Establishing growing area codes (MSVT) and packaging facility codes not only meets the requirements of ensuring compliance with regulations on plant quarantine and food safety of importing countries, but also contributes to changing farming practices, raising farmers' awareness of production in a more responsible direction... According to the agricultural sector, the establishment and granting of MSVT and packaging facilities have achieved many positive results, contributing to enhancing the reputation of agricultural products in the market; guiding farmers to practice more professional production, according to market standards and tastes. Up to now, the whole province has 535 MSVT, with over 19,770 hectares, including: 441 export MSVT with nearly 14,500 hectares and 94 domestic MSVT with over 4,700 hectares and 24 export packaging facilities.
Of which, there are 171 export coconut MSVTs, with over 11,500 hectares, the main export market is China, a few are exported to the US, Europe, Japan, EU markets. At the same time, there are 19 domestic coconut growing area codes, with a total area of over 1,400 hectares.

Annually, the output is nearly 50,000 tons, which is the main source of income for the people of the island communes, contributing significantly to the total value of the district's agricultural sector. In recent times, the locality has guided and promoted farmers to raise their sense of responsibility in using and maintaining MSVT.
In addition, the commune built a raw material area for growing organic fruit trees, ensuring food hygiene and safety, VietGAP/GlobalGAP with 81.3 hectares, built MSVT on rambutan and longan trees; Binh Hoa Phuoc rambutan has geographical indications, a production brand according to a production-consumption chain applying high technology.
Mr. Tran Vinh Phu - Chairman of the Board of Directors and Director of Tan An Luong Organic Coconut Cooperative also said: In recent years, the professional sector, locality, and cooperative have increased propaganda, mobilization, and support for farmers to expand the area of organic coconut, combined with building MSVT to improve the quality of coconuts, meeting the needs of domestic and export markets.
The establishment of MSVT and the development of organic coconut material areas not only contribute to changing the production methods of the people, bringing stable income but also contribute to promoting local economic development. After being granted MSVT, the value of the products is increased, the selling price is also higher than before. More importantly, with clear origin, many businesses and agents also contact the cooperative to place orders and expand links.
Serving for export and domestic consumption
According to the Department of Agriculture and Environment, departments, branches and localities actively promote and mobilize the establishment of cooperatives and cooperative groups to act as focal points linking farmers with export enterprises, implementing linkages along the agricultural value chain to build raw material areas that meet the requirements and regulations of import markets.
In addition, producers are increasingly interested in MSVT; voluntarily register to participate in growing areas; comply with the requirements of importing countries. Enterprises actively coordinate and link to build raw material areas; invest in equipment and facilities for packaging facilities to meet the requirements of export markets.
In Quoi Thien commune, Ms. Dinh Thi Hong Chau - Head of the Commune Economic Department said: To maintain and develop sustainable agricultural production models, the commune continues to manage the granted MSVT well and continues to guide the procedures for preparing MSVT issuance dossiers for export and domestic consumption.
However, the supervision of growing areas and packaging facilities after being granted codes in some localities still has many limitations, not ensuring full maintenance of technical requirements according to regulations of the importing country; there are still cases of impersonation of codes and violations of regulations on plant quarantine.
The area granted MSVT for crops and brackish water shrimp farming areas is still quite low compared to the production area of the province. In addition, some households are not really interested in and aware of the importance of carrying out the registration procedure for identification codes.
Promoting the effectiveness of growing area codes
To continue to build and promote the effectiveness of MSVT, according to the Department of Agriculture and Environment, in the coming time, the agricultural sector will continue to build raw material areas in the direction of ensuring safe food production to move towards being certified for production according to VietGAP, GlobalGAP standards...
Strengthening the management of growing areas, building MSVT, packaging facility codes associated with geographical indications, traceability to expand agricultural markets and serve exports. Strengthening the application of science and technology, developing high-tech agriculture, encouraging the development of clean agriculture, green agriculture, organic agriculture, ecological agriculture, and circular agriculture.
The functional sector also recommends that MSVT owners and packaging facilities must ensure food safety and hygiene during the production and packaging process (residues of pesticides, heavy metals, etc.); control plant quarantine objects to meet current requirements and regulations of the export market and implement traceability as a mandatory condition in granting and maintaining MSVT and packaging facilities according to the requirements of the importing country.

At the same time, it is necessary to strictly control the subjects of plant quarantine, the growing areas, and the packaging facilities must fully implement technical measures to ensure the elimination of all harmful organisms on agricultural products before export. Strictly control food safety indicators, check pesticide residues, heavy metals, and trace the origin according to the requirements of the importing country and pay attention to the use of fertilizers and pesticides to ensure the quarantine period according to regulations.
In addition, growing areas must take proactive measures to protect their codes, promptly notify the management agency when there is a change in information related to a growing area or when violations related to the use of MSVT are detected so that timely measures can be taken.
