Currently, Lao Cai has 12 notary organizations with 23 notaries, mainly concentrated in Lao Cai city (9 organizations), Bao Thang district (1 organization) and Sa Pa town (2 organizations). Every day, the notary offices receive many files, contracts and papers that need to be notarized.
Mr. Nguyen Vinh Quang, a real estate broker in Lao Cai city, said: "When going to notary offices to conduct transactions, notaries are always enthusiastic, attentive, and guide both buyers and sellers."
Ms. Le Thi Thu Hang, Head of Le Thu Hang Notary Office, Bac Cuong Ward, Lao Cai City added: "Depending on the type of transaction, there are simple transactions such as authorization contracts, power of attorney, house rental contracts... if all documents are complete, from the time of receiving the documents to the completion of signing, it only takes about 45 minutes."
Notary activities in Lao Cai province have developed quite rapidly, meeting the needs of organizations and individuals.
In order to improve the quality of notary activities in the province, the Department of Justice has strengthened management and directed notary organizations to comply with legal regulations; actively inspected, examined, and disseminated the 2014 Notary Law and related documents to agencies, units, organizations, individuals and all people; organized training on professional skills, codes of conduct, and professional ethics for notaries; received, guided, and promptly resolved difficulties and problems of notary organizations.
Mr. Le Ngoc Quynh, Director of the Department of Justice of Lao Cai province, said: "From 2020 to the first half of 2024, the Department of Justice conducted 15 inspections and examinations at notary organizations. Through inspections and examinations, the Department of Justice issued conclusions for notary organizations to correct errors and draw experience in the process of handling records."
Notarization activities contribute to preventing disputes; protecting the legitimate rights and interests of individuals and organizations.
By the end of May 2024, notary organizations in the province had notarized over 37,400 cases, mainly economic contracts and translations; certified over 217,000 copies and signatures. Total notarization and certification fees were nearly 28 billion VND, contributing more than 3.1 billion VND to the State budget. Thereby, promptly meeting the notarization needs of organizations and individuals; ensuring legal safety, preventing disputes and violations of the law, protecting the rights and legitimate interests of the parties when participating in contracts and transactions.
