Nho Quan is the largest district in the province, mainly mountainous terrain. With complex terrain, preparations for the General Census were carried out very early.
Comrade Dinh Thi Hang, Deputy Head of Statistics Team No. 2, Provincial Statistics Office said: Based on the specific terrain characteristics and the volume of the survey area, the communes are instructed to select investigators, giving priority to selecting local people who are knowledgeable about the area, have good health, high sense of responsibility, participate in professional training as required and are proficient in using smart devices to collect information on electronic survey forms.
At the same time, propaganda about the Census was carried out in many forms: broadcast on radio stations at 3 levels, through social networks, and integrated into propaganda through conferences at district, commune, and village levels... To cope with bad weather conditions and protect documents, plans such as providing supplies were also deployed.
Currently, Nho Quan district has completed the work of perfecting the District-level General Census Steering Committee and the Standing Team to assist in the area. At the same time, 300 investigators, 23 team leaders, and 4 supervisors have been selected for 284 survey areas to ensure compliance with regulations.
Previously, Ninh Binh province established the Provincial Steering Committee for the General Census and the Standing Working Group; guided the People's Committees at district and commune levels to establish the Steering Committee and the Standing Working Group on schedule.
The Steering Committee and the Statistics Office of Ninh Binh province have contributed comments to documents related to the General Census when their opinions were solicited. In particular, professional training has been focused on, with 1 provincial-level training course and 28 district-level courses organized, attracting 1,953 participants; the content focused on providing professional guidance and using Capi, commune ballot software, and the website for managing and operating 4 types of ballots: Complete household ballots, sample household ballots, status ballots, and commune ballots.
Comrade Bui Van Dong, Head of the Provincial Statistics Office, said: To review and complete the preparations for the General Census, the Provincial Steering Committee and the Standing Working Group regularly update the situation, promptly remove difficulties and obstacles, propose solutions, and prepare the best conditions for the General Census.
Especially now that the two-level local government model is being implemented, it means that the Steering Committee and Standing Teams assisting the districts and cities and the Steering Committees of communes, wards and towns no longer exist; causing difficulties in the direction work, the selection of team leaders and investigators.
Therefore, the Provincial Steering Committee has directed the Statistical Teams to continue to overcome and carry out well the preparation and adjustment of information collection at commune level from June 15 to June 30, 2025 according to the current commune-level administrative units instead of from July 1 to July 30, 2025 according to the directive document of the Central Steering Committee for the 2025 Rural and Agricultural Census.
Compared to previous Censuses, the 2025 Rural and Agricultural Census is designed with many new features such as: More information, more complete information collection, changes in the method of making lists of household census units, changes in the form of information collection, strong application of information technology in checking, cleaning and completing data... Therefore, the Steering Committees at all levels have closely coordinated and synchronized all aspects and stages so that the survey work is carried out in accordance with the correct procedures and progress.
This Census is of great significance in accurately reflecting the reality of the socio -economic picture in rural areas. Especially in the context of Vietnam in general and Ninh Binh province in particular promoting the transformation of agriculture and rural areas towards modernity and sustainability, requiring a strong data platform as a basis for accurate assessment of strengths and weaknesses in the development process, thereby serving as a basis for policy making, serving the national target program and meeting new requirements in the context of international integration.
According to the plan, starting from July 1, 2025, investigators across the province will simultaneously go to assigned areas to collect information. The investigation period is within 30 days. Preliminary results will be announced in December 2025, official results will be announced in March 2026 and thematic analysis reports are expected to be published in July 2026.
Before the large-scale census with multi-dimensional content and short investigation time, but with proactiveness and careful preparation, all levels and sectors in the province were ready for the Census with the highest spirit and responsibility.
