Opening the door for drone production.

The business of manufacturing unmanned aircraft, drones, aircraft engines, aircraft propellers, and drone equipment and devices is expected to be removed from the list of conditional business sectors by the Government.

This information has been positively received by businesses in Vietnam's drone, UAV, and unmanned aerial vehicle (UAV) production chain.

Speaking to Tuoi Tre newspaper, Mr. Tran Anh Tuan - founder of Saolatek, a company specializing in drone manufacturing and exporting to many countries around the world - said that this will boost the development of Vietnam's low-tech economy , worth tens of billions of USD.

Separate production of civilian and military drones.

* Will domestic drone manufacturers be "freed" when the Government issues a resolution on cutting 58 conditional investment and business sectors? In your opinion, how will this impact the domestic drone production and supply chain?

- If we face difficulties in obtaining licenses for the production of drones, motors, or any components used in drone manufacturing and assembly, we will lose many opportunities. This is because countries participating in the drone production supply chain are moving very quickly.

Vietnam has enormous potential for its drone manufacturing industry, and it needs open mechanisms to promote this multi-billion dollar sector.

The government's removal of the manufacturing and trading of unmanned aircraft, other flying vehicles, aircraft engines, aircraft propellers, and equipment for unmanned aircraft and other flying vehicles from the list of conditional business sectors under the Investment Law is only part of the solution.

More importantly, we need to find ways to remove obstacles so that businesses can participate in production.

In fact, removing it from the list of conditional business sectors will allow the State to adopt a different management method, in line with international practice.

Accordingly, the drone and UAV manufacturing sector should be divided into two systems: a military system and a civilian system. For example, we currently have approximately 10,000 drones flying and working in agricultural areas across the country, which should be considered a means of production for the people.

I believe that in the drone manufacturing industry, production of UAVs for civilian use should be classified as a normal business activity, while production for military use should remain in the category of conditional business activities.

Currently, we are equating drone manufacturing with restricting production activities, which is negatively impacting the domestic drone manufacturing industry. Civilian drone manufacturing requires a different management approach.

So how can we simplify the licensing process for drone and related equipment production to boost the industry's development?

- Domestic manufacturers of civilian drones would be happy if the drone manufacturing sector could be treated like other conventional manufacturing industries.

Regulations for drone manufacturing are currently extremely strict, and business conditions are very stringent.

All businesses in the industry face difficulties at every stage, from obtaining training permits and production licenses to importing components for assembly, all of which are challenging. Even when businesses apply for production permits, they don't know where to begin.

Currently, the licensing of drone production is managed by the Ministry of Defense. If the government agrees to remove the production of civilian drones from the list of conditional business sectors, it will significantly ease the burden on businesses.

Leaving things as they are now will make it difficult to achieve the low-income economy that the government desires.

We have exported drones to dozens of countries.

* Regarding the current production capacity of domestic enterprises, how do you think we can participate in the global production chain?

- Domestic drone manufacturers can easily participate in the global drone production and supply chain.

In fact, there are already successful domestic drone manufacturers that supply products to dozens of countries around the world.

Furthermore, the drone manufacturing industry should be seen as a driving force for the development of many other industries. When we succeed in drone manufacturing technology, it will serve as a foundation for the development and production of robots, autonomous vessels, and self-driving vehicles.

The current aim of restricting domestic drone production is to ensure national security and defense, but we need to consider the possibility of foreign drones infiltrating Vietnamese territory.

Therefore, government agencies need to research a different management and monitoring solution that is more suitable for the domestic drone manufacturing industry.

In addition, an open management mechanism is needed to allow domestic businesses to master drone manufacturing technology and technology to counter drones when necessary.

In addition, the government needs to focus on building infrastructure to manage and control drones, ensuring that all drones flying in the sky that show signs of danger will be dealt with.

We shouldn't equate manufacturers, businesses, and scientists with the risks and concerns associated with drone production.

* Mr. Vo Xuan Hoai (Deputy Director of the National Innovation Center, Ministry of Finance):

We have mastered approximately 80% of the UAV manufacturing technology.

Vietnam has great opportunities in developing its low-tech economy, including the production of UAVs and unmanned aerial vehicles. The size of Vietnam's low-tech economy is projected to reach US$10 billion by 2035.

Low-altitude economic development comprises two parts: firstly, the development of low-altitude aircraft and equipment; and secondly, the application of low-altitude aircraft and equipment to the development of the low-altitude economic space.

According to surveys conducted by businesses within the national innovation network and experts in UAV and unmanned aerial vehicle (UAV) manufacturing, Vietnamese businesses have now mastered approximately 80% of the technology for producing UAVs and unmanned aerial vehicles.

The remaining components are those that domestic businesses have not yet mastered, such as chips and propeller motors.
