Stakeholders have responded to Russian President Vladimir Putin's proposal on March 28 to place Ukraine under temporary administration to hold elections and sign important agreements to resolve the conflict.

According to RIA news agency, United Nations (UN) Secretary-General Antonio Guterres, Ukraine has a "legitimate" government that needs to be respected.
The spokesman for the US National Security Council also rejected President Putin's idea of establishing an interim government in Ukraine. This official said that the governance of Ukraine "must be decided by the Constitution and the people of this country".
On the Ukrainian side, President Volodymyr Zelensky rejected his Russian counterpart Putin's proposal that Kiev could have an interim government under UN supervision, calling it a "trick to delay peace ".
According to him, Kiev would be ready to enter into negotiations with any representative from the Russian side except President Vladimir Putin.
President Zelensky's team also reacted harshly to this proposal. Ukrainian Foreign Ministry spokesman Heorhii Tykhyi responded to Mr. Putin's statement with a proposal to create a temporary UN administrative body in Russia, starting from the city north of the Arctic Circle Vorkuta.
On social network X , the Ukrainian President's communications advisor Dmytro Lytvyn also said that, by putting forward the above idea, President Putin has not yet decided who to dialogue with to seriously seek a solution to end the conflict.
On March 28, speaking at an event in the city of Murmansk, northwestern Russia, President Vladimir Putin stated that resolving the conflict in Ukraine needs to be thoroughly discussed.
He also proposed to hold discussions under the auspices of the UN, the US, European countries and some partner countries on the establishment of a transitional government in Ukraine. According to him, this would allow for holding democratic elections in the neighboring country and electing a new government that could negotiate a peace agreement and sign relevant legal documents.
In addition, the Russian leader also said that his country's forces are holding the "strategic initiative" along the front line with Ukraine and can "end the game" with victory.
Russia is currently negotiating directly with the United States - the country that has played a role in negotiating a ceasefire between Moscow and Kiev after more than three years of conflict, while European countries have met with Ukrainian President Volodymyr Zelensky to agree on a coordinated solution.
