A good doctor is like a mother - a noble quality of a physician

- The development of the medical industry today is the inheritance and promotion of the talent and dedication of previous generations of famous doctors. The names and medical ethics of those famous doctors will forever be famous in the history of the country's medical industry. During the Ho Chi Minh era, the Vietnamese medical industry has grown steadily, achieved many successes with many exemplary doctors in terms of medical ethics and talent, making an important contribution to the work of caring for and protecting people's health; creating a position for Vietnamese medicine at an international level.

Engrave Uncle Ho's teachings

Throughout his life of revolutionary activities, President Ho Chi Minh devoted all his love and special attention to the people. He advised: “The Party and Government’s policies must take utmost care of the people’s lives. If the people are hungry, the Party and Government are at fault; if the people are cold, the Party and Government are at fault; if the people are sick, the Party and Government are at fault.” Regarding the work of protecting and taking care of people’s health, he placed the motto “disease prevention is the main thing.” Uncle Ho advised: “… We must teach people common sense hygiene.” He said: “Every weak person makes the whole country weak, every healthy person contributes to making the whole country healthy,” “… Health is needed for success in everything.” Uncle Ho always highly appreciated the role and mission of the health sector in the cause of taking care of people’s health and in the entire revolutionary cause.

70 years ago, on February 27, 1955, on the occasion of the Conference of Medical Staff held in Hanoi, President Ho Chi Minh sent a letter to the Conference, a letter with profound, scientific and strategic contents, which has become an invaluable asset of our country's health sector. With this policy, on February 6, 1985, the Council of Ministers (now the Government) issued Decision 39/HDBT to take February 27 every year as "Vietnam Doctors' Day", and since then, February 27 has become the traditional day of the health sector.

In the letter, he stated: “The government entrusts you with the task of curing illnesses and maintaining the health of our people. This is a very glorious task.” He said: “Socialism is to make sure that people have enough to eat and wear, are increasingly happy, that everyone can study, that they have medicine when they are sick, that they can rest when they are old and cannot work, and that bad customs and practices are gradually eliminated.” The health sector needs to identify its special position and importance in the country’s sustainable development process, in order to make appropriate and satisfactory steps and contributions. During his lifetime, despite being busy with a thousand and one things, Uncle Ho worked with leaders of the health sector many times, caring for, encouraging, and visiting the medical team, affirming the importance of the task of taking care of people’s health.

In addition, he also cared about improving the country's medical level, serving the people's health better and better. Uncle Ho required the efforts and contributions of the entire health sector. He emphasized the issue of solidarity: "Solidarity between old and new cadres, solidarity between all people in the health sector, from ministers, deputy ministers, doctors, pharmacists to the assistants. Because although the work and position are different, everyone is a necessary part of the health sector, in serving the people".

The core point in President Ho Chi Minh's medical ethics is that a physician must be like a kind mother. In the advice "A good physician must be like a kind mother", Uncle used the word "must" with the desire to emphasize that a physician must also be a kind mother, must possess all the good qualities such as love, gentleness, devotion, thoughtfulness, diligence, endurance, and willingness to sacrifice to fulfill the duty of saving people. This is the basis for forming the necessary qualities of a physician, helping to avoid phenomena of selfishness, negativity, arrogance, coldness when dealing with patients, and irresponsibility in work...

Under the light of Ho Chi Minh's thought, medical ethics is raised to a new level, reflecting a profound humanistic philosophy. In addition to responsibility and duty, a physician also carries with him noble and sacred feelings. He laid the foundation for a new medical ethics, revolutionary medical ethics. His thoughts will forever be the ideological foundation and the guiding principle for all activities of the country's health sector.

70 years of glorious and proud journey

Imbued with Uncle Ho's teachings, generations of medical staff in our country in general, and medical staff in An Giang province in particular, have always maintained medical ethics, improved medical skills, worked day and night, made silent sacrifices, and strived to overcome all difficulties and hardships to serve the Fatherland and the People. Generations of cadres are ready to go anywhere the Fatherland and the People expect; the silent sacrifices are immeasurable, many doctors have set a shining example in both expertise and ethics, wholeheartedly serving the revolution and the People.

After the complete liberation of the South and the reunification of the country on April 30, 1975, the An Giang Health sector took over the medical facilities of the old government with only 500 provincial hospital beds and 120 district hospital beds. Most of the medical facilities were degraded, there was a shortage of doctors, medicine, and medical equipment, there was no grassroots medical network, and primary health care was completely neglected. Meanwhile, the health of the people was limited, many diseases such as: plague, cholera, malaria, typhoid, dengue fever, polio, diphtheria... developed complicatedly.

Faced with the above situation, with the attention and direction of the Party Committees and authorities at all levels, the An Giang Health sector immediately began to solve basic health problems, take care of people's health, consolidate and perfect the health network organization from the province to the commune level. Thereby, people's health indicators are increasingly improved, the average life expectancy is nearly 74 years old in 2024. In 2024, the number of doctors/10,000 people will reach 10.68 doctors (1976: 0.27), the number of hospital beds/10,000 people will reach 28 beds (2006: 12.17). The mortality rate of children under 1 year old will decrease from 42/1,000 (1990) to 3.2/1,000 live births (2024); The under-5 mortality rate decreased from 78.2/1,000 (in 1990) to 4.4/1,000 live births (in 2024); the underweight malnutrition rate in under-5 children decreased by an average of 2% per year (in 1994: 49.4%, in 2024: 9.4%); the maternal mortality ratio decreased significantly from 129/100,000 (in 1996) to less than 30/100,000 live births.

