
Proactively create a safe environment for children.
Over the years, the protection and care of children has always been actively implemented by all levels, sectors, and localities throughout the province. Specifically in the field of accident and injury prevention, the province has issued numerous directives and specialized plans to strengthen measures to ensure the safety of children, especially during the summer months.
Just before this summer, the Provincial Party Committee issued Document No. 453-CV/TU (dated May 6, 2026) on continuing to strengthen leadership and guidance in the prevention and control of accidents and injuries, especially drowning accidents, among children and students in the province. The Standing Committee of the Provincial Party Committee requested that all levels of Party committees, governments, agencies, units, and localities implement comprehensive and effective preventive measures from an early stage and from afar, prioritizing prevention.
The focus is on urgently reviewing all areas with potential safety risks such as rivers, streams, ponds, lakes, unauthorized swimming areas, construction sites, and deep water pits to promptly issue warnings, erect barriers, demarcate areas, and implement strict management measures. Simultaneously, on-site inspections should be intensified during the summer break, especially during periods of hot weather, storms, and outside of regular working hours in high-risk areas. This directive further affirms the province's special attention to child protection, providing a basis for localities to proactively implement accident and injury prevention measures at the grassroots level, minimizing potential risks to children during the summer.
In recent years, the system of cultural and sports facilities serving children has continued to receive investment. Currently, the province has 8 provincial-level cultural and sports facilities, 87 playgrounds and centers for children in communes and wards, along with many socialized projects such as swimming pools, football fields, and children's play areas. This has created important conditions to provide children with more healthy spaces for activities and play. Along with investing in infrastructure, localities regularly review and supplement safety conditions at playgrounds, swimming pools, sports fields, and other public areas where children participate in activities.
Many localities have proactively installed warning signs and barriers in areas with potential safety risks such as ponds, lakes, rivers, and streams; and intensified inspections and monitoring to minimize the risk of accidents and injuries, especially drowning accidents during the summer. In particular, following the Provincial Party Committee's directive, localities are focusing on reviewing all high-risk areas, promptly issuing warnings, demarcating zones, and implementing strict management measures. The combination of investing in infrastructure serving children with enhanced safety measures has contributed to creating a healthy environment for play and activities, helping children have a beneficial, safe, and holistically developing summer.

Enhance skills, strengthen community responsibility.
Notably, the Provincial Party Committee's directive also emphasized the responsibility of families, schools, and the community in managing and supervising children during the summer break. Accordingly, parents need to directly manage and educate their children, preventing them from playing or swimming unsupervised in dangerous areas. The Department of Education and Training will strengthen coordination with families and localities in managing students before, during, and after the summer break; and promote the dissemination and guidance of drowning prevention skills to students and parents.
In addition, youth organizations at all levels have effectively promoted summer activities, life skills education, and water safety skills training; and maintained volunteer youth teams to support safety at the grassroots level. The clear assignment of responsibilities to each level, sector, and local leader demonstrates the province's determination to build a safe environment for children, contributing to minimizing injuries, especially drowning accidents during the summer.
Besides investing in infrastructure, the dissemination of information and education on accident and injury prevention skills for children has been widely implemented. Over the past period, the province organized over 1,000 direct communication sessions on accident and injury prevention, drowning prevention, violence, and child abuse, reaching nearly 200,000 people, parents, and children. 100% of educational institutions in the area have implemented awareness campaigns and provided education on accident and injury prevention, drowning prevention, and school violence prevention for students. Many schools have collaborated to organize swimming lessons, providing locations and facilities for schools to conduct swimming classes for children during the summer.
Experiential activities and life skills education are also promoted through programs such as the "Military Semester," skills summer camps, and the Festival of Young Propaganda Teams on preventing drowning, injuries, and child abuse. These are beneficial playgrounds that help children raise awareness and develop self-protection skills against safety risks.
The provincial police also strengthened coordination with departments, agencies, and localities to implement the campaign "Not Alone - Together We Are Safe Online," helping children raise awareness and self-protection skills in the digital environment. Through this, children are encouraged to confidently share with their families, teachers, or authorities when they detect unusual signs, such as being lured, scammed, threatened, or manipulated online, so that they can receive timely support and protection.
To ensure a safe summer for children, along with the involvement of all levels and sectors, each family needs to enhance their responsibility in managing and closely monitoring their children; proactively equipping them with skills to prevent accidents and injuries, safe swimming skills, and emergency response skills. The collective efforts of the community contribute to building a safe and healthy living environment where children can play and develop comprehensively during the summer.
