(Chinhphu.vn) - Never before has a social security program carried such a profound political and social spirit, like the nationwide program to eliminate makeshift and dilapidated houses that is about to be completed.

In nearly 40 years of renovation, Vietnam has created many miracles. However, in the midst of a brighter socio -economic picture, nearly 274,000 poor and near-poor households and policy families still have to live in temporary, dilapidated houses, according to statistics from the Ministry of Labor, War Invalids and Social Affairs in early 2024.

A roof is not just a place to shelter from the rain and sun. It is a space where human dignity is born, where faith is nurtured, and hope is nurtured.

ELIMINATING LEAK HOUSES – POLITICAL THINKING AND CONSCIENCE OF A STATE FOR THE PEOPLE

From a political perspective, eliminating temporary and dilapidated houses is a program that is both symbolic and action-oriented. It is the most concrete embodiment of the idea of "leaving no one behind", and is the concretization of the spirit of "inclusive development" that the Party and State steadfastly pursue.

The policy of eliminating temporary and dilapidated houses not only creates safe housing, but also restores faith in social justice.

In a recent national meeting, the Prime Minister determined a specific timeline for the entire country to complete the temporary housing elimination program:

Before July 27, 2025: Complete housing support for all families of war invalids, martyrs and meritorious people.

Before August 31, 2025: Complete 100% of the remaining temporary and dilapidated houses nationwide, in time for the 80th anniversary of National Day.

This is the first time a specific, nationally-recognized time frame has been set for a social security policy. It is noteworthy that the original target was 2030, but now it has been shortened by 5 years, demonstrating a high determination and the spirit of "doing what needs to be done immediately, without delaying another day".

As of early July 2025, the whole country had built 264,522 new houses (reaching 95.3%).

On average, each locality needs to complete 26 houses/day to reach the finish line on time. 19/34 key provinces have completed the plan ahead of schedule, demonstrating a very responsible and effective participation.

The program does not stop at budget resources. The total amount of money mobilized has exceeded 17,800 billion VND, including the central, local and socialized budgets. More than 113,000 people have directly participated in the construction, contributing over 1 million working days, from soldiers, police to union members, workers and local people.

THE ROLE OF THE HEAD OF GOVERNMENT: PERSISTENT AND DETERMINED

Without making loud declarations, but steadfast in every action, the Prime Minister has personally visited many remote areas where a decent house is still a luxury dream. In Government meetings and working with each locality, he emphasized that this is an order from the heart, a measure of responsibility and morality in national governance.

It is commendable that the Prime Minister did not stop at directing, but directly redesigned the implementation method, mobilized police and military forces, regulated socialized resources, and especially required localities to save 5% of regular expenditures for the program.

The above efforts are not to receive praise, but to receive real roofs for the poor. And from there, to receive the people's lasting trust in the Party and the State.

NEW ROOF – SYMBOL OF NEW FAITH

A martyr's mother in Nghe An said at the handover ceremony of the new house:

"I've lived most of my life, but this is the first time I have a decent home. It's not a dream anymore."

A Mong girl in Ha Giang, when entering her newly built house, burst into tears because she had a "private room" to study, something that seemed so far away.

Each house built is a life rebuilt. But more importantly, it is a link welded in the relationship between the State and the people – a relationship that is being restored through concrete actions and sincere feelings.

FULL FAITH IN ONE ROOF – A MISSION OF THE WHOLE NATION

Eliminating temporary and dilapidated houses is no longer a simple policy but a campaign, an act of healing, a call to action for all people.

This is not the Government’s job alone. This is the mission of the whole society: every business, every organization, every citizen – whoever has a contribution, whoever has money, whoever has a heart, whoever has something, contributes. No contribution is small, if it comes from the heart.

And then on September 2, 2025, when the whole nation celebrates 80 years of independence, we will not only see the national flag flying, but also see hundreds of thousands of new, spacious houses across the country. These are houses of the people, built with faith, consensus and the aspiration to leave no one behind.
