Hanoi Social Insurance Agency stated that in the past, the agency has issued numerous documents to rectify the payment, management, and review of social insurance benefit records. However, some shortcomings and limitations remain unaddressed, particularly the problem of delayed reporting of reduced beneficiaries, leading to the recovery of monthly social insurance benefits (even in cases where the deceased still receive their pension).
According to Hanoi Social Insurance, the main reason for this situation is the lack of close coordination and proactive inspection between post offices and social insurance agencies in some districts/counties.
Based on the above situation, the Hanoi Social Insurance Agency has recently issued a document to its departments and the Social Insurance agencies of districts/towns/cities in the area regarding strengthening the management of beneficiaries to ensure strict, accurate, and correct benefit management, with the right beneficiaries, the right benefit levels, and in accordance with the law.
Hanoi Social Insurance requires relevant units to conduct direct inspections of the monthly pension and social insurance benefit payment process at payment points and beneficiary management to promptly detect and address any shortcomings and limitations.
Social insurance offices in districts/counties are also required to coordinate with the post office to periodically verify cases of elderly beneficiaries (80 years and older), and the list of beneficiaries on the management software.
In cases where pensioners or recipients of monthly social insurance benefits are delayed in receiving their payments for six months or more, coordination with the commune/ward People's Committee and the post office is necessary to verify the beneficiary's status. If the beneficiary has passed away, a reduction in benefits must be reported, and any improperly received funds must be recovered. If the beneficiary cannot be contacted, specific measures must be taken to contact the beneficiary or their relatives to verify and update their information.
In cases where beneficiaries authorize someone else to collect benefits on their behalf, relevant units need to monitor the contact information of the authorizing person, the reason for authorization, and their health status. Periodically, on a quarterly basis, either directly or in coordination with relevant agencies, they should verify the information of beneficiaries who authorize others to receive benefits due to old age, illness, serious disease, or for extended periods.
Social insurance offices in districts/counties throughout Hanoi are also required to continue verifying information on pensioners and recipients of monthly social insurance benefits against the national population database.
