The advice given to Mong Cai during President Ho Chi Minh's two visits was a great source of motivation and strength for the Party Committee, government and people of all ethnic groups in the city to always unite and join hands to build the land at the head of the Fatherland to be beautiful and rich as he wished.
During his lifetime, Uncle Ho visited Mong Cai twice. The first time was on February 19 and 20, 1960, President Ho Chi Minh visited Hai Ninh province (now Mong Cai city). On behalf of the Party Central Committee and the Government, he met and talked with people of all ethnic groups, soldiers, police, militia, cadres, youth and children. He also sent his regards to the people of Dong Hung and thanked the Chinese experts who came to help Hai Ninh. During the talk, Uncle mentioned the two strategic tasks of the entire Party and people in this period: building socialism in the North and fighting for national reunification. He emphasized: “Hai Ninh province has many ethnic groups. It already has a tradition of solidarity, and now it is even more united. National solidarity, solidarity between religions, and solidarity between Vietnam and China. Unity is strength; with the strength of unity, everything can be accomplished.”
The second time Uncle Ho visited was on May 8, 1961. He visited and talked with the people and students in Tra Co.
Taking to heart Uncle Ho's teachings when he visited, the land and people of Mong Cai have carved out proud marks. From a poor agricultural district at the headland of the Fatherland, Mong Cai has risen up, promoting the potential and advantages of a coastal and border area, a gateway to the world.
Implementing the policy of opening the border, normalizing Vietnam - China relations (February 1989), with the open-door policy, implementing multilateralization and diversification in foreign cooperation relations, Mong Cai has welcomed the opportunity, the chance to change, steadily moving forward, and making a spectacular breakthrough. In 1996, the Prime Minister issued a Decision allowing Mong Cai to pilot a number of policies in the border gate area, in order to promote economic, trade, service and industrial development in the border area. This Decision has made Mong Cai a bright spot in the economic picture of Quang Ninh province. By 2012, Mong Cai Border Gate Economic Zone was established. Thanks to special mechanisms, policies and the attention of the central government and the province, in recent years Mong Cai has had strong development steps, fundamentally changing the economic and social face of the border area.
The current highlight is economic development on 4 pillars: Border trade service center, logistics; international tourism center; development of processing and manufacturing industry and development of high-tech agriculture; construction of a solid defense zone. Thanks to effective investment attraction, the infrastructure system is invested in synchronously and modernly, the economy develops rapidly and sustainably, associated with promoting cultural traditions and national identity... which has helped to narrow the development gap between sub-regions.
In particular, in attracting investment, with the goal of gradually reducing the proportion of investment from the budget and increasing the efficiency of public investment, the city focuses on improving the investment environment, diversifying forms of capital mobilization, focusing on the form of public-private partnership (PPP) to invest in upgrading commercial infrastructure, warehouse systems, ports, inland waterway ports, customs clearance points, import and export of goods, etc.
In the first 7 months of 2024, the total import-export turnover of goods through the area reached 2,325.7 million USD, an increase of 22% over the same period in 2023 (CK); 447 new enterprises carried out import-export procedures through the area, an increase of 76 CK enterprises; total retail sales of goods in the area reached 5,922.163 billion VND, an increase of 12.5% CK; total tourists to Mong Cai reached 2.4 million, an increase of 60% CK; State budget payment for tourism services was over 140 billion VND, an increase of over 110% CK; industrial production value (calculated at 2010 comparative prices) reached 3,619.9 billion VND, an increase of 29.2% CK; total state budget revenue by July 29, 2024 reached 3,171,341 million VND; Domestic revenue reached 1,075,147 million VND, reaching 93.5% of the provincial estimate, 65% of the city estimate. By July 15, 2024, the city reduced 43/57 near-poor households...
Along with that, through a series of solutions thoroughly grasped and synchronously implemented by the city, it has helped culture and society have positive changes. Poverty reduction, job creation, and social security have received special attention and achieved many clear results. Education - training, health care, culture, arts, physical education and sports have developed in both breadth and depth. The material and spiritual life of the people has been increasingly improved. National defense has been ensured, national border sovereignty has been maintained. Political security, social order and safety have been stable. Foreign relations and people's diplomacy have been expanded, strengthened and innovated, foreign affairs activities have been proactive and effective, keeping "warm inside, peaceful outside", contributing to building a peaceful, friendly, stable, cooperative and developing border.
Keeping in mind his teachings, the people and cadres of Mong Cai City have been making efforts to develop the ancient Hai Ninh province - Mong Cai City today, quickly, strongly and sustainably.
