The SPS Vietnam office has recently sent a document to relevant units informing them of draft changes to regulations for agricultural products exported to certain markets.


The United States mandates the discontinuation of the use of products containing chlorpyrifos.

The Vietnam National Notification and Inquiry Point on Sanitary and Phytosanitary Measures (SPS Vietnam Office) compiled draft and effective notifications on food safety and phytosanitary measures (SPS) from November 21 to December 20, 2024, from World Trade Organization Member States, totaling 128 notifications, including 98 draft notifications for comments and 30 effective notifications.

Among these, several announcements are worth noting. Specifically, regarding the US market, there are announcements regarding regulations to cease the use of products containing chlorpyrifos; proposals to remove the maximum residue limit (MRL) for chlorpyrifos in certain products; recommendations to amend regulations on food additives; and regulations on tolerance for the pesticide Cyazofamid.

For the EU market, the announcement of Regulation (EU) 2019/627 concerning measures for the implementation of official controls on products of animal origin used as food; changes to the maximum residue levels for chlorpropham, fuberidazole, ipconazole, methoxyfenozide, S-metolachlor and triflusulfuron, dimoxystrobin, ethephon and propamocarb in or on certain products; and proposed changes to the MRL levels for certain agricultural chemicals in food.

The Taiwanese market (China) has proposed draft standards on pesticide residue limits in food; draft amendments to standards on specifications, scope, application, and residue levels of food additives; and proposed changes to the MRL (Maximum Residue Limit) for certain agricultural chemicals in food.

The Indonesian market has issued a notice regarding the authority to guide and control the issuance of quality and safety assurance certificates for seafood products in Indonesia; a draft regulation of the Indonesian Food and Drug Administration concerning food packaging; and a draft regulation of the Indonesian National Food Authority on maximum pesticide residue limits in food.

The UK market amends regulations on official controls.

The Brazilian market has proposed draft lists of active ingredients in pesticides, household cleaning products, and wood preservatives; draft resolutions establishing technical specifications, maximum limits, and conditions for use of food additives and food-related technologies; draft regulations establishing import phytosanitary requirements for South African orchids ( Freesia spp); draft resolution on "List of selected pesticides for analysis in herbal medicine"; and (establishing phytosanitary requirements for the import of okra seeds ( Abelmoschus esculentus ).

The Australia-New Zealand market has proposed amendments to Annex 20 of the Australia-New Zealand Food Standards Code; amendments to the Import Health Standards for the preservation of plant products for human consumption; maximum residue levels for agricultural compounds; proposed measures for the management of Xylella fastidiosa on crops; and Import Health Standards for seeds for planting.

The South Korean market has announced the proposed specifications for acrylamide in food.

The UK market has announced amendments to the 2022 regulations on official controls (plant health, inspection frequency) and legal amendments to ensure effective control of animals and animal products at the border; amendments to Regulation (EU) 2019/2072 on pests, viruses, and certain import requirements to include all coniferous species; announcements regarding the licensing of 25 feed additives and 1 feed additive for specific nutritional purposes; changes to the maximum residue limits (MRLs) for propamocarb, fenazaquin, sulfoxaflora, and isoflucypram.

The Japanese market has announced revisions to the Decree on Standards for Animal Feed and Feed Additives.

The SPS Vietnam Office requests that relevant units research and inform organizations and individuals with export products related to the aforementioned items and markets so that appropriate adjustments can be made.

In 2024, total exports of agricultural, forestry, and aquatic products are estimated to reach a record high of US$62.4 billion, an increase of 18.5% compared to 2023; the trade surplus continues to reach a new record high of US$18.6 billion, an increase of 53.1%.
