The Central Propaganda and Mass Mobilization Commission held a national conference to review propaganda and mass mobilization work in the first 6 months of the year and deploy tasks for the last 6 months of 2025.
- Focus on directing and orienting propaganda, press, publishing, and foreign information work, continue to promote propaganda and mobilize cadres, party members, and people to "correctly understand, grasp, and highly agree" with policies and guidelines on streamlining, reorganizing the apparatus, merging administrative units, amending and supplementing the 2013 Constitution, the "four pillar resolutions", economic growth targets, and important contents and decisions since the 11th and 12th Central Conferences of the 13th tenure and the 9th Session of the 15th National Assembly... to create social consensus and arouse the aspiration for national development.
- Actively carry out activities to celebrate the country's major holidays, birthdays of leaders, exemplary seniors, important events of the country, localities and sectors, focusing on the 80th anniversary of the People's Public Security tradition day; 80th anniversary of the August Revolution and National Day September 2 with many key tasks assigned to the Propaganda and Mass Mobilization Sector to preside over.
- Continue to effectively protect the Party's ideological foundation, fight against erroneous and hostile viewpoints; advise and issue guidelines for the establishment and consolidation of the Steering Committee 35 at the provincial and communal levels in accordance with local practical conditions after rearranging and reorganizing administrative units according to the 2-level model; build a direct command mechanism from the Central Steering Committee 35 to the Steering Committee 35 at all levels, especially the Party Committees directly under the Provincial Party Committee, City Party Committee, and Party Committees directly under the Central Party Committee. Build a team of sharp "pen warriors" to create series of articles with high combativeness, education and persuasion. Strengthen cyberspace monitoring, strictly handle acts of spreading false information, distortion and sabotage. Coordinate the effective organization of the Fifth "Political Essay Contest to Protect the Party's Ideological Foundation" in 2025. Resolutely and effectively deploy measures to disseminate positive information, fight against bad and toxic information, wrong and hostile viewpoints that sabotage Party congresses at all levels and the 14th National Party Congress.
- Proactively research, strengthen forecasting, promote digital transformation in the work of grasping the situation of the people, the thoughts of cadres, party members, and public opinion, especially on major, sensitive, and complicated issues to proactively orient, create solidarity and unity within the Party, and social consensus. Promote the organization of surveys and public opinion polls; attach importance to the form of quick public opinion polls on issues and events of interest to cadres, party members, and the people.
- Actively advise on the project to build the Resolution of the Central Executive Committee on "Building a Vietnamese culture rich in national identity and sustainable development in the new era" . Strengthen the grasp of the situation of artists, especially members of literary and artistic associations in the process of restructuring the apparatus. Actively monitor, guide, inspect and supervise the implementation of resolutions, directives, conclusions and regulations of the Party in the fields of culture, literature and art.
- Proactively guide and organize the implementation of resolutions, directives and conclusions in the field of science and education in a timely and quality manner, especially Resolution 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; Resolution 45-NQ/TW dated November 24, 2023 of the Party Central Committee (13th tenure) on continuing to build and promote the role of intellectuals to meet the requirements of rapid and sustainable national development in the new period. Actively promote the policy of nuclear power and implement the movement " Digital popular education ". Research, propose and deploy tasks and solutions to effectively implement the Politburo's resolutions on breakthroughs in people's health care and resolutions on modernization and breakthroughs in education and training development to meet the country's development requirements in the new era (expected to be issued soon in the near future) .
- Promote the supervisory role of the Fatherland Front and socio-political organizations, in order to enhance democracy and transparency in social management and protect the legitimate and legal rights of the people; effectively implement the democratic regulations at the grassroots level, creating conditions for people to participate in decisions related to social life, through conferences, public consultation, elections and community supervision mechanisms. Promote the "Smart Mass Mobilization" movement associated with patriotic emulation movements, building and developing the socio-economy; towards building a civilized, modern and developed society. Discover and replicate typical examples, talents and talented people of the country, not only domestically but also with the overseas Vietnamese community and international friends. Pay attention to mobilizing people to participate in key projects; promote proposals for start-up ideas, information technology, and digital literacy. Strengthening the urging and guidance of the propaganda and mass mobilization system to proactively grasp the ethnic and religious situation; the implementation of social security policies and national target programs, making an important contribution to the harmonious and sustainable development of the country./.
