The People's Committee of Binh Son commune recently enforced the eviction of four households illegally occupying over 8.3 hectares of state-managed land in Thuan Tien hamlet. Mr. Diep Trung Thao, Party Secretary and Head of Thuan Tien hamlet, stated that the local authorities had repeatedly met with the four households, explained legal regulations, and encouraged them to voluntarily rectify the violations. However, these cases did not comply with regulations, so the local government proceeded with the enforcement to ensure proper land management in the area. “In the future, the hamlet will strengthen monitoring and assessment of public land use in the area to detect and report cases of encroachment and misuse of land promptly, preventing them from escalating,” Mr. Thao said.
Binh Son commune has a natural area of over 18,380 hectares, of which over 12,000 hectares are used for rice production; and over 101 hectares of public land, including land for government offices, educational facilities, and unused land. According to Mr. Huynh Thanh Ha, Vice Chairman of the People's Committee of Binh Son commune, after implementing the two-tiered local government system, the People's Committee of the commune reviewed the land use planning and plans based on previously approved plans, facilitating land management in accordance with regulations. Legal documents on land have been more specifically guided, making implementation easier for the locality. The management, exploitation, and use of public land are also regularly monitored by the local authorities through propaganda, mobilization, inspection, and handling of violations, contributing to improved land use efficiency and limiting illegal encroachment.
However, some difficulties remain, such as the inefficient exploitation of some land areas, limited awareness of law compliance among some people, and the continued occurrence of encroachment on public land. In some cases, local authorities have not promptly detected and handled violations, leading to prolonged violations. Through review and inspection, the Commune People's Committee discovered 13 cases of land-related violations. The Commune People's Committee directed the relevant departments to handle these cases, and they have now been resolved. Regarding the 4 cases of encroachment totaling over 8.3 hectares in Thuan Tien hamlet, the Commune People's Committee directed the enforcement and recovery of the encroached land.
Mr. Tran Minh Tri, a specialist in the Economic Department and in charge of land administration in Binh Son commune, said that the commune has a large natural area with many scattered public land plots. However, there is only one officer in charge of land administration, who also handles many other tasks, so inspections and reviews are sometimes not timely. In the coming time, the Economic Department will advise the Commune People's Committee to continue reviewing and compiling a complete list of all public land in the commune, creating a specific management map to ensure the proper and efficient use of public land, preventing losses. At the same time, they will advise on organizing regular and unscheduled inspections of public land, resolutely handling cases of encroachment, and recovering land according to regulations for violations; publicly disclosing cases of violations to deter and prevent future occurrences.
To effectively manage land, Binh Son district is stepping up its efforts to raise public awareness about land areas under state management to limit illegal encroachment. Simultaneously, it continues to implement and disseminate legal regulations related to the issuance of land use right certificates and the handling of administrative violations in the land sector, ensuring that people understand and comply with the regulations.
The People's Committee of the commune has developed a plan for managing and utilizing public land, focusing on reviewing areas that have not been effectively exploited to propose appropriate and legally compliant land use plans. At the same time, it will strengthen the management of public land, especially in irrigation canal and dike areas; compile a list and handle cases of re-encroachment; and coordinate with relevant departments and agencies to resolve issues within their authority. “Strict land management will facilitate agricultural development, attract investment, build infrastructure, and implement projects serving the people. Simultaneously, it will contribute to maintaining security and order, enhancing the effectiveness of state management, and promoting sustainable socio-economic development in the locality,” said Mr. Huynh Thanh Ha.
