Resolution No. 72-NQ/TW dated September 9, 2025, of the Politburo on a number of breakthrough solutions to strengthen the protection, care, and improvement of people's health, opens up many preferential policies for private healthcare to accelerate the improvement of service quality and increase accessibility for the people.

Reducing the burden on public hospitals.

Private healthcare activities in the province have seen strong development in both quantity and quality in recent years. Many private general hospitals and clinics have invested in modern infrastructure and equipment, applied advanced techniques, and provided a wide range of high-quality healthcare services, contributing to meeting the increasing demand for medical examination and treatment from the people.

According to statistics from the Tuyen Quang Department of Health, the province currently has 4 private hospitals and nearly 1,000 private clinics and medical service facilities providing healthcare services. Notably, private healthcare is increasingly participating in the health insurance system. This development has contributed to reducing the burden on public hospitals and expanding access to high-quality services for the people.

After nearly six years of operation, starting with 150 beds, Phuong Bac General Hospital now has nearly 600 beds and more than 500 medical staff. To achieve this high-quality workforce, the hospital sends many staff members for training courses, both long-term and short-term, every year.

In addition to investing in human resources, the hospital also focuses on modernizing its facilities, machinery, and equipment, such as: a 256-slice CT scanner system, a 1.5 Tesla magnetic resonance imaging (MRI) system, a tissue elastography ultrasound system, an NBI gastrointestinal endoscopy system, biochemical, hematological, immunological, and microbiological testing systems, a hyperbaric oxygen system, an electromyography system… and many other advanced medical equipment systems, helping to make accurate diagnoses and support treatment.

The hospital has successfully intervened and provided emergency care for many difficult and complex cases. Notably, patients who come to the hospital for examination and treatment are covered by health insurance without needing a referral letter. In the field of laboratory testing, Phuong Bac General Hospital provides 24/7 on-site sample collection services, delivering fast and high-quality results.

For example, Hung Vuong - Son Duong Polyclinic, since its establishment, has affirmed its quality and reputation in medical examination and treatment, especially for patients coming for cancer screening; pregnant women coming for examination, consultation, and monitoring of reproductive health; and acupuncture treatment for headaches, insomnia, sciatica, etc.

Ms. Nguyen Thi Oanh, from Son Duong commune, said that in April 2023, she learned that Hung Vuong - Son Duong Multi-Specialty Clinic offered cancer screening, so she registered and went for an examination. After being examined by doctors and ordered tests, she was diagnosed with cancer. "Luckily, I went for an examination, detected it early, and received treatment according to the protocol. After more than a year of treatment, my health is now more stable," Ms. Oanh said.

A golden opportunity for investment and development.

Resolution No. 72-NQ/TW, issued recently, opens up many favorable opportunities for the private healthcare sector. The resolution expands mechanisms for the healthcare sector, emphasizing the development of private healthcare and the mobilization of all resources; prioritizing clean land, allowing flexible conversion to healthcare land, exempting or reducing land use fees, rent, and taxes; and allowing the leasing of surplus state-owned offices and buildings to reduce land costs.

Public and private non-profit healthcare facilities are exempt from corporate income tax, encouraging reinvestment and service upgrades. These policies help private investors access land, capital, and infrastructure more easily, shortening implementation time, reducing operating costs, and thus encouraging them to expand their service networks, contributing to reducing the burden on public healthcare and improving the quality of healthcare.

According to Dr. Truong Viet Anh, Director of Duc Minh General Hospital, "The most important highlight of Resolution 72 is the introduction of specific mechanisms and policies to address the biggest difficulties facing private healthcare, while simultaneously creating strong impetus for the sustainable development of private healthcare."

These policies are not only groundbreaking but also demonstrate the Party's deep concern for the role of private healthcare in the people's health care. As a leader of a private healthcare unit, I believe this is a golden opportunity for private healthcare to overcome major obstacles, from land and financial limitations to legal barriers, to flourish and develop."

Resolution 72 not only helps reduce overcrowding at the tertiary level but also gives people in remote areas access to high-quality healthcare services without having to travel far. This is also an opportunity for private healthcare facilities to leverage their strengths and affirm their role and position in caring for and protecting the health of the people in the new situation.
