In order to promptly remove obstacles and shortcomings in the field of science and technology for commune and ward authorities when operating two-level government, the Ministry of Science and Technology sent a working group to study and evaluate the reality in Hung Yen and Quang Ninh provinces.

104 communes establish technology and professional rescue teams in Hung Yen

Since July 1, the two-level local government apparatus has been operating stably, effectively implementing local political tasks. The above information was presented at the working session on August 18 between the Ministry of Science and Technology delegation and the Hung Yen Department of Science and Technology.

Deputy Director of Hung Yen Department of Science and Technology Vu Xuan Thanh said that the province's administrative procedure information system has been integrated with the National Public Service Portal.

Specifically, stable operation and receiving of administrative procedure records of citizens and businesses through the National Public Service Portal, the only portal serving citizens and businesses nationwide. From July 1 to now, 264,380/309,654 online records have been received (reaching 85.38%).

The Department has also established a standing team to support, guide and answer questions about the establishment of information technology infrastructure, shared digital platforms and specialized digital signatures to serve the work of arranging and merging administrative units of Hung Yen province. By the end of August 7, 104/104 communes had established a technology and professional rescue team to handle administrative procedures at the commune and ward levels with over 5,800 members.

Working at the Public Administration Service Center of Hung Yen province and Pho Hien ward, the working delegation of the Ministry of Science and Technology acknowledged the results as well as the reality in removing difficulties and obstacles in the implementation of Resolution 57/NQ-TW, Decree 132/2025/ND-CP and Decree 133/2025/ND-CP.

However, the operation of the two-level government model at the local level still faces some difficulties, such as the uneven quality of commune-level officials in terms of capacity, experience, and expertise; lack of specialized personnel in some fields; and limited facilities and information technology infrastructure at the Commune-level Public Administration Service Center.

Currently, at the commune and ward level, the human resources in charge of digital transformation are still lacking and weak or inexperienced. In 104 communes and wards, there are only 30 comrades with expertise in information technology and related fields, the rest are in other fields and are new to it. Therefore, the initial implementation still encountered difficulties and confusion.

Information technology equipment at the People's Committees at the commune level and the Public Administration Service Center at the commune level has just been arranged and equipped at a basic level to serve the work of solving problems.

Some communes and wards still have limited understanding of innovation, digital transformation and startups, leading to confusion in coordination. There is still a lack of synchronous guidance documents and mechanisms to encourage long-term innovation...

The digitization system of databases on inventions, designs, and trademarks is still scattered and difficult to access, causing difficulties in management and information search. Meanwhile, the implementation of some decentralized administrative procedures requires information and data from previously issued records...

In the field of quality measurement standards, some administrative procedures in the newly decentralized field, authorized to the Provincial People's Committee or the Chairman of the Provincial People's Committee, during the implementation process will encounter many difficulties in terms of local appraisal capacity and file processing time...

In the field of intellectual property, the merger and consolidation of administrative boundaries leads to many changes in the owners of collective trademarks, certification trademarks, geographical indications, as well as maps of production areas, causing difficulties in protecting and transferring intellectual property rights.

Representing the working delegation, Mr. Nguyen Thanh Chung, Director of the Department of Telecommunications (Ministry of Science and Technology), head of the delegation acknowledged the province's efforts in implementing the new model. At the same time, he requested that the Department of Science and Technology focus on completing reports in each specific field, developing a plan to advise the Provincial People's Committee, and proposing appropriate solutions to remove difficulties and obstacles that the locality is facing when implementing the 2-level local government model.

Quang Ninh focuses on perfecting mechanisms, processes, and infrastructure to serve implementation.

After merging the Department of Science and Technology with the Department of Information and Communications, Quang Ninh province reorganized and formed the Department of Science and Technology with 5 specialized departments and 2 affiliated public service units.

Immediately after the merger, the Department focused on implementing the key contents of Resolution No. 57-NQ/TW; testing the system for handling non-administrative procedures; renovating 54 commune-level public administrative service centers; connecting 15 national databases; and training on artificial intelligence applications for nearly 7,000 officials.

