Chairing the conference, Deputy Prime Minister Tran Hong Ha suggested that localities focus on contributing ideas to remove difficulties in general policies and mechanisms, share experiences in implementing specific policies and mechanisms, propose important projects for the region, and solutions to promote regional connectivity in tourism, culture, education , health care, etc.

Shorten the distance, create connection between localities

In 2023, the North Central and Central Coast Coordination Council (Regional Council) will focus on perfecting its organization, stabilizing its operating apparatus, and completing major tasks, focusing on submitting for approval the North Central and Central Coast Regional Planning, as a basis for organizing the space for socio-economic activities, urban and rural systems, infrastructure, resource use and environmental protection in the region and in accordance with the requirements of socio-economic development in each period.

Deputy Minister of Planning and Investment Tran Duy Dong said that in 2023, the results of implementing the region's socio-economic development targets were quite good, with a growth rate of 5.51%, higher than the national average (5.05%). The average GRDP of the region reached 75.6 million VND/person, an increase of 8% compared to 2022. The growth rate of social labor productivity reached about 5.5%, higher than the national average (3.65%).

The National Assembly has issued a Resolution to pilot a number of specific mechanisms and policies for five provinces and cities in the region, namely Thanh Hoa, Nghe An, Thua Thien Hue, Da Nang, and Khanh Hoa.

The Government has submitted to the National Assembly for approval a Resolution on piloting a number of specific mechanisms and policies on investment in the construction of road traffic works with 5 specific policies, which have basically removed difficulties and obstacles for localities to strengthen the connection and synchronous development of the socio-economic infrastructure system, in which priority is given to the traffic infrastructure system.

The Prime Minister has approved 13/14 provincial planning for the 2021-2030 period, with a vision to 2050.

The Ministry of Planning and Investment has completed the North Central and Central Coastal Region Planning for the 2021-2030 period, with a vision to 2050, which has been appraised by the State Appraisal Council and reported to the Prime Minister for approval, including a list of intra-regional and inter-regional infrastructure investment projects. The approved regional planning will be the basis for localities in the region to link, cooperate and develop socio-economy.

The activities of the Regional Council have contributed to shortening the distance and creating cohesion between localities in the region.

Strengthening linkages in mechanisms and policies

Minister of Planning and Investment Nguyen Chi Dung said that the quality and progress of planning in the provinces in the region are better than in other regions. Some provinces have achieved impressive growth and investment attraction results.

"In 2024, localities need to urgently complete plans, implementation roadmaps, and implementation solutions to achieve the goals of regional and local planning, creating development momentum in the new period; pay close attention to the development and connectivity of sub-regions," Minister Nguyen Chi Dung discussed and said that there should be mechanisms and corridors to enhance the role and authority of the Regional Council in considering and deciding on the implementation of a number of important regional projects that need to be accelerated and done first.

At the conference, leaders of ministries, branches and localities focused on discussing solutions and tasks for the region in 2024: Promoting and mobilizing resources to implement development linkage programs and projects; inter-regional transport and connection infrastructure; promulgating a legal framework for offshore wind power development adapting to climate change; coordinating linkage activities to restructure tourism and logistics service industries associated with seaports, airports, border gates, etc.

Chairman of Nghe An Provincial People's Committee Nguyen Duc Trung proposed that from the results of implementing special mechanisms and policies in some provinces, it is necessary to summarize and contribute to building separate policies for the whole region on marine economy, decentralization of land management, planning management; building a set of criteria for selecting priority investment projects of the region, for the common goal.

Agreeing with this opinion, Khanh Hoa Provincial Party Secretary Nguyen Hai Ninh said that regional connectivity is not only through infrastructure projects, but also needs to pay attention to connectivity in terms of policy mechanisms through learning and exchanging experiences between localities.

Meanwhile, Secretary of the Da Nang City Party Committee Nguyen Van Quang suggested that the implementation of the conclusion of the Chairman of the Regional Council must be a mandatory requirement for ministries, branches and localities; immediately deploy projects mentioned in Resolution 26-NQ/TW of the Politburo on the development of the North Central and Central Coast regions...

Develop criteria for identifying regional issues and projects

Concluding the meeting, Deputy Prime Minister Tran Hong Ha emphasized that the Regional Council is responsible for listening to local opinions and proposing mechanisms and policies for the region and the country; sharing lessons and experiences; identifying priority projects and works that are connected within the sub-region, region and with other regions.

The Deputy Prime Minister assigned the Ministry of Planning and Investment to develop criteria and assign tasks to localities and sub-regions to identify priority issues and projects at sub-regional and regional levels; and economic sectors and fields that need priority investment.

In the coming time, localities in the region and ministries and branches need to discuss and reach agreement within the region on the development orientation of key intra-regional and inter-regional transport projects, opening up new development space; investing in and synchronously connecting information technology infrastructure, databases, software, etc.; forming an offshore wind power center; a network of regional education, training and medical centers; enhancing the role of regional councils in allocating investment resources.

"Along with implementing a number of pilot and specific mechanisms and policies, localities need to summarize and propose mechanisms and policies for the entire region; specify regional connection methods in tourism, training, healthcare, etc.; and study the operating mechanisms of sub-regions in the region," the Deputy Prime Minister requested.

The Deputy Prime Minister suggested that localities, ministries and sectors prepare a number of specialized conferences on tourism, improve the capacity of search and rescue centers, disaster prevention and control in the North Central and Central Coast regions; participate in contributing from the beginning to national planning related to infrastructure, education and training, medical facilities, culture, sports, tourism, etc.
