The regional minimum wage for 2023 is stipulated in Decree 38/2022/ND-CP as follows:

* Region 1:

Region 1 includes the following areas:

- The districts and counties of Gia Lam, Dong Anh, Soc Son, Thanh Tri, Thuong Tin, Hoai Duc, Thach That, Quoc Oai, Thanh Oai, Me Linh, Chuong My and Son Tay town belonging to Hanoi city;

- Ha Long City is located in Quang Ninh province;

- The districts and counties of Thuy Nguyen, An Duong, An Lao, Vinh Bao, Tien Lang, Cat Hai, and Kien Thuy belong to Hai Phong city;

- Thu Duc City and the districts of Cu Chi, Hoc Mon, Binh Chanh, and Nha Be in Ho Chi Minh City;

- The cities of Bien Hoa and Long Khanh, and the districts of Nhon Trach, Long Thanh, Vinh Cuu, Trang Bom, and Xuan Loc in Dong Nai province;
