Horizontal strategic axis
Located at the northern gateway of Quang Nam province, the "new urban area" of Dien Ban is a crossroads between Da Nang city, the ancient city of Hoi An, and the western districts of the province.
The town functions as a hub for industrial, service, and tourism activities through the Da Nang International Airport system, Tien Sa Port, industrial zones, craft villages, the inter- regional world cultural heritage sites of Hue - Hoi An - My Son, and the Thu Bon River delta system in the south.
Therefore, Da Nang City and Quang Nam Province have promoted investment and put into operation key transportation infrastructure projects with strategic connectivity through Dien Ban district, notably the Vietnam coastal road, National Highway (NH) 1, and several eastern region roads…
However, a strategic horizontal axis running from the East to the West, passing through Dien Ban town and connecting to National Highway 14B in Hoa Khuong commune (Hoa Vang district, Da Nang city), has not yet been formed.
According to the plan, the northern ring road of Quang Nam province will be approximately 18.7km long; of which the section passing through Da Nang city is 1.2km long, and the section passing through Quang Nam province is 17.5km long.
Mr. Tran Uc, Chairman of the People's Committee of Dien Ban town, assessed that the long-term sustainable development, satisfying all future needs of the urban cluster, cannot be separated from the formation of the northern ring road axis.
The route will create a continuous traffic connection from the coastal road in the eastern part of Dien Ban, across the Vinh Dien River, over National Highway 1, across the expressway, across the Yen River (via the Quang Da bridge currently under construction in Da Nang) to National Highway 14B.
When completed, the northern ring road of Quang Nam province will contribute to completing the East-West transport axis of the economic-urban corridor, connecting the Nam Giang Border Gate Economic Zone (via National Highway 14D, Ho Chi Minh Highway, and National Highway 14B) with Da Nang City and the northern coastal area of Quang Nam (Dai Loc, Dien Ban, and Hoi An are the number 1 driving force cluster).
"The aforementioned strategic horizontal axis also facilitates urban planning and land development in northern Quang Nam, redistributes the population, forms new urban areas, and reduces population density in the town center."
"In addition, it will promote socio-economic development in the western localities of the province; meet transportation needs and reduce traffic congestion on the DT609 route and the southern ring road of Da Nang city," Mr. Tran Uc said.
Realizing investment
I recall that more than three years ago (on March 12, 2021), the Standing Committee of the Provincial People's Council, along with a working group, conducted a field survey and listened to reports from various departments and localities regarding the proposed investment plan for the northern ring road project in Quang Nam province.
At the meeting, stakeholders highlighted the necessity of investment, its alignment with socio-economic and sectoral planning, the scale, content, and funding sources of investment, impact assessment, and project effectiveness…
According to Mr. Nguyen Xuan Ha, Vice Chairman of the People's Committee of Dien Ban town, the investment policy for the Northern Ring Road Project of Quang Nam province was decided by the Provincial People's Council in Resolution No. 23 dated April 19, 2021, and Resolution No. 55 dated July 22, 2021.
The Provincial People's Committee approved and adjusted/supplemented the project in Decision No. 1312 dated May 16, 2022, and Decision No. 1960 dated September 18, 2023. Based on this, the Town People's Committee approved the construction design for implementation after the basic design in Decision No. 8990 dated December 28, 2023, and adjusted it in Decision No. 329 dated January 17, 2024.
According to Decision No. 8990 dated December 28, 2023, of the People's Committee of Dien Ban town, the Northern Ring Road Project of Quang Nam province will invest in the construction of the section from the railway overpass (adjacent to Trang Nhat Industrial Cluster) to Quang Da bridge, with a total length of approximately 4.62km and divided into two sections.
Specifically, the section of the railway overpass to the DT605 road starts from the N3 intersection, located in the administrative center of Dien Hoa commune, crossing the North-South railway at km808+325 (railway mileage) and the Bau Sau river to the intersection with the DT605 road, with a length of approximately 1.39km (including the railway overpass and the bridge over the Bau Sau river).
The section of the DT605 road leading to the Quang Da bridge starts from the intersection with the DT605 road, goes west, then crosses the Da Nang - Quang Ngai expressway at km8+788 (expressway mileage), and the project's end point connects to the end point of the Quang Da bridge over the Yen River, with a total length of 3.23km.
As a locality where the project passes through, Mr. Nguyen Quoc Phong - Vice Chairman of the People's Committee of Dien Tien commune - said that the project affects more than 300 households in Thai Cam, Thai Son, and Xuan Diem villages. The commune has coordinated with relevant departments and units to hold meetings, announce the policy, purpose, and importance of the construction project, and has received the support of the people.
To date, households whose agricultural land has been affected have received compensation and support payments. The land clearance process for residential land and houses is being urgently implemented by relevant agencies and units.
According to Mr. Nguyen Quoc Phong, once this project is completed and put into operation, it will have a significant impact on Dien Tien commune in particular, facilitating and shortening travel time to the center of Dien Ban town, or through Hoa Vang district to Dai Loc district; unlocking potential, developing socio-economic aspects, and ensuring national security and defense.
In recent days, information about the commencement of construction of the Northern Ring Road Project in Quang Nam province has been of great interest to the people of Thai Cam village. The head of Thai Cam village, Mr. Nguyen Dinh Hung, shared that the people and officials of the village all agree with the government's decision to implement this strategically important project.
Therefore, all those whose agricultural land was affected have received compensation and handed over the land. With the opening of the main road, the appearance of the homeland in Dien Tien, the land with the historic Bo Bo Victory, will change significantly, contributing to building a new life.
The total investment for the project is 498 billion VND.
According to the design, the roadbed section from the beginning of the project to the DT605 route is 9.5m wide; of which the road surface is 7.5m wide, and the shoulders on each side are 1m wide (with 0.5m wide reinforced shoulders on each side). The roadbed section from the DT605 route to Quang Da Bridge is 27m wide; of which the road surface on each side is 7.5m wide, the median strip is 2m wide, and the shoulders on each side are 5m wide.
The railway overpass is 214.91m long and 10.5m wide. The Bau Sau Bridge is 173.18m long and 10.5m wide. The highway overpass is 161.10m long and 22m wide (7.5m wide carriageway on each side, 2m wide median strip, and 2.5m wide railings and sidewalks on each side). The project is being constructed by a consortium of contractors including Dai Thien Truong JSC and 873 JSC - Construction of Transportation Works.
Mr. Nguyen Xuan Ha stated that the Northern Ring Road Project in Quang Nam province was assigned by the Provincial People's Committee to the People's Committee of Dien Ban town as the investor, with the Dien Ban Town Investment and Construction Project Management Board acting as the investor's representative.
The investment objective is to complete the road network connecting the eastern and western regions of northern Quang Nam province and Da Nang city; creating momentum for the socio-economic development of the locality. The project has a total investment of 498 billion VND; of which the central government budget supports 398 billion VND, and the provincial budget contributes 100 billion VND.
