Raising happiness index for a better future

The “Happy Province” model aims to build a peaceful living environment where every citizen can fully enjoy economic, cultural, health, security and community cohesion benefits. This is not only a measure of development, but also a commitment of the Party and government in creating a better future.

Nguyen Viet Xuan Primary School, Yen Binh Commune is one of the first schools selected to build the "Happy School" model from 2021. After more than 4 years of implementation, up to now, the school has achieved 24/24 criteria, in all 3 aspects: Education work; building facilities; coordination between family, school and society. In particular, in 2024, the school received a Certificate of Merit from the Chairman of the Provincial People's Committee for its outstanding achievements in implementing the emulation movement "Building Happy Schools" for the period 2021 - 2023. In recent years, local people have been cared for in many ways, creating conditions for them to borrow capital to develop production, and making their lives more prosperous. During the day they go to work, and at night they participate in cultural, artistic and sports activities at the cultural house, so everyone is excited.

After the merger, Trung Tam Ward has 46 villages and residential groups. The area is large, many residential areas are still facing economic difficulties, so implementing the criteria effectively and practically is not simple. However, the number of 100% of villages and residential groups achieving the title of "Happy Village and Residential Group" and nearly 90% of households achieving the title of "Happy Family" in the area is a premise for the locality to continue to strive to build the model and maintain the achieved targets.

We will continue to maintain and improve the quality of the achieved criteria, especially promoting the role of people in building a happy living environment. The ward will focus on a number of key tasks such as: promoting cultural and sports activities at the grassroots level, especially in residential groups in difficult areas. Strengthening propaganda work so that people understand the meaning of the "Happy Family" model, thereby voluntarily participating and spreading it. At the same time, coordinating with functional sectors to support livelihoods, creating conditions for people to develop the economy and increase income. Continuing to review and supplement criteria suitable to reality, ensuring that the "Happy Ward" model is not only a title but also a real living value for the people.

The construction and replication of models of "Happy Family", "Happy Residential Area", "Happy School", "Happy Classroom", "Happy Agency, Unit"... has become a widespread emulation movement among the People, organizations, unions, agencies, units... contributing to improving the results of implementing the province's economic - cultural - social goals. In 2025, Lao Cai strives to bring the happiness index of the people to 68.3%, an increase of 1.78% compared to 2024. Of which: the life satisfaction index reaches 58.66%; the satisfaction index of average life expectancy reaches 79.21%; the environmental impact assessment index of the living environment is 68.03%.

According to Mr. Lai Vu Hiep - Deputy Director of the Department of Culture, Sports and Tourism of the province, after the merger, the expanded area comes with increased tasks. Implementing the direction of the province, in the coming time, the industry will continue to promote propaganda to mobilize the participation of the entire political system, the whole society and the people in implementing the tasks of improving the happiness index for the people; combining the preservation and conservation of cultural identity, attracting tourists with comprehensive socio-economic development in the direction of "green, harmony, identity and happiness"; coordinating attention and care for health, improving life expectancy and quality of living environment for the people.

When implementing the model, Lao Cai province identified the principle of "Positive - Voluntary - Effective" in mobilizing people's participation, creating a common awareness of building a livable province, where every person feels joy, safety and community connection. Improving the happiness index is not only the task of the government but also the common responsibility of the whole society. Happiness is not something far away, but is the satisfaction, connection and joy in the daily life of each person.
