Policy from field trips
Through research, it is known that these improvements were achieved thanks to the strong leadership and direction of the Kon Tum Provincial Party Committee Standing Committee, in which the great mark of the head of the provincial Party Committee, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Kon Tum Provincial People's Council Duong Van Trang, was made.
Being a revolutionary base during the resistance war against the US to save the country; the rugged and divided mountains and forests were a solid fortress for the army and people of Muong Hoong and Ngoc Linh communes to establish many glorious feats. After the country's reunification, the ethnic minorities here always united and worked hard to produce. However, due to the lack of synchronous investment in infrastructure and difficult transportation, the economy developed slowly and the poverty rate was high.
Since taking up his position in Kon Tum province in 2020, Kon Tum Provincial Party Secretary Duong Van Trang has chosen Muong Hoong commune and Ngoc Linh commune, Dak Glei district as one of the first destinations to visit. Because this is a land rich in revolutionary tradition, with the potential to develop precious medicinal herbs such as Ngoc Linh ginseng and Dang Sam, but these are two of the poorest communes in the province.
In 2021, Muong Hoong commune had 399 poor households, accounting for 47.5%; 150 near-poor households, accounting for 17.8%; average income per capita was only 18.3 million VND/person/year. Ngoc Linh commune had 566 poor households, accounting for 76.5%; 47 near-poor households, accounting for 6.6%; average income per capita was only 25 million VND/person/year.
Kon Tum Provincial Party Secretary Duong Van Trang shared: After going to the grassroots, he and the Provincial Party Standing Committee determined that the leadership and direction to soon help the two communes of Muong Hoong and Ngoc Linh escape poverty, gradually completing the goal of building new rural areas, is an urgent task. Therefore, the Provincial Party Standing Committee unanimously issued Decision No. 262-QD/TU, dated November 2, 2021, establishing a Working Group of the Provincial Party Standing Committee to help the communes of Muong Hoong and Ngoc Linh develop socio-economically, with the task of advising the Provincial Party Standing Committee and the Provincial Party Standing Committee to propose policies and solutions; develop plans, assign tasks to each member and direct relevant agencies and units to implement to promote socio-economic development in these two communes.
After being established, Working Group 262 proactively worked with the Party Committee and authorities of Dak Glei district and Muong Hoong and Ngoc Linh communes to conduct field surveys, review and assess the current socio-economic situation in the communes, thereby developing specific and detailed assistance plans for each year and for the entire 2022-2025 period.
The focus is on promoting production development support to effectively promote local potential and strengths; speeding up the progress of building new rural communes and villages; promoting changes in the thinking and working methods of ethnic minorities, mobilizing resources to support the work of eliminating temporary housing for ethnic minorities...
In addition, the Provincial People's Committee has issued the Project to Support Socio-Economic Development in Muong Hoong and Ngoc Linh Communes, Dak Glei District to 2025, with a vision to 2030, to mobilize maximum resources to support Muong Hoong and Ngoc Linh Communes; advising on the establishment of 22 Teams in charge of 22 villages of the 2 communes in the direction of closely following the grassroots to effectively implement the set goals and targets.
The whole political system got involved
To arouse the aspirations of ethnic minorities here to escape poverty and develop the economy, Task Force 262 has closely coordinated with village and commune officials to effectively implement propaganda and mobilization work and build pilot models for replication. When the political system gets involved, the people understand and agree, that is when the policies of the Provincial Party Standing Committee and the action programs of Task Force 262 come into practice.
Ms. Y Bia, Party Cell Secretary and Village Chief of Lang Moi Village, Muong Hoong Commune, Dak Glei District, shared: Provincial, district and commune officials care a lot about ethnic minorities in Lang Moi Village. They eat, live, work together and guide people on how to produce, renovate their gardens, and help them build new houses. Since then, people have changed their thinking and working methods, knowing how to grow two crops of rice, grow and care for coffee and medicinal plants.
