
On the morning of October 11th, a delegation from the Vietnam Fatherland Front Committee of Quang Nam province, led by Mr. Nguyen Van Mau, Vice Chairman of the Vietnam Fatherland Front Committee of Quang Nam province, held a working session with the Provincial Department of Internal Affairs to discuss the results of implementing Resolution No. 21-NQ/TU of the Provincial Party Committee on building a team of ethnic minority cadres for the period 2022-2025 and orientations until 2030.
Reporting at the meeting, Ms. Tran Thi Kim Hoa, Director of the Department of Internal Affairs of Quang Nam province, stated that as of June 30, 2024, the provincial government sector had 35,820 officials, civil servants, and public employees. Regarding professional qualifications, 4,838 people held master's or doctoral degrees, accounting for 13.5%; 27,298 people held university degrees, accounting for 76.2%; 2,310 people held college degrees, accounting for 6.4%; and 1,374 people had intermediate-level qualifications or lower.

Regarding political theory qualifications, 2,235 people have a bachelor's degree or advanced political theory qualification, accounting for 6.2%; 8,249 people have an intermediate political theory qualification, accounting for 23%... As of June 30, 2024, there are 90 female cadres, civil servants, and public employees from ethnic minority groups holding leadership and management positions in state management agencies and public service units from the district level upwards.
Regarding training and professional development, Ms. Hoa stated that, based on observations, agencies, units, and localities, especially those in mountainous areas, have prioritized selecting promising ethnic minority cadres, civil servants, and public employees to receive training in professional skills, political theory, legal knowledge, state management knowledge, and situational handling skills. Simultaneously, they have proactively coordinated with training institutions to open numerous training and professional development courses locally, creating favorable conditions for cadres, civil servants, and public employees to attend and meet the required standards. From 2020 to June 30, 2024, Quang Nam province organized training and professional development for approximately over 2,500 ethnic minority cadres, civil servants, and public employees.
“The team of ethnic minority officials and civil servants has matured in all aspects; their spirit, responsibility, work style, leadership skills, and problem-solving abilities have improved; the percentage of ethnic minorities participating in the political system is increasing, and some ethnic minority officials have been entrusted with important leadership responsibilities in agencies, organizations, and localities,” Ms. Tran Thi Kim Hoa emphasized.

During the meeting, the members of the Provincial Committee of the Vietnam Fatherland Front's monitoring delegation generally agreed with the report of the Provincial Department of Internal Affairs. In addition, some members of the delegation also offered their opinions and suggestions.
According to Ms. Le Thi Nhu Thuy, Head of the Propaganda, Organization, Ethnic Minority, and Religion Department of the Vietnam Fatherland Front Committee of Quang Nam province, the roadmap for recruiting ethnic minority cadres, civil servants, and public employees in Quang Nam province for the period 2022-2025, as per Decision 3161, involves streamlining and retiring 335 people in departments and agencies and recruiting 66 people. By June 2024, departments and agencies had recruited 9 out of 66 people, a rate of 13.6%.
Ms. Thuy also highly appreciated the planning and appointment of leadership and management positions for ethnic minority civil servants and public employees in state agencies and public service units, noting that the process and procedures are strict, open, transparent, and meet standards.

Speaking at the working session, Mr. Nguyen Van Mau stated that the monitoring of the implementation of Resolution No. 21-NQ/TU focuses on understanding the implementation process of the Resolution, as well as the mechanisms and policies for recruitment, planning, training, fostering, placement, utilization, remuneration, and management of ethnic minority cadres in the province. This includes identifying advantages, difficulties, and obstacles, and their underlying causes, in order to promptly propose solutions to accelerate the implementation of Resolution No. 21-NQ/TU.
