In his opening remarks at the Conference, Vice Chairman of the Central Executive Committee of the Vietnam Farmers' Association, Pham Tien Nam, emphasized: The 8th National Congress of the Vietnam Farmers' Association was a great success. The Congress discussed and adopted the Resolution and other Congress documents. In particular, prior to the Congress, on December 20, 2023, the Politburo issued Resolution No. 46-NQ/TW on reforming and improving the quality of the Vietnam Farmers' Association's activities to meet the requirements of the revolutionary tasks in the new period. Implementing Resolution No. 46 of the Politburo, on February 20, 2024, the Prime Minister issued Decision 182-QĐ-TTg approving the Project "Vietnam Farmers' Association's participation in the development of collective economic activities in agriculture until 2030".

"It can be said that these are extremely important contents that will guide and direct the activities of the Association and the farmers' movement for many years to come. To concretize this, the Central Executive Committee and the Standing Committee of the Association have focused on leading and directing the development and issuance of the Action Program and implementation plan for Resolution No. 46, Resolution of the 8th Congress of the Vietnam Farmers' Association; the full-term work program of the Central Executive Committee of the Association for the 2023-2028 term; and the plan for implementing Decision 182 of the Prime Minister ," Vice Chairman Pham Tien Nam emphasized.

According to Vice Chairman Pham Tien Nam, the online conference for studying, learning, and thoroughly understanding the Resolution is of paramount importance to cadres, members, and farmers, especially key officials of the Farmers' Association at all levels. Therefore, the implementation of studying, learning, thoroughly understanding, and disseminating the Resolution must be carried out seriously, focusing on clarifying and grasping the core viewpoints, contents, overall objectives, major orientations, key tasks, and main targets. This will allow for the concretization and organization of implementation, ensuring timely, creative, and effective results suitable to the tasks of each level of the Association and each local branch, creating a vibrant emulation movement at all levels of the Association from the very first year to successfully implement Resolution 46 of the Politburo, Resolution of the 8th Congress of the Vietnam Farmers' Association, and Decision 182 of the Prime Minister.

At the conference, Comrade Luong Quoc Doan, Member of the Central Committee of the Party, Secretary of the Party Committee, and Chairman of the Central Executive Committee of the Vietnam Farmers' Association, disseminated Resolution No. 46, dated December 20, 2023, of the Politburo on "Renewing and improving the quality of activities of the Vietnam Farmers' Association to meet the requirements of revolutionary tasks in the new period".

Chairman of the Central Committee of the Vietnam Farmers' Association, Luong Quoc Doan, provided information on the context of Resolution 46's creation, the situation of agriculture, farmers, and rural areas, the current state of development of the Vietnam Farmers' Association; the process of developing the Project and draft Resolution submitted to the Politburo; and the basic contents of Resolution 46 of the Politburo.

Accordingly, Resolution 46 outlines three guiding principles: ensuring the Party's leadership over the Farmers' Association and the farmers' movement; improving the material and spiritual lives of farmers; and building the association's organization as the responsibility of the political and social system under the Party's leadership, primarily and directly involving Party committees, government agencies, and the executive committees of the Farmers' Association at all levels.

Strengthening the responsibility of the Farmers' Association in representing and protecting the legitimate rights and interests of farmers and promoting their ownership rights; motivating and supporting farmers to effectively fulfill their role as the main actors and center of the agricultural and rural economic development process, building sustainable new rural areas, and rural industrialization and urbanization, and international integration; contributing to building an alliance between the working class, the peasantry, and the intelligentsia, serving as a solid bridge between the Party and the farmers.

Strengthening the core political role of the association in the peasant movement; improving efficiency, innovating content and methods of operation; consolidating the organizational structure, building a team of association officials, developing the organization and expanding membership to meet the requirements and tasks of the revolution in the new stage.