With the motto of hand-holding, Working Group 262 has helped ethnic minorities in Muong Hoong and Ngoc Linh communes to be more confident in converting crops and livestock. Hundreds of households have participated in replanting, planting new cold-climate coffee, and growing two-crop rice. Up to now, Muong Hoong commune has over 166 hectares of coffee, 388 hectares of two-crop rice, nearly 1,700 livestock, over 87 hectares of various vegetables and nearly 10 hectares of Ngoc Linh ginseng. Ngoc Linh commune has over 142 hectares of coffee, nearly 25 hectares of Ngoc Linh ginseng, more than 21 hectares of fruit trees and 65 hectares of two-crop water.
Mr. A Ha, Lang Moi village, Muong Hoong commune, Dak Glei district shared: Before, I did not fertilize coffee, I just picked as many fruits as I could. Thanks to the agricultural officers who came to train and guide me on how to replant and care for coffee, and my family followed their example, the coffee trees grew very well and produced a lot of fruit. In addition, the additional income from growing medicinal plants has helped my family have a stable income.
The biggest difficulty of the two communes of Muong Hoong and Ngoc Linh in recent years has been the lack of resources to support poor households in eliminating temporary and dilapidated houses. However, with the drastic participation of the political system of Kon Tum province and the support of the armed forces and businesses inside and outside the province, from 2022 to now, 253 temporary and dilapidated houses have been eliminated, helping ethnic minorities have a stable place to live and feel secure in their work and production.
Mr. A Bia, Tan Rat village, Ngoc Linh commune, Dak Glei district said: The province and district have supported me in building a house, I am very grateful. Without this support, I would not have been able to build a house like this.
Muong Hoong and Ngoc Linh flourish
With the strong leadership and direction of the Provincial Party Committee Standing Committee, especially the Provincial Party Secretary who has directly gone to villages and hamlets many times to inspect, grasp the situation, encourage and direct the work of building new rural areas. Up to now, the socio-economic development situation in the two communes of Muong Hoong and Ngoc Linh has had positive changes. The rural appearance has been clearly improved, infrastructure has been invested in and is increasingly spacious.
Traditional values and good cultural identities have been preserved and promoted; outdated customs and practices have been eliminated. People's awareness in Muong Hoong and Ngoc Linh communes has been raised, many people have boldly borrowed capital to expand production, change the structure of crops and livestock, and apply technical advances to farming, initially bringing high economic efficiency.
Holding a Ngoc Linh ginseng root in his hand to introduce to customers, Mr. A Nam, Lang Moi village, Muong Hoong commune, Dak Glei district shared: With the attention of the province, district and commune, the life of the Xo Dang people here has turned a new page, no longer poor and difficult as before. For example, my family has grown nearly 3,000 Ngoc Linh ginseng plants, 3 sao of coffee, raised fish and grown vegetables in the garden. The annual income is also more than 100 million.
Poverty reduction policies are implemented promptly and synchronously, the poverty reduction rate has achieved positive results. Muong Moong commune had a poverty rate of 47.5% at the end of 2021, but by the end of 2023 it was only 25.49%; Ngoc Linh commune had a poverty rate of 76.5% at the end of 2021, but by the end of 2023 it was only 30.93%; it is expected that by the end of 2024, the poverty rate in the two communes will continue to decrease sharply compared to 2023. Muong Hoong commune from 10/19 new rural criteria in 2022 to the end of 2024 achieved 14/19 criteria according to the new set of criteria and Lang Moi village has been recognized as a new rural village. Ngoc Linh commune from achieving 8/19 new rural criteria in 2021 to the end of 2024 achieving 13/19 criteria according to the new set of criteria.
Mr. Thai Van Tuong, Secretary of Dak Glei District Party Committee, said: In the process of helping the two communes of Muong Hoong and Ngoc Linh, the Standing Committee of the Provincial Party Committee, directly the Secretary of the Provincial Party Committee, has directly gone to the villages and hamlets many times to inspect, grasp the situation, encourage and direct the work of building new rural areas. In particular, Working Group 262 of the Standing Committee of the Provincial Party Committee has focused on mobilizing and allocating many resources to help the two communes complete the new rural criteria.
The upturns of the two poorest communes in Kon Tum province today confirm the correct policy of the Kon Tum Provincial Party Committee Standing Committee, which is the basis for further expansion throughout the province. And this is also the foundation and motivation for ethnic minorities in Muong Hoong and Ngoc Linh communes to be confident in their journey to escape poverty and become rich legitimately in their homeland.
