With development space expanding from the mainland to the islands, natural area in the top 10 largest provinces and cities in the country, Quang Tri not only has a strategic position but also possesses great potential to make comprehensive breakthroughs in many fields.

Strong transformation in the period 2020-2025

According to the Political Report of the 1st Quang Tri Provincial Party Congress, in the period of 2020 - 2025, the Party Committee and People in the province have made great efforts, been proactive, creative, acted resolutely, gradually overcame difficulties, organized the implementation of the Resolution of the Provincial Party Congress, and achieved important achievements in the fields of politics, socio-economy, national defense, security and foreign affairs.

In particular, Party building work was placed in the "key" position, carried out synchronously, and achieved quite comprehensive results. The arrangement and streamlining of the organizational apparatus was implemented synchronously and effectively, with the reduction of 18 district-level administrative units and 186 commune-level units. The two-level government quickly stabilized, operating increasingly effectively, transparently, and professionally. The positive role of the Front and mass organizations continued to be affirmed, especially in difficult times, natural disasters, epidemics, etc.

The average growth rate of gross regional domestic product (GRDP) in the period 2021 - 2025 will reach 6.8%/year, of which 8% is expected in 2025. The economic structure will shift towards gradually increasing the proportion of industry, construction, and services, and reducing the proportion of agriculture . GRDP per capita in 2025 will reach 79.1 million VND, 1.6 times higher than in 2020. Potentials and advantages have been exploited and promoted well, especially tourism, services, energy, forest and marine economy.

The industrial sector, especially renewable energy and processing and manufacturing, is gradually becoming a new growth driver. The average growth rate of industrial value added is 10.2% per year. Industrial parks, economic zones, and industrial clusters are receiving strong investment, creating a favorable environment for business development.

Tourism has flourished and gradually become the province's spearhead economic sector. Tourism infrastructure has been invested synchronously; many large-scale tourism products, areas and destinations have been put into operation, gradually enhancing the position of Quang Tri on the Vietnamese tourism map.

Agricultural production has gradually shifted to agricultural economy, sustainable development, ecology, green, circular and high-tech application, associated with improving quality and efficiency. The locality has promoted its strengths in selling forest carbon credits; forest coverage has reached about 61.5%. The work of combating IUU fishing has been promoted, developing fisheries in a sustainable direction. The rural appearance has improved and there have been many innovations.

Over the past 5 years, Quang Tri has mobilized nearly 290,000 billion VND in development investment capital, an increase of 1.8 times compared to the previous period. Many key transport infrastructure projects, connecting regions, have been started, including the North-South expressway section passing through the province, opening up new development space.

Culture, education, training, science, technology, health, employment, and sustainable poverty reduction have had many strong changes, and people's lives have been improved. The program to eliminate temporary and dilapidated houses and support housing has been directed and implemented resolutely; 100% of the 2025 plan has been completed. Foreign affairs activities have been actively implemented. Politics and society are stable; national defense - security, order and social safety are ensured.

4 strategic pillars: Energy - Logistics - Tourism - Green Agriculture

After merging with Quang Binh, Quang Tri is facing new opportunities and fortunes when the development space is expanded from the mainland to the sea and islands, the natural area is among the 10 largest provinces and cities in the country; has an important position in terms of national defense and security; is a bridge between the two regions of the country, between Vietnam and some provinces of Laos, ... allowing the release of resources, releasing potential for breakthroughs in the coming years.

The political report of the 1st Quang Tri Provincial Congress identified the goals for the 2025-2030 period: Building a clean and strong Party organization and political system; improving the leadership capacity and fighting strength of the Party organization. Resolutely implementing breakthroughs, innovation, digital transformation, science and technology development, rationally exploiting potentials and advantages for socio-economic development; ensuring green growth. Developing synchronous and modern infrastructure, effectively promoting new development space; exploiting the potentials and advantages of the East-West economic corridor for economic and trade development. Focusing on developing human resources and cultural and historical values; comprehensively improving people's lives. Ensuring national defense, security, order and social safety; improving the effectiveness of foreign affairs activities. Building Quang Tri into a new growth pole in the Central region. By 2045, Quang Tri strives to become a fairly developed province, a unique energy, logistics and tourism center of the country.

Quang Tri will focus on developing its economy and society in a green, sustainable, comprehensive, and integrated direction with four development pillars of "Energy - Logistics - Tourism - Green Agriculture".

Economically, Quang Tri strives for a growth rate of 9-10% per year in the gross regional domestic product (GRDP). In the 2026-2030 period, budget revenue will reach 75-80 trillion VND; investment capital in the area will reach 500-520 trillion VND. By 2030, the gross regional domestic product (GRDP) at current prices will reach 227-238 trillion VND; GRDP per capita will reach 137-145 million VND.

5 key tasks in the coming term

To achieve the above goal, Quang Tri province has identified focusing on 5 key tasks in the coming term.

Accordingly, Quang Tri province will focus on building a clean and strong Party organization and political system in all aspects; improving the leadership capacity and fighting strength of the Party organization, the effectiveness and efficiency of government management, and the quality of the Front's operations. Strengthening inspection, supervision, prevention and combat of corruption, waste and negativity. Operating the apparatus and two-level government effectively, efficiently and effectively. Strongly innovating personnel work, building a contingent of cadres at all levels, especially grassroots cadres with sufficient qualities, capacity and prestige, to meet the development requirements in the new period.

Promoting the development of synchronous and modern strategic infrastructure.

Make breakthroughs in science, technology, innovation and digital transformation; build an Innovation Center, a place where scientists and experts gather to build and implement strategies, planning and development plans. Build and effectively operate synchronous digital infrastructure and big data platforms; develop digital government, digital economy and digital society; promote the application of digital technology in education, healthcare, urban management and agricultural production...

Continue to develop tourism to truly become a spearhead economic sector; promote the value of world natural heritage, tangible and intangible cultural heritage; develop cultural industry and cultural tourism. Improve the quality of comprehensive education; develop a modern, equitable and effective healthcare network. Implement well social security policies, repay gratitude, reduce poverty and create sustainable jobs.

Strengthen national defense and security, maintain political stability and social order and safety. Build a strong, disciplined, elite, and modern armed force. Proactively and effectively combat all types of crime, especially high-tech crime, drug crime, and transnational crime. Strengthen international cooperation on defense and security; ensure national security, economic security, cyber security, and human security.
