The People's Committee of Ho Chi Minh City has just reported on the implementation of Resolution No. 57-NQ/TW of the Politburo and Resolution No. 71/NQ-CP of the Government.

According to the report, the Ho Chi Minh City People's Committee said that in the 2025-2026 period, the city will continue to thoroughly grasp the viewpoints, goals and requirements in Resolution No. 57-NQ/TW of the Politburo and Resolution No. 71/NQ-CP of the Government; identifying science - technology, innovation and digital transformation as one of the most important driving forces to create a breakthrough in the city's socio -economic development.

The Ho Chi Minh City People's Committee has issued a Management Framework for key tasks in the last months of 2025, in 2026 and until 2030 on science and technology development, innovation and digital transformation in the city.

Testing application services, exploiting unmanned aerial vehicles such as: smart agriculture; monitoring security and urban order; transportation and delivery; relief, rescue; passenger transport (flying cars/motorbikes, ...).

Establish and test operation of unmanned aerial vehicle management and coordination system.

Restructuring development space

The Ho Chi Minh City People's Committee will also deploy a number of key solutions to implement the city's digital economic development promotion program for the 2026-2030 period. Specifically, implementing a controlled testing mechanism, developing strategic infrastructure, and data trading floors. Implementing policies to support key industries such as semiconductor chips and AI data centers. Coordinating and supporting businesses to implement the "Dual Transformation" - digitalization and greening - expanding international cooperation, creating a foundation for digital economic development.

Ho Chi Minh City focuses on restructuring the development space through planning and shaping 9 strategically concentrated Digital Technology Zones (total area of ​​about 356 hectares) to operate synchronously. It is expected to create a big push with total revenue estimated at 5.7 billion USD/year.

Piloting the co-investment sandbox mechanism

Also in the report, the Ho Chi Minh City People's Committee proposed that the Government and the Prime Minister allow a pilot co-investment sandbox mechanism, in which the city co-invests with Ho Chi Minh City National University and local universities to build shared infrastructure (R&D laboratories, AI computing infrastructure, etc.), and build new technology testing areas.

Besides, it is recommended that the Government soon issue the Low-level Economic Development Project to create conditions for Ho Chi Minh City to implement the low-level economic development model.
