Developing new party members

Party membership development is both an urgent and long-term task, therefore requiring high determination from grassroots Party branches. The challenge is to adapt to the specific characteristics of each Party branch and effectively attract outstanding individuals into the Party. This is a matter that Party branches always prioritize. Developing new Party members is also a matter of principle in Party organization and development, aiming to increase the Party's resources and enhance its fighting capacity.

Over the past period, the Provincial Party Standing Committee has directed subordinate Party committees to strengthen the review of new Party member recruitment for the 2020-2025 term. This work consistently ensures quality and a balanced structure of young Party members, those with university degrees, female Party members, religious followers, and those with professional and political theory qualifications. The Resolution of the 14th Provincial Party Congress, 2020-2025 term, sets a target for Party member development: "An average of 2,000 Party members will be recruited annually." Annually, Binh Thuan's new Party member recruitment rate reaches 5% or more of the total number of Party members, ranking 3rd out of 67 Party committees directly under the Central Committee and exceeding the target set in Resolution No. 21-NQ/TW of the Central Committee: "Annual Party member recruitment rate of 3-4% of the total number of Party members."

To achieve the above, the Provincial Party Standing Committee issued Directive No. 07-CT/TU, dated March 1, 2021, on strengthening the work of developing new Party members for the 2020-2025 term, leading and directing district, town, and city Party committees and Party committees directly under the province to implement the work of developing Party members. In addition, the Provincial Party Standing Committee annually assigns targets for admitting new Party members to Party committees directly under the province. Assigning annual targets for admitting new Party members to grassroots Party organizations is extremely important, so that Party committees and each Party member can actively and proactively cooperate with local political and social organizations to identify and nurture new talents, strengthening the Party's resources. It consistently focuses on directing and effectively implementing the work of reviewing potential Party members, selecting outstanding individuals as "red seeds" to be nurtured and admitted into the Party, and assigning Party members to monitor and assist them. Leaders and grassroots Party branches should guide and direct the development of Party member recruitment plans and organize their implementation to ensure quality and effectiveness.

Since the beginning of the term, the entire provincial Party Committee has admitted 4,909 new Party members, raising the total number of Party members from 38,302 (in 2020) to 41,956 (as of June 2023). It is noteworthy that the educational level, professional skills, and the proportion of newly admitted Party members who are youth union members have increased, contributing to a greater pool of young human resources for the Party and enhancing the leadership capacity and fighting strength of Party organizations. In addition, from the source of union members recommended to the Party through the Binh Thuan Provincial Federation of Labor, from the beginning of 2022 to the present: 2,340 outstanding union members have been recommended to the Party for training and admission. According to musician and journalist Huy So, now 97 years old and with 78 years of Party membership (he joined the Party at a very young age of 20), he said: "Quality in recruiting new Party members is very important. We should avoid chasing quotas because meeting quotas might lead to a decline in quality in some Party branches. We should select only truly outstanding individuals for membership because these will be the red seeds of the Party . "

The "bottlenecks"

Despite the achievements, the current reality is that the number of new party members admitted in the province is not commensurate with the pool of members, youth union members, and outstanding individuals from political and social organizations and various segments of the population. Creating a pool of potential party members in some localities remains challenging, and the proportion of new members admitted across different sectors is not uniform, especially among party members in residential areas, militia forces, and enterprises with party branches.

Through observation and interaction with the local Party branch, it has been found that the pool of potential Party members in the area is very limited. This is because most young people, after graduating from high school, attend universities and colleges. A small number of graduates work in government agencies, while the majority remain in large cities. The majority of well-trained and qualified young people leave the area to work elsewhere, making it difficult to monitor and support them. Many young people in the area have limited education and abilities, are reluctant to participate in community activities, or are uninterested in being encouraged and motivated, making it difficult to cultivate them into outstanding individuals to recommend for Party membership. Some actively participate in community activities, but most are older. Furthermore, there is a segment of the community who are active but lack enthusiasm, or even do not want to join the Party.

Given this situation, it is necessary to remove the aforementioned "bottlenecks" to supplement the Party's resources. Party committees at all levels need to pay more attention to Party development work at the local level. Organizations should identify outstanding members, select them, assign them to monitor and support their Party membership. Locally, attention should be paid to young cadres in neighborhoods and villages, militia forces, and youth union members... Organize many activities and movements to identify positive and outstanding individuals.
