The Department of Quality Management - Ministry of Education and Training (MOET) said that up to now, nearly 100% of the facilities have been recognized as meeting the first cycle of educational quality standards; the number recognized in the second cycle is about 50%. However, there are still a number of higher education facilities that have not been inspected, including special schools such as art, culture, or some newly opened schools, international cooperation schools, etc.
Overload testing facility
Prof. Dr. Huynh Van Chuong - Director of the Department of Quality Management (Ministry of Education and Training) said that as of October 31, 2024, 2,113 training programs have been accredited and recognized to meet educational quality standards. Of which, 1,492 programs are assessed according to domestic standards; 621 programs are assessed according to foreign standards - this is a quite outstanding number. Thus, the accreditation has almost completed the plan until 2025 assigned by the Government on program accreditation.
Previously, in September, the Ministry of Education and Training announced a list of universities, colleges and training programs that were evaluated and recognized as meeting educational quality standards. Accordingly, 195 universities and 11 teacher training colleges were recognized as meeting quality standards according to domestic standards.
Mr. Chuong shared that inspection activities in Vietnam are still quite new, having been piloted since 2004; but by 2014, only two domestic inspection organizations had been established and licensed to operate.
Thus, by 2024, Vietnam's higher education will have completed 20 years of implementing educational quality assessment. Currently, the country has 7 educational quality assessment centers, including 5 public educational quality assessment centers and 2 private educational quality assessment centers. These centers have the function of assessing educational institutions as well as training programs of universities and pedagogical colleges. In addition to domestic assessment centers, in 2021, the Ministry of Education and Training will allow 3 foreign educational quality assessment organizations to operate in Vietnam, including: FIBAA, AQAS and ASIIN. In 2022, the AUN-QA organization will be recognized.
It is also a fact that the educational quality accreditation certificate is valid for 5 years and many universities have expired the accreditation period. The number of educational institutions accredited according to foreign standards accounts for a very small proportion of the total number of accredited institutions.
Regarding domestic accreditation centers, the Hanoi National University Education Quality Assessment Center is the unit that assesses and recognizes the most qualified educational institutions and programs. The Vietnam Association of Universities and Colleges Education Quality Assessment Center, although established later, has a large number of recognized educational institutions and programs that meet quality standards.
According to the data on the results of the accreditation of training programs and educational institutions provided by the Ministry of Education and Training, although there are 7 domestic education quality accreditation centers and more than 10 foreign accreditation organizations, domestic centers are still overloaded. The reason is that the resources of auditors have not developed according to actual requirements, there is a shortage in quantity according to each group and industry, and there is limited experience.
Focus on output criteria
Currently, the Ministry of Education and Training has 2 sets of standards and criteria for university quality assessment. For university education institutions, they must meet 25 standards and 111 criteria. For university training programs, they must meet 11 standards and 50 criteria. The value of one assessment is valid for 5 years. When universities are assessed, their reputation and enrollment will increase. In particular, assessment is a condition for autonomy. At the training workshop on quality assurance and accreditation for universities and colleges of education that was recently held, Mr. Huynh Van Chuong stated that there are still some universities that have not been accredited, such as special schools such as arts, culture, or some newly opened schools, international partnerships... Through reviewing the results of quality accreditation of training programs according to the standards in Circular No. 04/2016/TT-BGDDT, a large proportion of programs do not meet some core criteria related to program design and development; especially the criteria on implementing output standards according to the mission, vision, strategy, and conditions of the school...
Therefore, in 2025, the Department of Quality Management will advise the leaders of the Ministry of Education and Training to organize a preliminary review of "phase 1" of the implementation of Decision No. 78/QD-TTg of the Government - Approving the Program "Developing the system of quality assurance and accreditation of education for university and college education in the period 2022 - 2030". The Department of Quality Management encourages educational institutions to focus on the internal quality assurance system, especially improving the training program, and then conducting program accreditation.
At a recent training workshop on quality assurance and accreditation for universities and colleges of education, the Ministry of Education and Training said that it will complete the legal framework for quality assurance of education and coordinate with ministries and branches to complete the legal and financial mechanisms in accreditation; strengthen regular and periodic inspection, supervision and monitoring of education quality accreditation activities and international cooperation on quality assurance and accreditation of education.
