals, etc., to increase the attractiveness of the tourism industry to the workforce, especially young workers.

Along with the development of quantity, it is necessary to improve the quality of tourism human resources. Innovate education and training programs to be closer to the reality of tourism activities in the direction of promoting creative thinking, increasing practice time, and focusing training on the content and skills that businesses and society need in workers. Focus on linking "3 houses": the State, schools and businesses, both creating conditions for students to practice and foster their professional skills directly and regularly, and also being an opportunity to select quality human resources. Organizations and individuals doing tourism business regularly have plans to foster and train to improve professional qualifications, skills, soft skills, spirit, work attitude and foreign language ability for workers.

Building and developing a system of tourism occupational standards towards regional and world criteria is one of the important solutions to standardize the workforce in the industry. The province's tourism vocational training and education institutions need to invest, upgrade, synchronize and modernize the system of facilities and equipment for teaching and practice. The training program needs to focus on increasing vocational internship modules. Strengthening coordination between schools and businesses, encouraging the mechanism of businesses ordering training facilities for human resources. Improving the qualifications and standardizing the teaching staff in tourism training institutions, combining with inviting experts and business managers to participate in teaching and sharing practical experiences with students. Promoting the application of science - technology and digital transformation in teaching; Equip tourism human resources with knowledge and skills in applying technology, especially skills in using tourism management software, online booking systems, digital marketing tools and new social media platforms. These are current tourism trends. If workers do not have knowledge and skills, they will fall behind, reducing the competitiveness of businesses.

Third, build policies to attract investment and develop human resources for marine tourism.

To create a long-term human resource for marine tourism, Quang Ninh province needs to develop a detailed plan for human resource needs for each type (resorts, marine sports, bay tours, coastal community tourism, etc.) in each period. Clearly identify priority positions and occupations that require specialized training. Issue policies to support specific vocational training, such as financial support (scholarships, preferential loans) for students studying marine tour guides, high-quality tourist crew members, marine operations management specialists, marine sports technicians, lifeguards, etc. Have policies (such as tax incentives, financial support) to encourage businesses to provide on-site training, foster and improve professional skills, soft skills, foreign languages, and knowledge of marine safety and environment for employees in the business. Select and train young people in the locality who have the qualities and passion for marine tourism to become introducers, promoters, and the core force for the tourism industry. Support and train tourism skills for communities in coastal and island areas so that they can participate in the tourism service supply chain, creating more local human resources.

Research preferential policies on taxes, administrative procedures, infrastructure... for investors, especially investment in human resource training for tourism. Call for investment in construction and upgrading of modern facilities and equipment for universities, colleges, intermediate schools, tourism vocational training centers in the province, especially training models closely linked to practice (hotel practice rooms, restaurants, cruise ship models, lifeguard training pools...), contributing to improving the capacity of human resource training for sea tourism in Quang Ninh province. Attract strategic investors to develop resorts, marinas, high-end sea tourism projects requiring highly specialized human resources, thereby creating demand and motivation to improve the quality of local labor. Encourage businesses to invest in building specialized sea vocational training centers (diving, water sports, cruise ship operations...) in tourist areas such as Bai Chay, Van Don, Co To. Invest in digital infrastructure and technology in tourism, encourage investment in tourism management technology platforms, mobile applications, tourist support information systems...

In addition to financial policies, it is necessary to focus on the working environment, promotion opportunities, and living environment to attract and retain good experts, experienced managers, and high-quality human resources from other localities or countries to work in Quang Ninh. Research on remuneration policies for employees in the industry, such as: Building a competitive salary and bonus framework, ensuring full welfare policies, complying with and implementing insurance regulations, and other policies such as accommodation, travel, periodic health check-ups, and reasonable leave. Publicizing and making transparent opportunities for development and promotion at work so that employees are motivated to strive and stick with the industry for a long time.

Fourth, regional and international cooperation and linkage in developing human resources for marine tourism.

Linking with domestic localities and countries around the world to build and develop human resources for marine tourism is both an urgent and long-term solution to help Quang Ninh meet the demand for high-quality human resources for marine tourism. This is both an opportunity to access new knowledge, advanced technology, international standards in tourism, and to expand opportunities for workers.

Quang Ninh is adjacent to Hai Phong city, a locality with a rapidly growing economy, a developed marine tourism industry and a system of quality educational and training facilities for the tourism industry. Quang Ninh is about 125km from Hanoi, the political - economic - cultural - social and educational - training center of the country. Therefore, Quang Ninh province needs to strengthen links with these localities to develop training programs, exchange lecturers and students, focusing on specific majors of marine tourism (hotel and restaurant management on cruise ships, specialized tour guides on islands, marine sports tourism management, safety at sea...). In addition, the province should strengthen expansion and cooperation with other localities with developed marine tourism to learn from experience in management, training and use of human resources. Actively participate in activities, training programs, and seminars on tourism human resources organized by the Vietnam Tourism Association and social and professional organizations, contributing to standardizing skills and expertise for marine tourism human resources.

Establishing relationships with prestigious tourism, hotel and travel training schools in Southeast Asia and the world is an important solution for Quang Ninh to have human resources that meet international standards, meeting the requirements of the high-end tourism segment. Therefore, the province needs to have policies to encourage and support educational and training institutions to build international training cooperation programs; invite international experts and lecturers to teach and train specialized skills and expertise according to international standards (service on tourist ships, diving safety, marina management, etc.). Participate in regional and international cooperation programs, such as MRA-TP (ASEAN Mutual Recognition Agreement on Tourism) to standardize skills and create conditions for Quang Ninh tourism workers to have the opportunity to work in ASEAN countries. Participate in technical assistance projects on tourism human resource development of international organizations, such as UNWTO (World Tourism Organization), ILO (International Labor Organization), and non-governmental organizations. Learn from the model of training human resources for marine tourism from countries with strengths such as Thailand, Malaysia, Spain, etc. Strengthen links and connections to develop tourism between Quang Ninh province and Guangxi province, China; through tourism development to enhance learning and exchange of experiences in developing human resources for marine tourism.

Promoting regional, national and international cooperation and linkages requires the initiative of Quang Ninh province, close coordination between departments, branches, training institutions and especially the active participation of the local community and businesses. This is an effective solution to develop Quang Ninh's marine tourism human resources to a new level, meeting the increasingly demanding requirements of international tourists, and enhancing the competitiveness of Quang Ninh tourism on the world tourism map.

With synchronous solutions, drastic and effective implementation, Quang Ninh will develop high-quality human resources to meet the increasing demands of the marine tourism industry, contributing to making tourism a spearhead economic sector of the province, realizing the goal by 2030, building Quang Ninh into a modern service and industrial province, developing a digital economy based on science - technology and high-quality human resources, an international tourism center, one of the growth poles of the North./.
