Every cadre and Party member must always be aware of and uphold their responsibility in protecting the Party's ideological foundation, because the honor and prestige of the Party cannot be separated from the honor and prestige of each cadre and Party member.
In the new context, to effectively carry out the task of protecting the Party's ideological foundation and combating and refuting false and hostile arguments, upholding the sense of responsibility of cadres and Party members is of paramount importance. For each cadre and Party member, protecting the Party's ideological foundation means speaking, writing, and acting in accordance with the Party's resolutions and guidelines, and the State's policies and laws. In their daily work and lives, when interacting with people from all walks of life, cadres and Party members inevitably hear "praise and criticism," or contributions to the Party's leadership, the State's management and administration of society, and the work of their agencies and units. Some praise is valid, and some criticism or suggestions are correct and should be listened to "seriously" in order to propose improvements to higher levels. However, there are also criticisms and refutations with false, hostile, and subversive arguments against the Party, the State, and the regime. As cadres and Party members, we need to correctly see the "essence" of each case in order to counter, refute, and fight against the false arguments of hostile individuals and forces.
Recent events have shown that some individuals have posted, shared, and commented on the internet with biased, inaccurate, unverified information, or information about incidents for which authorities have not yet reached official conclusions. This has led to confusion and negative reactions in public opinion, creating opportunities for hostile forces and reactionary, extremist political elements to spread distorted propaganda and sabotage, causing political, economic, and social instability. Hostile, reactionary, and politically opportunistic forces are using the internet to directly oppose the government, enhance their influence, and promote Western cultural "values." They create fake accounts and websites impersonating Party and State leaders, local leaders, and reputable individuals to spread misinformation and sow doubt in society, especially by being vague about sensitive issues, inciting and manipulating uninformed people to gather illegally, protest, disrupt public order, and commit other illegal acts.
To effectively prevent and counter the impact of harmful and toxic information on the internet, and to contribute to protecting the Party's ideological foundation, every cadre and Party member must truly be a "soldier" on the ideological and cultural front. To achieve this, first and foremost, each cadre and Party member must constantly study and cultivate political fortitude, building a strong "armor" that remains unshaken by distorted narratives. At the same time, they need to be discerning, perceptive, and timely in detecting and refuting false and hostile narratives and harmful information flows, even the smallest manifestations on the internet. Specifically, cadres and Party members need to closely monitor the situation, grasp public opinion and sentiment in society to promptly provide official information, guide public opinion, regularly share positive information, spread examples of good people and good deeds to "use the good to overcome the bad," react quickly and flexibly, share and explain to the people the true nature of the issue, and recognize the tricks, conspiracies, and schemes of hostile forces.
Over the past period, the Propaganda Department, the Political School, Binh Thuan Newspaper, the Provincial Radio and Television Station, the Steering Committee 35-16 of districts, towns, and cities, and the Party Committees under the Provincial Party Committee have done a good job of advising and assisting the Provincial Party Committee and subordinate Party Committees in strengthening leadership and guidance in thoroughly implementing Resolution No. 35 of the XII Political Bureau and related resolutions, directives, and conclusions of the Central Committee and the Provincial Party Committee in leading and directing the implementation of political tasks. They have proactively and regularly monitored the ideological situation and public opinion, promptly providing information and guidance to cadres, Party members, and the people before important national and provincial events, and on complex and sensitive issues. They have promptly detected and strictly handled acts of writing, posting, and disseminating false information, circulating anonymous letters that are slanderous, distorted, cause public confusion, and erode public trust. At the same time, strengthen the education and management of cadres and Party members to raise their awareness and responsibility in complying with the Party's discipline and regulations, and in using the internet and social media to actively combat and refute harmful and toxic information, promoting activities in both "construction" and "combat". Focus on publicizing the socio-economic development achievements of the country and the province; examples of good people and good deeds; the beauty of the homeland, people, and cultural identity of the ethnic groups in Binh Thuan province.
Responding to and participating in political commentary competitions, strengthening the writing of news articles and reports that protect the Party's foundation, especially combating and refuting false and hostile viewpoints. Maintaining and developing the fighting force through the activities of the Secretariat Teams, the Teams for handling harmful and toxic information, and the Collaborator Teams of subordinate Party branches and committees, and political and social organizations in the province. Strengthening the connection of Facebook, Zalo accounts, etc., between the Standing Office of the Provincial Steering Committee 35 and the Steering Committees 35-16 of districts, towns, and cities, and the Steering Committees of subordinate Party branches and committees to share information, guide content, and coordinate the fight against and refutation of harmful and toxic information on social media. Proactively seeking guidance and direction from the Provincial Steering Committee 35 to provide guidance and arguments to protect the Party's ideological foundation, serving the fight against and refutation of false and hostile arguments; Maintain and improve the quality and effectiveness of communication channels on the Internet and social media to disseminate information and provide appropriate guidance throughout the province.
More than anyone else, the Vietnamese people have a very clear understanding of their country's situation. Over the years, under the leadership of the Party and the management of the State, Vietnam's economy has continuously developed, achieving great and historically significant achievements, and experiencing strong and comprehensive growth. The achievements and results of the struggle to protect the Party's ideological foundation in the new era are immense and of great importance in terms of politics, ideology, theory, and practice, maintaining the socialist orientation; the country continues to develop steadily on the path of reform and international integration.
The achievements in implementing the reform process have further affirmed that the Party's reform line is correct, creative, and in line with Vietnam's reality and the development trends of the times; affirming that the Party's correct leadership is the leading factor determining the victory of the Vietnamese revolution. And once again, it affirms that, in addition to the responsibilities of citizens, the task of protecting the Party's ideological foundation and combating false and hostile arguments is an inseparable responsibility of every cadre and Party member in the current situation.
