People who have contributed to the revolution, social welfare beneficiaries, social pensioners, vulnerable groups, and communes , wards , and special zones in the province have urgently and actively distributed gifts of 400,000 VND from the Party and State to celebrate the 14th Party Congress and the Lunar New Year of the Horse 2026 to eligible individuals in accordance with Resolution No. 418/NQ-CP dated December 28, 2025 of the Government . This meaningful gift, given as people prepare to enter the new year, brings even more joy to everyone.

During his time fighting in the resistance war, Mr. Hoang Trong Ba (Lan Ga area, Cam Pha ward) was affected by Agent Orange and bears the scars of war. Thanks to the policies of the Central Government and the province to care for those who have rendered meritorious service to the revolution, Mr. Ba receives a monthly allowance. With the New Year approaching, Mr. Ba's joy was multiplied when, on the afternoon of December 30th, he received a gift of 400,000 VND from the Party and State through his bank account to celebrate the 14th National Congress of the Party and the Lunar New Year of the Horse 2026 .
Mr. Hoang Trong Ba shared: "When I received the gifts from the Party and the State , I was deeply moved. The gifts not only demonstrate the care and concern of the Party and the State, but also show the swift, timely, and thorough involvement of the province and local authorities. Because immediately after the Government's directive, the province and Cam Pha ward quickly reviewed the eligible recipients, completed the procedures, and transferred the money to their accounts so that the gifts could quickly reach the policy beneficiaries."

The distribution of 400,000 VND in gifts to beneficiaries of social policies, including those who have rendered meritorious services to the revolution, social welfare recipients, and social pensioners, has been implemented seriously, promptly, and on schedule by communes, wards, and special zones. With the profound care of the Party, the State, and the province, along with the active involvement of all levels, meaningful gifts have been delivered to these beneficiaries in a timely manner.
Mr. Nguyen Ngoc Tinh (Tay Son 2 area, Cua Ong ward) happily shared: "On the morning of December 31st, I received a gift of 400,000 VND from the Party and the State. This is the first time I've received a gift to celebrate the 14th National Congress of the Party and the Lunar New Year of the Horse 2026. The gift is even more meaningful because it was paid out promptly and quickly right before the Gregorian New Year."
Ms. Nguyen Thuy Trang, a civil servant at the Culture and Social Affairs Department of Cam Pha Ward, said: "As soon as the Central Government issued the directive, the province promptly directed and allocated funds to localities to implement the gift-giving program to celebrate the 14th National Congress of the Party and the Lunar New Year of the Horse in 2026. Following the province's directives, the Ward Party Committee, the Ward People's Committee, and the leaders of the Culture and Social Affairs Department quickly organized meetings, assigned specific tasks to officials and civil servants in charge; and regularly monitored, supervised, and urged progress, promptly addressing any arising difficulties. Through many decisive measures, by 7 PM on December 30th, the ward had completed 100% of the gift-giving to nearly 1,600 policy beneficiaries with a total budget of over 631 million VND, ensuring that people could celebrate a warm, meaningful, and happy Tet holiday."

Gift-giving activities to celebrate the 14th National Congress of the Party and the Lunar New Year of the Horse 2026. Simultaneously implemented in all communes, wards, and special zones throughout the province, the program was completed on time, allowing policy beneficiaries in particular, and the people of Quang Ninh in general, to celebrate Tet in a joyful, united, and happy atmosphere.
