Clean energy in the "land of fire"

With its inherent potential and advantages, Quang Tri province has been creating a breakthrough in the energy industry – a key sector and a driving force for sustainable development. From a land once ravaged by war, Quang Tri is gradually transforming itself, establishing its role as the energy center of Central Vietnam.

From potential to reality

Quang Tri province possesses significant geographical and climatic advantages for implementing renewable energy projects. The plains have high solar radiation intensity, while the western hilly areas have average wind speeds exceeding 7 m/s, creating ideal conditions for wind power development. Based on approved plans, 20 wind power projects with a total capacity of 742.2 MW, 3 solar power projects with a total capacity of 119.6 MW, 11 hydropower projects with a total capacity of 167.5 MW, and 90.7 MW of rooftop solar power systems have commenced commercial operation. Currently, the province has 10 wind power projects and 7 small hydropower projects whose plans have been approved, investment policies have been granted, and investors are in the process of construction.

Along with renewable energy projects, Quang Tri has launched large-scale energy projects.

In the Southeast Economic Zone, gas-fired power projects are attracting investment, such as the Quang Tri Combined Cycle Gas Turbine Power Plant project with a capacity of 340 MW, which has been added to the revised Power Plan VII by the Prime Minister and approved for investment by Gazprom EP International BV (part of the Gaprom Group - Russian Federation), using gas from the Bao Vang field off the coast of Quang Tri.

In addition, the province is actively promoting investment in the Hai Lang LNG Power Center (Phase I, capacity 1,500 MW) - one of the key national energy projects. The project is expected to be completed and put into operation in 2027-2028...

To maximize the potential of its energy sources, Quang Tri province has submitted to competent authorities for consideration and inclusion in the Power Development Plan VIII potential projects such as onshore wind power with 62 projects totaling 4,748 MW and approved the principle for research and survey of 12 projects with a projected total capacity of 1,100 MW. Offshore wind power potential includes 3 projects with a total capacity of 2,600 MW and 4 projects with a total capacity of 3,000 MW approved for research and survey. Regarding solar power, in addition to the 3 projects already in commercial operation, Power Development Plan VIII has updated 23 solar power plant projects into the list of technically potential solar power projects...

After becoming operational, in addition to contributing to the local budget, energy projects in the province have invested in over 100 km of transportation infrastructure, created jobs for nearly 600 local workers, and contributed to improving livelihoods and social welfare in the province. Energy projects in the province have received approval from competent authorities for their environmental impact assessment reports or environmental protection commitments, aiming to develop "wind farms" while ensuring ecological balance, stabilizing the lives of people in the project areas, and supporting tourism development.

Efforts to attract investment

With the view that energy development is a crucial prerequisite and the energy industry is a breakthrough area for the socio-economic development of the province, in recent years, the province has effectively implemented Resolution No. 55-NQ/TW dated February 11, 2020, of the Politburo on the orientation of the National Energy Development Strategy of Vietnam to 2030, with a vision to 2045, and Action Program No. 15-CTHĐ/TU dated April 27, 2021, of the Provincial Party Committee to implement Resolution No. 55-NQ/TW.

Accordingly, the province aims to develop power projects totaling approximately 3,000 MW by 2025, and 8,000-10,000 MW by 2030, thereby contributing positively to increasing local budget revenue and meeting socio-economic development requirements.

The province is determined to improve the investment environment based on the law, creating a friendly, safe, and efficient environment for investors. The focus is on selecting large-scale investors who utilize minimal resources, employ advanced technology, create numerous jobs, and produce high value-added products. Based on policies encouraging energy development and leveraging its potential and advantages, the province has concentrated on directing the planning and supplementing of power development plans and wind power development plans.

As a result, many projects have been included in the national and provincial power development plans for implementation, focusing on attracting investment projects in energy development, especially renewable energy. Simultaneously, the Provincial People's Committee has closely monitored the situation, resolved investors' difficulties, and issued several documents related to electricity and energy to guide and manage operations.

Besides the government's preferential policies, investors coming to Quang Tri also enjoy specific incentives and support. These include preferential land lease rates, support for developing technical infrastructure inside and outside the project boundaries; and technical support, training, and market consulting for products, depending on the specific project. Alongside these investment incentives, the provincial leadership consistently demonstrates a commitment to supporting and resolving difficulties for investors coming to the province.

Developing the energy industry is considered a crucial pillar for Quang Tri to effectively play its role in regional linkages. The province is determined to work alongside investors in implementing planned energy projects, while prioritizing attracting investment in the construction and development of key projects in the Southeast Quang Tri Economic Zone, such as the My Thuy deep-water port; the VSIP industrial park; multi-sector industrial parks; and logistics... to ensure their early operation. These are core projects for the province's industrial development.

With ongoing and planned projects, Quang Tri is gradually becoming a hub for large-scale projects in energy, infrastructure, and tourism. The aspiration for industrialization and modernization in Quang Tri is being ignited by wind farms, solar panels, and green electricity in this land of fire.

What was once a fierce battlefield is now experiencing a powerful resurgence, transforming into the "clean energy capital" of Central Vietnam. In this journey, the energy industry is not only a key sector driving economic development, but also a symbol of the heroic land's aspiration for progress – from a land of fire to a land of prosperity for the future.
