
According to a statement on the Russian Foreign Ministry 's website, the country's armed forces "are beginning systematic attacks on facilities in Kyiv used to serve the Ukrainian armed forces, as well as command centers."
Lavrov told Rubio by phone that the move was in response to Ukraine's ongoing attacks on Russia.
Earlier, on May 25, the Russian Foreign Ministry issued a statement calling the Ukrainian attack on a vocational college dormitory in the self-proclaimed Lugansk People's Republic last week "the last straw" for Moscow. The attack resulted in numerous casualties, mostly female students.
In response, Russia announced it would change its approach to the conflict in Ukraine.
“This is the last straw. Under these circumstances, the Russian armed forces will conduct systematic attacks on the Ukrainian military- industrial complex in Kyiv, including sites for designing, manufacturing, and programming drones,” the Russian Foreign Ministry said, adding that the operation would also target “decision-making centers and command centers.”
The ministry noted that the designated targets were scattered throughout Kyiv. Therefore, Moscow urged foreign citizens, including diplomats and representatives of international organizations, to leave the Ukrainian capital immediately. Additionally, Kyiv residents were warned to stay away from "military and administrative facilities of the Ukrainian authorities."
