Upgrading and expanding to 4 lanes the Noi Bai - Lao Cai highway

On October 1, Vietnam Expressway Corporation (VEC) held a groundbreaking ceremony for the project to expand the Yen Bai - Lao Cai section of the Noi Bai - Lao Cai expressway.

Mr. Truong Viet Dong, Chairman of the Board of Members of VEC, said that since its operation (2014), traffic volume has continuously increased, posing an urgent need to study and invest in expanding the Noi Bai - Lao Cai expressway, especially the Yen Bai - Lao Cai section.

According to the plan, the project, basically completed in 2026, will contribute to the successful implementation of the Party, State and Government's policy on investing in completing the planned expressways; serving the economic , cultural and social development strategy, ensuring national defense and security; in line with the planning and orientation of traffic development in the Hanoi capital region, the Northern Midlands and Mountains region.

The expansion investment project also gradually completes, synchronizes, and modernizes the road traffic network connecting regions, contributing to enhancing smooth traffic capacity, ensuring traffic safety, and maximizing important inter-regional connection projects under construction.

The Yen Bai - Lao Cai Expressway Expansion Project has a total length of more than 121km. The starting point is at Km123+80 (intersection IC13). The ending point is at Km244+155 (intersection IC18). This is one of the first projects submitted by the Ministry of Finance to the Government to assign VEC as the project management agency in accordance with the provisions of the law on public investment.

The total investment of the project is nearly 7,700 billion VND, including state budget capital and VEC mobilized capital. Of which, public investment capital is 3,000 billion VND and VEC mobilized capital is nearly 4,700 billion VND. It is expected that the project will be basically completed in 2026 under the direction of the Prime Minister. The scope of the project investment will expand the road surface from 2 lanes to 4 lanes, the roadbed width will be 24m, with a median strip in sync with the sections that have been expanded in phase 1; extend the residential underpass to match the scale of the highway from 2 lanes to 4 lanes.

Speaking at the groundbreaking ceremony, Deputy Minister of Finance Do Thanh Trung commended and acknowledged the efforts, determination and creativity of VEC staff, workers and contractors to complete the preparation work and promptly start the project.

The Deputy Minister of Finance requested contractors, consulting units, engineers, workers and laborers at the construction site to ensure the progress and quality of the project, realize the goal of synchronous investment, meet transportation needs, and promote investment efficiency of the entire Noi Bai - Lao Cai expressway. "Lao Cai province and local agencies, organizations, authorities and people need to pay attention and support to invest in completing the project. The Ministry of Finance will accompany the People's Committee of Lao Cai province, VEC, contractors and consulting units to ensure the best conditions for project implementation," Deputy Minister Do Thanh Trung affirmed.
