With just a few taps on their phones, consumers can order any item and receive it within hours. The rapid development of e-commerce and delivery services has given a major boost to the digital economy , facilitating the rapid flow of goods and saving time and costs for individuals and businesses. However, this convenience is being exploited to smuggle counterfeit, contraband, and goods of unknown origin into the market using increasingly sophisticated methods. Instead of openly transporting goods by truck or stockpiling them in warehouses as before, these individuals are splitting orders into smaller quantities and sending them through express delivery systems to evade law enforcement.

According to assessments by relevant authorities, the surge in online shopping has led to a dramatic increase in the volume of goods handled through delivery systems. For example, Viettel Post Khanh Hoa handles tens of thousands of orders daily. This large volume of goods promotes trade but also creates significant pressure on the control and prevention of counterfeit goods. The range of counterfeit goods is increasingly diverse, from cosmetics, dietary supplements, clothing, and shoes to e-cigarettes and phone accessories. In particular, many products labeled as "imported" or "domestic" goods are being sold at low prices, but are actually counterfeit or of poor quality. Ms. Nguyen Thi Lien (Nam Nha Trang ward) stated: "I once bought cosmetics online at a much cheaper price than the market price. When I received the goods, the packaging looked quite similar to the real thing, but after using them for a few days, my skin became irritated. When I contacted the seller, they had blocked their account, so I couldn't return or exchange the product."
In reality, freight forwarding services are being exploited by counterfeiters due to their advantages of face-to-face transactions, flexible payment options, and fast delivery. To conceal their identities and evade authorities, these individuals often discreetly package goods, provide incomplete sender information, or use fake accounts, making verification and tracing extremely difficult.
Strengthen control at the source.
To prevent commercial fraud via postal services, the provincial Market Management Force is strengthening various measures, focusing on signing a cooperation agreement with the Viettel Post Khanh Hoa Branch - Viettel Post Joint Stock Company. Accordingly, the two units will coordinate in exchanging information, disseminating legal information to the public; and simultaneously enhance professional training, coordinate inspections, and apply digital transformation (electronic invoices, digital signatures) to improve management efficiency, trace the origin of goods, and promptly detect and handle violations.
Mr. TRAN KIEU HUNG - Head of the Provincial Market Management Department: Strengthening coordination between functional forces and postal and delivery businesses is a key solution to improve the effectiveness of preventing and combating smuggling, counterfeit goods, and commercial fraud in the digital environment. In addition, consumers also need to be more vigilant when shopping online, choosing reputable vendors, checking product information, invoices, and origin before receiving goods. Only with the synchronized involvement of management agencies, businesses, and the people can the e-commerce market develop sustainably, transparently, and safely.
Mr. Nguyen Ngoc Tin, Director of Viettel Post Khanh Hoa Branch, stated: “Because perpetrators often break down orders into smaller quantities for frequent delivery, inspection and tracing are extremely difficult. To prevent the misuse of delivery services for transporting counterfeit goods, smuggled goods, and especially prohibited items, Viettel has tightened its acceptance process, from declaring sender and recipient information and goods type to checking packaging before shipment. The unit resolutely refuses items on the prohibited list; and proactively cooperates with relevant authorities to inspect and handle cases when there are suspicious signs." According to Mr. Nguyen Ngoc Tin, controlling the process from the outset is a crucial solution to protect consumer rights and build a healthy business environment.

Experts predict that e-commerce will continue to grow strongly, leading to an increasing volume of goods being delivered. This will significantly boost the digital economy, but also pose a considerable challenge for market management. Without proper control, counterfeit and substandard goods will directly affect consumer rights, the business environment, and the reputation of legitimate businesses.