An Giang Health Sector has also proactively carried out preventive medicine work well, controlled local epidemics well, forecasted early, and prevented new epidemics from arising. The plague was eliminated in 1979, malaria has been pushed back for over 25 years, cholera and typhoid have been well controlled, and the number of cases and deaths due to dengue fever, diarrhea, dysentery, etc. Thanks to the good implementation of the expanded immunization program, polio has been eliminated, neonatal tetanus has been eliminated since 2000, diphtheria and whooping cough have been controlled, and the number of cases of measles and tuberculosis have been significantly reduced. The sector has also well implemented the target program on Health - Population, and well managed and treated social diseases: By 2019, the provincial and district standards for eliminating leprosy have been met, and intervention programs to reduce the impact of HIV/AIDS have been well implemented.

The medical examination and treatment network is increasingly developing in all aspects. From 2 provincial hospitals and 2 district hospitals (in 1976), up to now there are 6 provincial hospitals, 1 district hospital, 11 multifunctional district medical centers, 4 regional polyclinics and 155 commune, ward and town health stations. Improving the quality of technical expertise, such as: Cerebrovascular intervention, cardiovascular intervention, open heart surgery, pelvic organ prolapse graft surgery in obstetrics and gynecology, neonatal resuscitation. Developing the emergency and stroke treatment network, including 4 hospitals certified by the World Stroke Association (including 1 Diamond, 1 Gold, 2 Platinum). The whole province has 56 doctors, 373 traditional medicine practitioners; 165 specialized clinics and traditional medicine diagnosis and treatment rooms; 153 departments and traditional medicine teams. An Giang is the first and only province to put into operation the Provincial Traditional Medicine and Rehabilitation General Hospital.

In particular, in the recent fight against the COVID-19 pandemic, the contributions of medical staff are immeasurable. In this silent but extremely dangerous war, the white-shirted soldiers bravely work day and night on the front lines against the epidemic, facing the danger of their lives and health, silently devoting themselves, contributing, sacrificing their feelings and personal interests to bring a peaceful and happy life to the people. That is the most typical and eloquent proof of the medical ethics of the medical staff of the province, contributing to the good implementation of the motto "A good doctor must be like a compassionate mother" as instructed by President Ho Chi Minh.

Proud and promoting the tradition of 70 years of construction and development, in the coming time, to meet the requirements and tasks set out in the work of protecting and taking care of people's health, the health sector will strengthen the deployment and thoroughly implement Plan 48-KH/TU, dated April 27, 2018 of the Provincial Party Committee to implement Resolution 20-NQ/TW, dated October 25, 2017 of the Central Party Committee (term XII) "On strengthening the work of protecting, caring for and improving people's health in the new situation"; Plan 49-KH/TU, dated April 27, 2018 of the Provincial Party Committee to implement Resolution 21-NQ/TW, dated October 25, 2017 of the Central Party Committee (term XII) "On population work in the new situation".

Strengthening education on revolutionary medical ethics according to Ho Chi Minh's thought. Focusing on propaganda, education, and building a team of An Giang doctors loyal to the Fatherland, the Party, and the People; proactively overcoming difficulties to successfully complete all tasks. Ready to use all professional capacity and sense of responsibility to examine, treat, and care for patients; devoted to the cause of caring for and protecting people's health; behaving in a civilized manner with patients and colleagues.

Continue to build a team of doctors who are both "red and professional", good at medical skills and theories, and pure in medical ethics. Accordingly, focus on building a team of medical staff, doctors, and nurses with good professional skills, access to modern medical achievements; at the same time, they are people who love and care for patients like their own brothers and sisters; wholeheartedly and wholeheartedly serve the people, considering this the endogenous strength of revolutionary medicine and revolutionary doctors.

Every physician needs to fully and deeply understand the great meaning and value of the medical sector for themselves and society; continue to strive to study and follow the ideology, morality, and style of Ho Chi Minh and the pure and exemplary moral example of President Ton Duc Thang; uphold compassion, constantly improve professional qualifications, and sense of responsibility towards patients; build a truly humane, clean, and healthy medical ethical environment, along with the fight against negative manifestations of medical ethics and violations of principles and ethics in the medical sector.

Vietnamese Doctors' Day is not only a day to honor the medical profession, but also an occasion for us to express our respect, honor and gratitude to Vietnamese doctors, doctors who have been and are working hard to serve in An Giang, our homeland. This is also a day for doctors and those working in the health sector to remind themselves to enhance their sense of responsibility, to serve wholeheartedly, to love and care for the sick, to see the pain of the patient as their own pain as Uncle Ho taught "A good doctor must be like a mother"; at the same time, engrave the 10 oaths of Hippocrates and the 12 regulations on medical ethics in our country's health sector. Strive harder, overcome all difficulties and challenges, continue to build the An Giang Health sector stronger and stronger, meet the requirements of protecting, caring for and improving people's health, worthy of the glorious, pure and humane tradition of the soldiers wearing white blouses on the front line of treating and saving people.
