(Chinhphu.vn) – After one year of implementing the two-tiered local government model, Ca Mau province has recorded many positive changes in streamlining the apparatus, reforming administration, and improving the quality of service to people and businesses. The rate of timely processing of applications reached 99.6%, and the satisfaction level of people and businesses reached 97.15%, showing the clear effectiveness of decentralization, delegation of power, and innovation in governance methods.

The system quickly stabilized after the reorganization.

On the afternoon of May 27th, the Ca Mau Provincial Party Committee held a conference to review the first year of implementing the restructuring and streamlining of the local government apparatus and operation at two levels.

According to the assessment of Ca Mau province, after one year of implementing the two-tiered local government model in accordance with the central government's policy, the province's organizational structure has basically become stable and smooth in most agencies, units, and localities; functions and tasks are implemented synchronously according to regulations.

The leadership and guidance of Party committees and governments at all levels have been implemented decisively, closely adhering to practical requirements and the political tasks of the locality. The reorganization of the administrative apparatus has contributed to reducing intermediate layers and gradually enhancing the proactiveness and responsibility of leaders in management and administration.

Following the reorganization, most agencies and units quickly stabilized their organizational structure, gradually improving personnel, adjusting working regulations, and assigning tasks in accordance with the new model. The administrative apparatus operates in a streamlined manner, reducing overlapping functions and responsibilities, and facilitating the handling of affairs for citizens and businesses.

One of the outstanding results is the creation of high consensus among officials, Party members, and the people thanks to effective propaganda work and timely implementation of support policies. To date, the province has disbursed over 28 billion VND in support to 1,144 officials, civil servants, and public employees who were reassigned due to the provincial merger; while maintaining the living and travel allowance for redundant or transferred personnel at the commune level.

Administrative reforms serve the people better.

The implementation of the two-tiered local government model has brought about positive changes in administrative reform and service delivery to citizens and businesses. Administrative procedures have been gradually streamlined, processing times have been shortened, intermediaries have been reduced, and implementation costs for organizations and individuals have been lowered.

The application of information technology and digital transformation in management, administration, document processing, and administrative procedures has been intensified, contributing to increased transparency, openness, and efficiency in serving the people.

The effectiveness of governance and administration at all levels of government has been gradually improved; the role and responsibility of collective leadership and heads of agencies have been more clearly demonstrated. Coordination among agencies within the political system has become increasingly close, contributing to improved quality of advice, work handling, and resolution of issues arising from the grassroots level.

The new organizational model not only brings about changes in administrative reform but also contributes to improving the efficiency of state management and promoting socio -economic development of the locality. The direction and management of production development, investment attraction, disbursement of public investment capital, infrastructure development, and improvement of the business investment environment are implemented more synchronously.

National target programs, social security policies, poverty reduction, job creation, and improving people's lives continue to be implemented effectively. The fields of education, health, culture, and social affairs continue to receive investment; the quality of public service delivery is gradually improving.

Promote decentralization and improve the quality of the workforce.

Besides the achievements, the conference also frankly acknowledged some difficulties during the transition period, such as significantly increased workload for commune-level officials and civil servants; uneven personnel quality in some areas; and limited capacity to master technology and ensure information security.

Furthermore, digital infrastructure, connectivity, and data sharing between agencies and units are sometimes not synchronized; the process of arranging public assets and handling surplus offices after mergers is still slow. Some communes still have to use 2-3 old offices in a scattered manner, causing difficulties in leadership and management.

Speaking at the conference, Ca Mau Provincial Party Secretary Nguyen Ho Hai requested that units and localities continue to effectively implement personnel work; promote streamlining and improve the quality of the workforce according to job positions suitable for the two-tiered local government model.

The Secretary of the Ca Mau Provincial Party Committee emphasized the need to focus on in-depth training in science and technology, digital transformation, and artificial intelligence; and to have appropriate incentive policies to attract talent to the public sector.

Mr. Nguyen Ho Hai also requested continued efforts to promote decentralization and delegation of power, coupled with strict supervision; promptly commending effective models and severely punishing instances of shirking responsibility and violations.

At the same time, the province will implement a comprehensive set of solutions to achieve double-digit economic growth in the 2026-2030 period, driving rapid and sustainable development in Ca Mau based on the marine economy, clean energy, and high-tech agriculture.
