At the 2nd Plenum of the 14th Central Committee, General Secretary To Lam reaffirmed the Party's policy on ensuring national defense, security, foreign affairs, and international integration in the new period, emphasizing the requirements for: strategic autonomy, risk control capabilities, a solid institutional framework, stable social order, deep international integration, and high resilience against traditional and non-traditional security shocks.

In this context, protecting cyberspace and data security has been identified by the Central Committee not only as a technical task but also as a matter of national security and sovereignty; affecting political and social stability and national competitiveness. This task becomes even more urgent as science and technology, innovation, and digital transformation are recognized by the 14th Party Congress as components in establishing a new growth model, meeting the goal of double-digit economic growth. In line with the Central Committee's guidelines, the work of ensuring cybersecurity is increasingly receiving attention and emphasis from Party committees and organizations nationwide.

During the period 2022-2025, Da Nang was assessed as one of the leading localities nationwide in the information security ranking index. Da Nang was the first locality in the country to implement solutions and products to ensure information security and protect state secrets, such as: facilitating digital signing and sending/receiving confidential documents between Party agencies on the operational management information system within Party agencies. This result stems from the Da Nang City Party Committee's issuance and effective implementation of a directive on strengthening the Party's leadership in ensuring cybersecurity and preventing and combating high-tech crimes.

This is an important direction for the Da Nang City Party Committee to guide the City People's Committee in promoting the application of technology in ensuring cybersecurity and preventing and combating high-tech crimes; building an application system to effectively serve the fight against crime. Thanks to focused investment in sufficiently powerful specialized equipment and technical expertise to ensure cybersecurity, Da Nang city has been able to promptly detect, prevent, investigate, handle, and combat various types of high-tech crimes from an early stage and from a distance.

Along with investing in science and technology, the City Party Committee focuses on disseminating information and educating the public about cybersecurity and preventing and combating high-tech crimes through various engaging and diverse methods. The City Party Committee assigned the Party Committee of the Da Nang City People's Public Security to advise on and organize numerous training courses on cybersecurity for cadres and Party members of the City Youth Union, most notably the 2025 Da Nang City Cybersecurity Training Exercise.

The Steering Committee 35 of the Da Nang City Party Committee, in coordination with the Propaganda and Mass Mobilization Department of the City Party Committee, is effectively implementing the project to disseminate positive information and combat false, hostile, and harmful information on the internet and social media in Da Nang City until 2025, with a vision to 2030. Through various vivid and engaging forms of communication, the "Beautiful Da Nang" Fanpage of the Steering Committee 35 is contributing to raising awareness of law compliance among cadres, Party members, students, and the general public; and reducing the risk of cybercrime and high-tech crime.

Entering a new phase of development, and in response to the need to strengthen cybersecurity, the Da Nang City Party Committee continued to issue Directive No. 13-CT/TU to further enhance the comprehensive leadership and guidance of the Party, creating a solid political and legal foundation for ensuring cybersecurity and preventing and combating high-tech crimes in the city. Immediately after the directive was issued, the Party Committees of communes and wards promptly organized propaganda, developed, and issued action programs appropriate to the local situation.

In Thanh Khe ward, the ward Party Committee quickly implemented the model of a safe and smart social media space. According to the Standing Committee of the ward Party Committee, the focus of the model is to strengthen coordination among agencies, units, and socio-political organizations in the area; especially in building the "Thanh Khe New Day" news page. Through this information channel, the ward Party Committee promptly grasps, predicts, and guides public opinion at the grassroots level, especially in the online space, while mobilizing Party members and the people to set an example by not posting, commenting on, or sharing unverified information; and actively providing news, articles, and beautiful images about local life.
