(HBĐT) - On the afternoon of September 20, comrade Bui Duc Hinh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, as head of the delegation, worked with the Standing Committee of the Mai Chau District Party Committee on the implementation results of Project No. 09-DA/TU, dated January 28, 2022 of the Provincial Party Committee on improving the quality of activities of the political system, associated with socio-economic development, ensuring national defense and security in the two communes of Hang Kia and Pa Co, Mai Chau district (Project 09). The delegation included comrades: Bui Tien Luc, member of the Provincial Party Committee, Head of the Provincial Party Committee's Mass Mobilization Commission, Chairman of the Provincial Fatherland Front Committee; Colonel Do Thanh Binh, member of the Provincial Party Committee, Director of the Provincial Police; Dinh Cong Su, Vice Chairman of the Provincial People's Committee; leaders of a number of functional departments and branches.
Comrade Bui Duc Hinh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council concluded the working session with the Standing Committee of Mai Chau District Party Committee.
Implementing Project 09, Mai Chau district has focused on leading, directing, thoroughly grasping and implementing the project; has mobilized the participation of all levels and sectors, and implemented the project's objectives. From there, it has focused on caring for, building and improving the effectiveness of the political system of the two communes; the government apparatus has been maintained stable, and the Party development work has been well implemented (to date, the Pa Co commune Party Committee has 10 party cells and 235 party members; the Hang Kia commune Party Committee has 10 party cells and 173 party members). The district has implemented many projects on essential infrastructure, ensuring social security, programs and projects on socio-economic development. Of which, the project of renovating and upgrading National Highway 6 - Pa Co - Hang Kia with a total length of 7.9 km is being implemented; building a kindergarten in Pa Co commune; renovating the primary and secondary schools in Hang Kia commune. Implementing the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2025, the district is currently implementing the hardening of rural roads in two communes with a total investment of 9.82 billion VND. The district focuses on supporting people to develop production, implementing a number of agricultural and forestry production development models to promote the potential and strengths of the two communes such as: raising black chickens, growing chayote, growing VH6 pears... combining agricultural development with community tourism development and building OCOP products. Education, training, and health care for the people are given attention and improved; cultural, artistic, and sports activities are actively implemented in conjunction with preserving the national cultural identity. The two communes continue to effectively maintain self-management models, promoting the positive role of 31 prestigious people in the community; Actively encourage people to voluntarily hand over homemade weapons... Thanks to that, social order is ensured, and drug trafficking and transportation crimes are controlled.
However, the current limitations are that the professional qualifications of the communal staff and civil servants are still low, their leadership capacity is still limited; the socio-economic situation is generally difficult, the rate of poor and near-poor households is still high (Pa Co commune has 32% poor households, 19% near-poor households; Hang Kia commune has 29% poor households, 14% near-poor households), there is still child marriage; the situation of drug trafficking and illegal transportation is still complicated, these are still two communes identified as the key points for drug crimes in the district and the province.
At the meeting, Mai Chau district leaders reported and clarified the results achieved, difficulties and limitations, and proposed solutions to better implement Project 09.
Concluding the working session, Comrade Bui Duc Hinh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council acknowledged and evaluated the leadership and direction of the implementation of Project No. 09-DA/TU. Regarding the tasks in the coming time, the Deputy Secretary of the Provincial Party Committee suggested: Mai Chau district closely coordinates with departments, branches, units, and members of the Steering Committee for Project 09 of the province to review the achieved results, have specific and practical solutions to continue improving the quality of activities of grassroots organizations of the Party, government, Fatherland Front and mass organizations; improve the quality of cadres associated with training, fostering and using cadres in accordance with the requirements of job positions. Prioritize resources for investment in essential infrastructure, effectively implement social security policies, hunger eradication and poverty reduction. Pay special attention to developing agricultural and forestry production associated with local strengths; in which, integrate economic programs and projects in combination with service and tourism development. Strengthening and improving the quality of education, training, and health care network to ensure better health care for the people; promoting the role of prestigious people and the political system in propagating and mobilizing the prevention and fight against child marriage and incestuous marriage, building a cultural life, preserving and promoting traditional cultural values along with developing tourism and promoting ethnic culture; maintaining local defense; ensuring social order, safety and political security in the two communes of Hang Kia and Pa Co.
The Deputy Secretary of the Provincial Party Committee assigned departments and branches to coordinate with Mai Chau district to continue to closely monitor, proactively advise, grasp the situation, promptly report and propose contents related to leadership to improve the quality of activities of the political system, associated with socio-economic development, ensuring national defense and security of the two communes of Hang Kia and Pa Co.
Previously, the Deputy Secretary of the Provincial Party Committee and the delegation visited, worked with and presented gifts to prestigious people in Hang Kia and Pa Co communes; and surveyed the Tau Na resettlement area in Cun Pheo commune.
