Nam Dan and the journey of building new rural areas towards a model

On the occasion of Nam Dan district receiving the title of Advanced New Rural Area, Nghe An Newspaper interviewed comrade Nguyen Hong Son - Deputy Secretary of the District Party Committee, Chairman of the District People's Committee about the outstanding achievements and lessons learned in mobilizing the strength of the political system in building new rural areas.

Reporter: Dear comrade, Nam Dan has just become the first district in Nghe An to be recognized as meeting advanced new rural standards . Could you please share the outstanding results the district has achieved in more than a decade of implementing this program?

Comrade Nguyen Hong Son: Nam Dan is the hometown of President Ho Chi Minh , a land of talented people and rich revolutionary and cultural traditions. After more than 10 years of implementing the National Target Program on New Rural Development (NTM), the district has achieved many important and comprehensive achievements. In particular, in 2024, Nam Dan was honored to become the first district in Nghe An to be recognized by the Government as meeting advanced NTM standards - an important milestone affirming the remarkable development of the locality.

In terms of economy , the district focuses on developing high-tech agricultural economic models, while promoting tourism, services and small-scale industry. Traditional craft villages such as vermicelli making, soy sauce making, carpentry, herbal medicine... are not only preserved but also developed according to the value chain, expanding the consumption market. Nam Giang Industrial Park attracts many investors, contributing to job creation and increasing budget revenue.

In particular, the OCOP product development movement (One Commune One Product Program) achieved impressive results with 81 products meeting 3-star standards or higher, 100% of communes and towns have OCOP products, thereby improving the value of agricultural products and people's lives.

Regarding culture and tourism, with the development orientation of a model new rural district in cultural development associated with tourism, Nam Dan has developed cultural tourism associated with heritage conservation.

Kim Lien National Relic Site – the hometown of President Ho Chi Minh is a particularly important historical site of the country, a red address of the people. The tomb of King Mai, Dai Tue Pagoda… are places that attract a large number of tourists to Nam Dan every year. Community tourism, eco-tourism and experiential education models are deployed in many communes such as Kim Lien, Nam Cat, Nam Giang, bringing sustainable income and creating jobs for local people.

Regarding the environment, the district has implemented synchronous solutions to protect and improve the rural landscape. The rural transport system has been upgraded with nearly 180 km of roads, many model roads, flower roads and flag clusters have been built, contributing to creating a bright, green, clean and beautiful landscape. 100% of hamlets have public lighting systems. 100% of communes have waste collection systems.

Environmental protection models such as rural waste treatment, earthworm farming, and processing by-products into organic fertilizers have been effectively implemented by the Farmers' Association. The "New Rural Standard Garden" model has been widely spread with 82 standard gardens, creating a fresh living space, contributing to improving the material and spiritual life of the people.

Kim Lien Commune - the hometown of President Ho Chi Minh stands out with its agricultural tourism model, with a lotus growing area of ​​over 60 hectares, creating a unique ecological space. Cooperatives here, such as Bac's Hometown Lotus Cooperative, combine lotus growing and organizing experiences of rowing boats to pick lotus, making lotus tea, lotus cakes... Tourists can visit, take photos, buy OCOP products and stay at friendly garden houses and homestays. The total number of tourists to Nam Dan annually reaches about 2.2 million, with an average revenue from tourism services of 400 billion VND per year.

Regarding information technology and digital transformation, 100% of communes have computers connected to the network for operations, 95% of documents are digitally signed and exchanged via the electronic document management system. All 18 communes provide full online public services, effectively managing and operating the commune electronic information portal. Culture and education are at the top of the province, security and defense are maintained.

