With the two-tiered local government model, this lesson of his becomes even more meaningful as the cadres and Party members in the province are increasingly dynamic and committed to meeting the demands of the new situation.

Innovate to better serve the people.

July 1st, 2025 marks a historic milestone: the two-tiered local government model will come into operation to realize the aspiration for development with a streamlined, effective, and efficient apparatus, especially to build a modern administration that serves the people. The beginning of this reform also means creating a strong transformation in the ranks of cadres, Party members, civil servants, and public employees, because "Cadres are the foundation of all work."

Following President Ho Chi Minh's teachings, the Bac Lieu Ward Party Committee, from its early days, has concretized solutions to improve the quality of its cadres, civil servants, and public employees to meet the requirements and tasks of the two-tiered local government model. At the same time, it has promoted the role and responsibility of leaders in fulfilling their assigned duties and responsibilities; using the effectiveness of work, public service, and professional tasks as a measure for evaluation.

Following President Ho Chi Minh's example of prioritizing the people and his approachable style, the Bac Lieu Ward Public Administrative Service Center applies the "4-in-1" model (receiving - appraising - approving - returning results on the spot), supporting the people in carrying out administrative procedures quickly, transparently, and efficiently. In special cases, when implementing Government Decree 176 on social retirement allowances for people aged 70 to under 75 from poor or near-poor households who do not receive monthly pensions or social insurance benefits, the Center has coordinated with the Ward Youth Union to go to people's homes to complete the procedures so that they can receive the policy as soon as possible.

My father is 76 years old and has suffered a stroke for over 5 years. His children and grandchildren work far away, and their circumstances are difficult. Furthermore, they are not very familiar with the modern procedures on the computer. The ward officials came to our house to provide support, and my family was deeply moved and very happy. Receiving this government support policy early on not only helps my family cover medical expenses but is also a great source of encouragement for my family and my father to strive to overcome these difficult circumstances.

Setting a good example is essential for a strong Party and the people's trust.

According to Uncle Ho, a cadre with revolutionary ethics must think, speak, and act in unison. The people often judge cadres through their words and concrete actions in daily life. To gain the people's trust, 100% of the organizations and Party members in Phuoc Long commune proactively registered topics, projects, and tasks in studying and following Uncle Ho's teachings, in accordance with the requirements, tasks, and actual situation of the locality.

Comrade Pham Thanh Phuoc, Secretary of the Phuoc Long Commune Party Committee, affirmed: "The requirement for cadres and Party members of the commune is to truly set an example in ethics and lifestyle, enhance a sense of responsibility, combat bureaucracy, and avoid indifference and apathy. Actions must match words, and we should speak less and do more. Therefore, the commune's cadres and Party members always focus on improving their sense of responsibility, their attitude towards serving the people, promoting collective spirit, and creating an atmosphere of creativity and competition within the collective. Especially in the construction of new rural areas, cadres and Party members take the lead in donating land and assets on the land, labor, and money to build infrastructure projects. At the same time, they actively propagate and create high consensus to work with the people to implement rural road projects, clean up village roads and alleys, and help each other develop the economy ."

Youth union members in Bac Lieu ward went to people's homes to assist them in completing the procedures for receiving social retirement benefits.

Immediately after the merger, the Provincial Party Committee's Propaganda and Mass Mobilization Department implemented a plan to organize storytelling sessions under the flag on studying and following the thoughts, ethics, and style of Ho Chi Minh. Following this plan, 100% of units from the provincial to the commune level developed monthly flag-raising programs featuring concise stories about President Ho Chi Minh, drawing meaningful lessons from them. In the first month after the merger, Bac Lieu ward chose the story "The Clock" to convey the message that each individual must always strive to perform their duties well to create a united collective with the most effective coordination. In November, the ward selected an exemplary teacher to tell the story "President Ho Chi Minh's Teachings to Teachers" to commend and encourage the development of the qualities of those who choose this noble profession and are always wholeheartedly dedicated to their beloved students.

The spread of learning from and following President Ho Chi Minh's example is becoming increasingly widespread, and good models, effective methods, and shining examples in performing tasks at all levels, sectors, and among all strata of the people are appearing more and more. Models such as "Friday for the People," "Smiling Offices - Friendly and Dedicated to the People," self-reflection and self-correction within Party committees and branches, "Saturday Focusing on the Grassroots," "Doing One Good Deed," "Model One-Stop Shop," and the "Three Requests" model (hello, apology, and thank you)... are not only ways to improve the efficiency of public service but also demonstrate the dedicated service of civil servants and public employees to the people.

Following its reunification, Ca Mau is brimming with enthusiasm as it joins the rest of the country in entering a new phase of development. On its path to becoming a new growth pole for the region and the nation, Ca Mau faces both opportunities and challenges. President Ho Chi Minh's lessons on unity, solidarity, and inspiring aspiration among the people are the driving force that will help Ca Mau overcome difficulties and achieve comprehensive development.
