Currently, Hai Ha Industrial Park has attracted 30 major projects of secondary investors, with a total investment capital of over 3 billion USD, creating jobs for over 14,000 workers. However, the accompanying social utility service system, especially social housing for workers in the Industrial Park, has not yet developed synchronously with the speed of attracting production investment. To overcome this immediate situation, recently, the investor of Hai Ha Industrial Park has directly signed contracts with a number of residents around the area to invest in building boarding houses to serve workers who need to stay and live. These boarding houses are fully equipped with essential amenities for daily life, such as air conditioning, toilet systems with hot water heaters, and induction cookers or gas stoves for cooking.
In order to solve the long-term housing problem for workers in Hai Ha Industrial Park, on April 26, 2025, Hai Ha Industrial Park Vietnam Co., Ltd. launched the social housing project phase 1, with an area of 3.5 hectares, a total investment of 638 billion VND; construction scale of 6 6-storey apartment buildings, with about 690 apartments and 18 low-rise townhouses. After completion, this social housing area will meet the housing needs of about 1,518 workers. The project not only contributes to reducing living expenses for workers but also helps improve the quality of life, motivates workers to stay with the enterprise for a long time, thereby promoting production - business efficiency and sustainable development for the Industrial Park and Quang Ninh province.
Mr. Wu Xian Hong, Deputy General Director of Hai Ha Industrial Park Vietnam Co., Ltd., said: This is a project that the unit has identified as a key project to be invested in 2025. Currently, the unit is receiving very active support from relevant departments and branches of the province to complete the necessary investment procedures, striving to start construction of the project in August 2025 in accordance with the provisions of Vietnamese law.
In addition to the social housing area, immediately after the competent authority approves the investment in the construction of phase 2 of Hai Ha Industrial Park, with an area of 500 hectares, the investor will continue to research and propose to the competent authority to use a part of the land fund area in the Industrial Park to invest in building flower gardens, parks, school facilities, and health care services for workers in need, ensuring that all workers can enjoy and use convenient services to improve their spiritual life, have good health, stay healthy, work, and create great added value.
However, the completion of the utility service system in Hai Ha Industrial Park in particular and the industrial parks in the province in general is not only the responsibility of the infrastructure development enterprise, but also a common task that requires the synchronous participation of all levels of government and functional sectors. The investor of Hai Ha Industrial Park infrastructure needs to soon develop a master plan for service development, and introduce preferential policies to call for investment from service, healthcare andeducation enterprises. Financial institutions and banks need to support preferential capital sources for enterprises to implement social housing projects and utility complexes in the industrial park. Manufacturing enterprises in the industrial park themselves also need to participate in contributing to the construction of welfare services to retain stable and long-term workers.
The synchronous development of social infrastructure and the gradual closing of services in Hai Ha Industrial Park is the foundation for this Industrial Park to become a model industrial park, modern and humane in Quang Ninh province in the new period. In the context of increasingly fierce competition to attract investment among industrial parks, in addition to land and technical infrastructure factors, the quality of the utility service system serving the lives of workers is an important competitive advantage, determining the sustainable development of the industrial park.