By early 2025, Nam Dan district had 18/18 communes meeting the new rural standards, of which 15 communes met the advanced new rural standards (accounting for 83.3%) and 7 communes met the model new rural standards (accounting for 38.9%), the highest rate in the province. This is a testament to the tireless efforts of the entire political system and people. The outstanding marks of the model communes are the bright - green - clean - beautiful landscape, synchronous infrastructure, and the increasingly improved material and spiritual life of the people. All of these achievements were achieved thanks to the special attention of the Central Party Committee, the Government, the close direction of the Provincial Party Committee and the People's Committee of Nghe An province, the consensus and high determination of the political system from the district to the grassroots level, the joint efforts of mass organizations, the business community, and especially the consensus and proactive participation of the people.

PV: Could you please share some experiences in building advanced new rural areas in Nam Dan district?

Comrade Nguyen Hong Son: The role of socio-political organizations in building new rural areas is very important. The Fatherland Front Committee of Nam Dan district effectively implemented the campaign "All people unite to build new rural areas and civilized urban areas" with many specific activities, focusing on developing culture associated with tourism. People contributed more than 112 billion VND, donated over 75,000 m² of land, dismantled thousands of meters of fences and contributed more than 130,000 working days. Infrastructure was significantly improved with more than 220 km of concrete roads, widened sidewalks, built drainage ditches and upgraded lighting lines. People actively planted flower roads and erected national flagpoles along the roads to build advanced new rural areas and civilized urban areas.

The district Fatherland Front also collected people's opinions on the new rural area, mobilized the "For the Poor" fund to collect more than 12 billion VND, built and repaired 232 solidarity houses, supported production, medical examination and treatment and education for more than 2,100 disadvantaged families. The movement of farmers competing in good production and business was strongly developed by the district Farmers' Association with many solutions to support knowledge, capital and production organization. Every year, nearly 60% of farming households register for good production and business and over 54% are recognized with the title.

Many households have established enterprises and cooperatives, contributing to the construction of specialized areas, large-scale fields, farms and creating agricultural product brands. The association has also implemented tree planting programs and environmental protection models such as waste collection, agricultural by-product treatment, building standard gardens and model residential areas with many communes meeting the standards.

The District Women's Union has carried out many movements to build women of the new era, "5 no, 3 clean" families and environmental protection models. The Union maintains the "Green Sunday" movement, plants trees, builds model roads managed by women and the "Turning waste into useful things" movement to support poor women. The Union also builds shelters, "Godmother" programs and supports poor students to overcome difficulties. Many member families donate land to build roads and clean the environment, contributing to building a model new rural area.

The District Veterans Association actively mobilizes the installation of lighting systems, maintains self-management models of security, order and traffic safety, contributing to maintaining social security. The Association coordinates the organization of peak periods of crime prevention and mobilizes members to commit to obeying the law and ensuring traffic safety. The District Youth Union launches many volunteer movements such as repairing roads, building lighting systems, dredging canals, painting murals, planting trees and cleaning the environment, contributing to building new rural areas and civilized urban areas.

The models of “Youth Flag Route” and “Youth Nursery” have been widely replicated, creating a positive trend in the community. The activities of mass organizations have contributed to improving living standards, changing the face of rural areas and promoting socio-economic development, helping Nam Dan district achieve advanced new rural standards. Under the leadership of the Party and the participation of the political system, the Nam Dan new rural movement has been promoted.

PV : What is the locality 's orientation in the coming time to continue building a model new rural area, comrade ?

Comrade Nguyen Hong Son: We identify that building a new rural area is a long-term, continuous process with no stopping point. In the coming period, implementing the major policy of the Party and State on rearranging administrative units and local governments at two levels, the communes in the area will continue to build a model new rural area in a comprehensive, sustainable direction, imbued with the identity of Uncle Ho's homeland.

Localities will improve the quality of the achieved criteria, especially focusing on increasing people's income, protecting the environment, promoting digital transformation in management and serving people. Developing clean, organic agricultural economy, applying high technology combined with community tourism and experiential education is the focus. Replicate good models, creative ways, linking new rural construction with economic development, preserving culture and building Nam Dan people to be increasingly cultured, affectionate, friendly and hospitable.
