Accordingly, this company did not register its business activities at the teaching location, did not display a signboard according to the Advertising Law, and did not provide capital to establish the company according to the provisions of the current Enterprise Law... Notably, Minh Tam Ben Tre Company has not been licensed by the Department of Education and Training of Ben Tre province to conduct Chinese language teaching activities in the area. However, the company still illegally organized recruitment and teaching, attracting many students from September 2023 to present. At the time of inspection, the Department of Education and Training of Ben Tre discovered that this company was teaching 10 classes with many students.

The business of Minh Tam Ben Tre Company has caused outrage because it has unfairly competed with foreign language centers in Ben Tre, showing signs of deceiving students, causing many people to be confused. "Most of us are people working at businesses of Chinese investors, some are studying to go abroad... trustingly studying, not really knowing that the class does not have a license. I am very worried," said Ms. LNN, a student studying.

The Director of the Department of Education and Training of Ben Tre affirmed: "The documents issued by Minh Tam Ben Tre Company to students in Chinese language courses are invalid, and the enrollment notices are not qualified. We are still clarifying the responsibilities of the parties involved in this incident. The Department of Education and Training of Ben Tre is also advising the People's Committee of Ben Tre province to rectify the operations of other types of foreign language centers so that similar cases do not occur; at the same time, coordinate with the Department of Finance to handle and sanction issues related to Minh Tam Ben Tre Company."

Although not licensed, Minh Tam Ben Tre Company still recruits and teaches in neighboring provinces of Ben Tre.

According to the Director of the Ben Tre Department of Education and Training, the public educational institution that leased the premises and classrooms to Minh Tam Ben Tre Company also has joint responsibility. For now, the leaders of this educational institution have seriously learned from their experience and decided to terminate the contract, ending the illegal opening of classes and teaching inside the school.

In addition, the Ben Tre Department of Education and Training requested Minh Tam Ben Tre Company to stop all teaching activities (including unfinished classes) and only be allowed to resume operations when all legal documents are completed as prescribed.
