Attending the ceremony were Politburo members: Prime Minister Pham Minh Chinh; Nguyen Duy Ngoc, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission ; Party Central Committee members: Nguyen Chi Dung, Deputy Prime Minister; Tran Sy Thanh, Chairman of the Hanoi People's Committee; Nguyen Manh Hung, Minister of Science and Technology; Nguyen Van Thang, Minister of Finance; Vu Hai Quan, Permanent Deputy Minister of Science and Technology; leaders of departments, ministries, branches, central agencies, local leaders; ambassadors, representatives of international organizations in Vietnam, domestic and foreign corporations and enterprises.
The ceremony was connected from the main bridge at the Hoa Lac National Innovation Center ( Hanoi ) to 34 provinces and centrally-run cities, about 20 universities, research institutes, and typical innovation organizations.

The National Innovation Day 2025 with the theme "Innovation for all people - Driving force for national development" is a space to comprehensively connect all elements of the innovation ecosystem; spreading the spirit of innovation, arousing the desire for development, determination to integrate internationally, towards the goal of making Vietnam a high-income country by 2045.
Speaking at the ceremony, General Secretary To Lam affirmed that Vietnam has no choice but to consider science, technology, innovation and digital transformation as the top important breakthroughs, the main driving force to innovate the development model, realizing the country's two 100-year goals. This is not only an objective need but also a command of the times, determining the position of the nation in the next decade.
The General Secretary pointed out that in recent times, the Party and State have issued many major policies and decisions to continue innovating, reforming and developing the country, with the common spirit of opening up space, removing bottlenecks and unleashing resources for national innovation. With the drastic participation of the entire political system, we have achieved some initial positive results.
However, innovation activities still have many limitations; institutions and policies have not kept up with the pace of technological development and global trends, and have not strongly promoted innovation in enterprises; the level of technology mastery, especially core and source technologies, is still limited; venture capital for the early stages of start-up projects has not been cleared; high-quality human resources are still lacking; and the culture of risk aversion is still heavy. These are bottlenecks that need to be strongly and synchronously removed to promote innovation.

The General Secretary proposed unification in perception and action according to the viewpoint that innovation is the cause of all people, building a culture of innovation for all people. The spirit of innovation must be imbued in all fields, from state management, business production activities of enterprises to movements and practical solutions in the daily life of each citizen. Respect and honor all inventions, innovations, and improvements that contribute to improving work efficiency and labor productivity.
Innovation must go hand in hand with the solid development of the science and technology foundation, enhancing the level of strategic autonomy in national technology, first of all core technology and source technology. Urgently implement the Action Program for developing 11 strategic technologies in the spirit of Resolution No. 57-NQ/TW of the Politburo, clearly defining the roadmap for mastering the technologies.
The General Secretary emphasized the need to perfect institutions and outstanding policies for the development of science and technology and innovation, urgently institutionalize the Party's policies with clear laws, decrees and circulars with high practicality, focusing on tax, credit and land incentives for research and development of new products and services. Develop the start-up capital market, venture capital fund mechanism and appropriate financial instruments; strengthen intellectual property protection, data protection and information security, control risks but not stifle innovation. Implement the National Strategy on creative startups, build a national innovation ecosystem that connects regionally and globally.
Each ministry, sector and locality strives to form at least one innovation center, linked with a network of technology exchanges, research facilities, laboratories, investors, venture funds, etc.; connecting with overseas Vietnamese, international experts, and leading technology corporations to take shortcuts to new knowledge and technology. Effectively operate the three pillars of state creation, enterprises as the center, institutes and schools as the source of knowledge. Enterprises must dare to invest in the future. The state is responsible for creating institutions and investing in infrastructure. Institutes and schools improve training quality, linking research with market demand. When the three pillars work together smoothly, raw materials and knowledge will flow into the value production machine, creating new productivity and competitive strength for the entire economy.
According to the General Secretary, the National Innovation Festival is not simply an event, but must identify the spirit of taking action to bring value regularly, practically and sustainably. Innovation is not the destination of a country but must be a process of repeated improvement, without stopping. The origin of that process is the spirit of daring to think about extraordinary things, daring to do the most difficult things, daring to take responsibility, daring to break through. Every innovation must solve social problems, increase productivity but reduce emissions, increase area but ensure data security, grow rapidly but leave no one behind.
The General Secretary called on all cadres, civil servants, public employees, workers, farmers, engineers, teachers, doctors, soldiers of the armed forces, the elderly, students, and all Vietnamese people at home and abroad to uphold the spirit of patriotism, constantly innovate and create in daily work, together turn challenges into opportunities, turn ideas into values, turn aspirations into reality, and bring the country to prosperity and development in the new era.

On behalf of the Government, Prime Minister Pham Minh Chinh respectfully accepted the direction of General Secretary To Lam; at the same time, directed ministries, branches, agencies, units, localities and enterprises to focus on developing plans to propagate and disseminate the Party and State's guidelines and policies to promote the culture of innovation to each agency, unit, locality, enterprise and all people; perfecting institutions, mechanisms and policies to prioritize promoting innovation activities; properly arranging and effectively using resources along with preventing negativity, waste and corruption in the implementation process.
The Prime Minister requested to promote the connection of “4 houses: State-School-Scientist-Investor”, between the Central and local levels, between the State and the private sector, between domestic and foreign countries. Form and strongly develop the national innovation ecosystem; build a set of clear, public and transparent criteria for measuring results to promptly supplement and perfect institutions, mechanisms, policies and organize effective implementation.
The Prime Minister thoroughly implemented the motto "3 no's": Do not say no, say difficult things, say yes but do not do in innovation activities; do not be perfectionist or hasty in pursuing achievements while overlooking the practical effectiveness of innovation products; do not allow barriers in thinking, action, cumbersome administrative procedures, and excuses to exist in promoting innovation.
For development partners and international organizations, the Prime Minister proposed to support Vietnam in terms of technology, experience in building policies and legal frameworks, technology transfer, especially in priority areas, strategic technologies and developing research and development centers; support innovative startups and Vietnamese technology enterprises to access markets, value chains and global supply chains. Emphasizing the role of the young generation, the Prime Minister asked young people, students and pupils to be pioneers in innovation and digital transformation; set an example by overcoming personal limits to always innovate anytime, anywhere, in all matters and in all circumstances; race against time, promote intelligence and decisiveness in innovation activities.
Receiving the message from the leaders of the Party and State, representatives of businesses, organizations, research institutes, universities, experts, intellectuals, and innovators, had many enthusiastic opinions in response to the National Innovation Day.

At the ceremony, the Ministry of Science and Technology announced the Local Innovation Index (PII) for 2025. The top 5 localities in the ranking, in order, are: Hanoi, Ho Chi Minh City, Quang Ninh Province, Hai Phong City and Hue City. This is the third year that the Ministry of Science and Technology has announced the PII to provide a realistic, comprehensive picture of the current state of socio-economic development based on science, technology and innovation of each locality, pointing out strengths, weaknesses, potential factors and necessary conditions to promote development.

Previously, General Secretary To Lam, Prime Minister Pham Minh Chinh and other Party and State leaders visited the International Exhibition on Innovation with the theme "Strategic Technology - Shaping Vietnam's Future". The exhibition focuses on strategic products and technologies issued in Decision No. 1131/QD-TTg dated June 12, 2025 of the Prime Minister; in which priority is given to products and solutions that can be commercialized, operated and interacted right at the exhibition space to enhance the experience and strengthen the connection between organizations, businesses and visitors.