At the grassroots level, after the reorganization, Quang Ninh province has 54 administrative units (22 communes, 30 wards, 2 special zones). 100% of units have completed their functions and tasks according to Circular No. 10/2025/TT-BKHCN; established a Steering Committee for Science and Technology Development, Innovation and Digital Transformation. Grassroots units proactively implemented Resolution No. 57-NQ/TW, reviewed human resources and information technology infrastructure to meet new requirements.

Mr. Nguyen Manh Cuong, Director of the Department of Science and Technology of Quang Ninh, said that the reform of administrative procedures has achieved remarkable results. As of August 15, Quang Ninh province has completed 15/23 tasks according to Plan No. 02-KH/TW, the remaining tasks are being implemented, and there are no tasks behind schedule. The total number of provincial-level administrative procedures is 190, all of which are provided online, of which 157 are online procedures (82.6%) and 188 procedures are implemented without administrative boundaries (98.8%).

From July 1 to August 15, the Department of Science and Technology received and processed 148 dossiers in the fields of postal services, radio frequencies, scientific and technological activities, quality measurement standards, atomic energy and nuclear radiation safety, telecommunications-internet and intellectual property. 100% of the dossiers were resolved on time.

The Department of Science and Technology organized online meetings with 54 communes, wards, and special economic zones and worked directly at Van Don Special Economic Zone to guide the implementation of tasks of science and technology development, innovation, and digital transformation.

In recent times, the Department of Science and Technology of Quang Ninh has made efforts to implement key tasks according to the two-level local government model, especially in the fields of science, technology, innovation and digital transformation. However, according to Mr. Nguyen Manh Cuong, Director of the Department of Science and Technology of Quang Ninh, after more than a month of operating the two-level government model, Quang Ninh province has recorded many difficulties and shortcomings.

Regarding human resources, the staff at the provincial level has not been fully trained, while the commune level lacks specialized staff, leading to limited consultation. Regarding infrastructure, many devices are old and degraded, not meeting the requirements for technology application and digital transformation.

Regarding capital sources, the provisions of Decree No. 98/2025/ND-CP cause difficulties in arranging and assigning budget estimates in a timely manner; there are no guidelines for preparing commune-level budget estimates for 2026; some public investment projects in the 2026-2030 period are at risk of being behind schedule. In addition, the system of monitoring indicators in Resolution No. 57-NQ/TW and Resolution No. 71/NQ-CP lack specific guidance; the Science and Technology Development Fund does not have new operational regulations in accordance with the Law on Science, Technology and Innovation, etc.

In handling online administrative procedures, Quang Ninh province still has problems with data synchronization between the National and local public service portals; electronic forms are not fully automated; digital signature errors still occur...

At the working session with the delegation of the Ministry of Science and Technology, the Department of Science and Technology of Quang Ninh province made 11 recommendations, focusing on perfecting the mechanisms, processes, forms and infrastructure for implementation.

Notable proposals include: issuing regulations to unify the structure of the Department of Science and Technology nationwide; adding specialized positions in science and technology, innovation and digital transformation at the local level; providing guidance on budget estimates for 2026; issuing a new decree on the operation of the Science and Technology Development Fund; allowing localities to publish a list of full-process online administrative procedures on the National Public Service Portal; building automatic statistical software to monitor and evaluate indicators, etc.

In addition to the achieved results, the Department hopes that the Ministry of Science and Technology will continue to pay attention, support, and remove obstacles so that Quang Ninh can better promote the role of science and technology, promote digital transformation and innovation in local socio-economic development.

In the afternoon, the working group surveyed Cao Xanh ward and Thong Nhat commune to grasp the actual situation. Members of the working group directly answered many recommendations right at the meeting; at the same time, they said that issues beyond their authority would be summarized and reported to the leaders of the Ministry of Science and Technology for consideration and resolution in the coming time.

Regarding difficulties and problems in the operation of two-level local governments in the field of science and technology in Hung Yen and Quang Ninh provinces, in addition to directly discussing and answering specific questions about local contents of decentralization and delegation of authority, representatives of specialized units participating in the working group of the Ministry of Science and Technology also guided localities in implementing regulations, professional procedures, and sharing practical experiences...
