Nam Thang is a coastal commune, with the important Thinh Thang dike along the Red River of Nam Truc district. Therefore, to ensure the safety of people and production activities, and people's livelihoods during this year's storm season, the Party Committee and People's Committee of the commune have identified disaster prevention and control as a key task; in which special attention is paid to building and consolidating the local disaster prevention and control shock force to ensure readiness to handle incidents as well as effectively respond to natural disasters. Implementing the direction of the District People's Committee, before the storm season, the People's Committee of the commune has organized inspections, detailed and specific reviews of shock forces in villages and hamlets and made a specific list; organized technical training and skills in handling dike incidents for shock forces and agreed on a plan to handle incidents that may occur during the storm season. The core force of the commune's disaster prevention and control shock force is the militia, police, and youth union members who are always ready to perform tasks when required. Specifically, the commune's PCTT shock force includes militia, youth union members of 8 villages and hamlets, each shock team has 50 people; the mobile force has 30 people and the patrol force has 20 people. The commune has fully prepared materials including soil, bamboo stakes, sacks, trucks, generators, life buoys, tents, portable speakers and other essential tools... The careful preparation of the PCTT shock force and materials according to the "4 on-site" motto will help Nam Thang commune minimize damage caused by natural disasters during this year's storm season.
According to the report of the Department of Agriculture and Environment (DARD), implementing the program of building advanced and exemplary new rural areas, up to now, 100% of communes and towns in the province have met the criteria of "Ensuring sufficient conditions to meet the requirements of people's livelihood and regulations on on-site disaster prevention and control". In particular, localities have focused on consolidating, improving the capacity and operation of the commune-level disaster prevention and control shock team with a number of 25,671 people, with the militia and self-defense force as the core force. Along with the good preparation of forces and means, the work of propaganda and dissemination of legal documents on disaster prevention and control for cadres and local disaster prevention and control shock forces in the province has always been of interest to all levels and functional sectors. Thereby, it helps to raise awareness and responsibility for disaster prevention and control for all levels, sectors and the community in general, and the disaster prevention and control shock force in particular, clearly seeing the position and importance of dike protection, flood and storm prevention. At the same time, the shock force was trained and thoroughly instructed on professional skills; techniques for detecting and handling incidents of dikes, embankments, and culverts right from the first hour... To improve the effectiveness of coordination and operation of the PCTT forces, including the grassroots PCTT force, the Provincial Military Command coordinated with the Department of Agriculture and Environment to advise the Provincial People's Committee to direct Hai Hau district to organize field reconnaissance, develop plans and do a good job of organizing PCTT and search and rescue drills. The drill achieved its goals and requirements, ensuring absolute safety for 1,940 people and vehicles participating. In addition, the Provincial Military Command directed agencies and units to closely coordinate with the Provincial Police and related forces to regularly grasp the local situation, prepare forces and vehicles to participate in handling situations that arise. Send cadres who are the PCTT shock force to participate in training courses to improve skills in operating inland waterway vehicles; Participate in the training course for ground staff, coordinate air search and rescue; participate in the training course on controlling inland waterway vehicles organized by the National Committee for Natural Disaster Response and Search and Rescue; participate in the training course on the Law on Civil Defense for the entire army organized by the Ministry of National Defense . The Provincial Border Guard coordinated with the National Committee for Natural Disaster Response and Search and Rescue to organize a conference to propagate and disseminate the content of the Law on Civil Defense, prevention, response and remediation of incidents of toxic substances, waste, earthquakes, tsunamis, floods and search and rescue in Thinh Long town (Hai Hau).
To specify the task of PCTT, strengthen propaganda work, and train incident handling skills for the grassroots PCTT shock force, the People's Committees of districts and cities in the province coordinate with related units to organize PCTT and TKCN drills with the following contents: Practicing against waves, waves climbing, preventing overtopping the dike surface, practicing against landslides in the inner fields; evacuating people from flooded areas; handling people who violate and oppose the decision to evacuate; evacuating people from dangerous areas; handling solutions to overcome incidents of dikes, embankments, and culverts; rescuing collapsed and drowning people on rivers... to ensure safety and effectiveness. Fully participate in the workshops "Training to develop a plan to guide the integration of PCTT knowledge into extracurricular activities in schools"; conferences of Chairmen of district-level People's Committees of provinces and cities with dykes from level III to special level; Technical training conference on dyke protection, flood and storm prevention and control for specialized dike management forces in provinces and cities with dykes from level III to special level in 2024 organized by the Department of Dyke Management and Disaster Prevention. In addition, Nam Dinh districts and cities have established 22 forward command posts on the dike slopes to directly direct the disaster prevention and control shock force to patrol and guard the dikes strictly and continuously day and night. When storms and floods occur, the organization closely monitors the developments of storms, rains and floods to implement response measures and overcome the consequences of storms and floods with the motto of ensuring absolute safety for people, minimizing damage to facilities and property of people. When a situation occurs, the shock force of localities supports the evacuation of people and property in dangerous areas to safety and arranges accommodation, providing adequate food for people. Check and review the entire organization of forces and the actual implementation of patrol and guard work to protect dikes in the area; post the list of members of the patrol and guard team at the dike guard posts in the assigned area; deploy flood warning announcements by signs or flags, signal lights... on the dike; handle dike incidents occurring from the first hour according to the "4 on-site" motto to ensure safety for dikes and embankments in the area.
Focusing on building, consolidating and improving the operational capacity of the commune-level disaster prevention and control shock force under the direction of the Government , the Central Steering Committee for Disaster Prevention and Control and the Provincial People's Committee will contribute to minimizing damage caused by natural disasters to people during this year's rainy and stormy season.
