Solemn opening of the 16th Congress of Quang Ninh Provincial Party Committee, term 2025 - 2030

On the morning of September 26, the Quang Ninh Provincial Party Committee solemnly opened the 16th Provincial Party Congress for the 2025-2030 term.

The Congress has the theme "Under the glorious flag of the Party, join hands, unite, and determine to successfully implement the development goals by 2030, confidently, firmly, and strongly advance in the era of national growth, build Quang Ninh into a rich, civilized, modern, and happy city, soon becoming a centrally-run city".

This is a particularly important political event, continuing the heroic tradition of "Discipline and Unity", affirming the mettle, intelligence and aspiration to rise of Quang Ninh - a mining land with a rich revolutionary tradition, an international gateway, a particularly important strategic area, and the fence of the Fatherland.

The Congress was honored to receive congratulatory flower baskets from the Central Executive Committee of the Communist Party of Vietnam and flower baskets from Party and State leaders: Comrade To Lam, General Secretary of the Central Executive Committee of the Communist Party of Vietnam; Comrade Luong Cuong, Politburo member, President of the Socialist Republic of Vietnam; Comrade Pham Minh Chinh, Politburo member, Prime Minister of the Socialist Republic of Vietnam; Comrade Tran Thanh Man, Politburo member, Chairman of the National Assembly of the Socialist Republic of Vietnam.

Also attending were leaders of the Central Party Building Committees, central ministries, departments and branches, former leaders of Quang Ninh province through the periods, Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, Labor Heroes and 366 official delegates from 59 Party Committees under the province, representing the intelligence, will, belief and aspirations of more than 104,000 Party members in the entire Party Committee and more than 1.4 million people of all ethnic groups in Quang Ninh province.

Speaking at the opening of the Congress, Comrade Vu Dai Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, emphasized that, looking back at the term of the 15th Congress of the Provincial Party Committee, we are pleased to see that the entire Party Committee, government and people of all ethnic groups in the province have united, promoted the spirit of innovation and creativity, overcome difficulties and challenges, and achieved many important and comprehensive achievements in all fields. The country has entered a new period of development, a new era - the era of national growth, Quang Ninh is also facing many new opportunities and fortunes, but at the same time will have to face many difficulties and challenges. The Congress affirmed the revolutionary achievements that we have achieved in the past period of innovation, integration and development, under the wise leadership of the Party; at the same time, made important decisions to continue to have new, more comprehensive and solid steps of development.

This Congress is of great significance for the development of the province from now until 2030. With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", the 16th Provincial Party Congress has 4 very important tasks, which are: Summarizing and evaluating the situation and results of the implementation of the Resolution of the 15th Provincial Party Congress, setting out directions, goals, tasks and solutions for the 2025 - 2030 term; continuing to discuss and contribute opinions to the draft documents of the 14th National Congress of the Party; selecting comrades who are truly outstanding in terms of political qualities, intelligence, ethics, capacity, prestige, solidarity, creativity, determination and high responsibility to be elected to the Provincial Party Executive Committee for the 16th term, 2025 - 2030 term; Select and elect the Provincial Party Delegation to attend the 14th National Party Congress, ensuring standards, structure and quantity.

After the opening speech of the Congress, the Congress listened to Comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, present the draft Political Report of the Provincial Party Committee, term XV, to the Congress; Comrade Vu Quyet Tien, Deputy Secretary of the Provincial Party Committee, present the draft Report reviewing the leadership and direction of the Provincial Party Committee, term XV. In the opening session of the Congress on the morning of September 26, on behalf of the Politburo, Comrade Nguyen Xuan Thang will give an important speech to direct the Congress.

The 16th Congress of Quang Ninh Provincial Party Committee, term 2025 - 2030, will fully implement the contents in accordance with Directive No. 45-CT/TW, dated April 14, 2025 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party.

Previously, on the afternoon of September 25, the Congress held a preparatory meeting to elect the Presidium, the Secretariat, and the Delegate Qualifications Verification Committee, and at the same time approved the working program, regulations, and rules of the Congress; disseminated a number of contents on the Party's election regulations; reported on the synthesis of comments on the draft documents to be submitted to the 14th National Party Congress; discussed in groups the draft documents to be submitted to the 14th National Party Congress and documents to be submitted to the 16th Provincial Party Congress.

The preparations for the Congress were carried out in accordance with principles, regulations, Party Charter and instructions from superiors. The documents submitted to the Congress were carefully, cautiously, thoroughly, and receptively prepared, absorbing the maximum amount of enthusiastic and responsible contributions, deeply reflecting the intelligence, belief and aspiration for rapid and sustainable development of Quang Ninh province of agencies, units, collectives and individuals. The personnel work for the Congress was prepared seriously, scientifically, democratically, objectively, transparently, in accordance with the regulations of the Central Committee and closely following the requirements and tasks in the new situation, creating high consensus. The contents of the preparations for the Congress by the Provincial Party Executive Committee were highly appreciated by the Politburo. The 16th Provincial Party Congress, term 2025 - 2030, took place from September 25 - 27, 2025.
