Thien Loc Commune Front: Untangling the "bottleneck" through consensus.

During project implementation, land clearance is always identified as a challenging stage. Working alongside local Party committees and authorities, the Front Committee officials of Thien Loc commune (Hanoi) have played a crucial role as a "bridge," demonstrating flexibility in mobilization and dialogue to help resolve bottlenecks in land clearance.

To implement the G19 project, Doai village had to reclaim approximately 20 hectares of agricultural land from more than 400 households. This land provided a stable source of income for many families, so when the land reclamation notice was issued, many residents were worried and anxious.

In this context, the village's Front Committee officials played a pivotal role in propaganda and mobilization. Not only did they disseminate policies and guidelines, but the Front Committee, along with other village and commune committees, departments, and organizations, listened to the concerns and aspirations of each household to work with the government in resolving difficulties.

Ms. Le Thi Loan, Head of the Front Committee of Doai village, shared: “Initially, some households were not in agreement because they were worried about losing their livelihoods. We had to visit their homes many times, analyze the long-term benefits of the project, and clearly explain the support and compensation scheme. Thanks to that, the people understood and agreed, and Doai village has completed phase 1 of land clearance with 100% of households agreeing.”

In Dong village, projects such as G19, X7, X10, and pond embankment construction are being implemented with a large volume of land clearance. To create consensus among the people, the Party branch and the Village Front Committee have established mobilization teams, assigning each cadre and Party member to review each household with land to be acquired, participating in building data to serve the compensation process, ensuring accuracy and fairness. Influential individuals in the community have also been mobilized to participate, creating a ripple effect among the people.

According to Nguyen Xuan Nam, head of the Fatherland Front Committee of Dong village: “The important thing in the mobilization effort is to be open, transparent, and ensure the legitimate rights of the people. Many households, after being informed, proactively handed over their land on schedule. Some even encouraged relatives and neighbors to participate so that the project could be implemented soon.”

Hau Duong village has had to carry out land clearance for many projects, especially the X2 project which requires the acquisition of nearly 20 hectares, but the spirit of "Party members lead the way, the villagers follow" continues to be effectively promoted in land clearance work.

Phan Van Thuc, head of the Fatherland Front Committee in Hau Duong village, shared: “To mobilize the people, cadres and Party members must set an example first. My family was the first to comply and hand over the land subject to reclamation right from the beginning. When people see the cadres voluntarily complying, they also gain more trust and consensus.”

In Dai Do village, 105 households and individuals have illegally constructed buildings on agricultural land in the following areas: Khu 5 Tan, Khu Ai, Dong Tren 1, and Dong Tren 2. Following the Party Committee and People's Committee's policy on handling land and construction violations in the area, the Dai Do village Front Committee, the Party Branch Committee, village leaders, and the commune's Economic Department coordinated to raise awareness and encourage the violating households to voluntarily dismantle their structures.

With a sense of responsibility and urgency, during the recent April 30th and May 1st holidays, 61 households and individuals voluntarily dismantled illegal structures such as houses, warehouses, workshops, rental rooms, and livestock pens, covering a total area of ​​approximately 9,263 square meters .

Contributing to expanding the development space.

According to statistics from Thien Loc commune, in 2026 the locality will implement 215 construction investment projects, of which 51 projects require land clearance with a total area of ​​approximately 259.27 hectares, affecting 7,565 households.

Since the beginning of the year, Thien Loc commune has basically completed land clearance for 8 key projects, including the project to renovate and upgrade the left bank dike of the Red River and the Thuong Cat bridge project. The Thuong Cat bridge project and the roads at both ends of the bridge alone require land clearance of over 17 hectares, affecting 369 households and 38 graves. To date, the locality has completed handing over the cleared land to the city; simultaneously, it has organized the resettlement lottery, publicly announced the plan, and paid compensation to households in accordance with regulations.

For the G19 New Urban Area project, the commune has completed land clearance for 498 households with an area of ​​15.48 hectares, reaching approximately 67%. The G8 New Urban Area project has also completed land clearance for 577 households with an area of ​​32.5 hectares, reaching over 82%...

In the coming period, Thien Loc commune will continue to implement many large-scale projects of the city such as: the Red River Landscape Boulevard Project and the North Thang Long Urban City multi-purpose urban area project with a total land clearance area of ​​approximately 1,100 hectares.

Throughout this journey, the Fatherland Front of the commune and the Fatherland Front working committees in the 14 villages continued to work closely with the local government in propaganda and mobilization efforts.

Nguyen Chien Thang, Chairman of the Vietnam Fatherland Front Committee of Thien Loc commune, said: “Land clearance is not simply an administrative task, but a profound social mobilization process. When people are respected, listened to, and their rights are guaranteed, they are willing to cooperate with the government. Therefore, the Fatherland Front and other political and social organizations will become the core force in creating consensus and contributing to accelerating the progress of projects.”

When public relations work is carried out with sincerity, responsibility, and closeness to the people, all difficulties can be overcome. The consensus of the people today not only helps projects be implemented on schedule but also opens up new development opportunities for the locality in the future.

The concrete and practical actions of the Fatherland Front officials in Thien Loc commune have gradually resolved many "bottlenecks" in land clearance, contributing to accelerating the progress of projects and strengthening national unity, limiting the occurrence of complex complaints and petitions.
